Where is the place of performance? I can only find verbiage of ‘Pacific Northwest Region’, would that be Idaho, Oregon, and Washington? | Please refer to Secion 1.0 Overview of PWS. | 0002 | Contracting | Ashley Johnson | No | 11/15/24 |
Will this be a single award or multiple award contract? | Single Award Contract | 0002 | Contracting | Ashley Johnson | No | 11/15/24 |
Will Reclamation consider extending the deadline to account for time lost during the Thanksgiving holiday season? | Not at this time | 0002 | Contracting | Ashley Johnson | No | 11/18/24 |
Given concerns about potential mail delays during the holiday season, will Reclamation consider allowing electronic submissions? | Please refer to amendment 0001 allowing electronic submission. | 0002 | Contracting | Ashley Johnson | No | 11/18/24 |
On page 89 of the Solicitation, under Factor 3 – Past Performance, can we submit a recent PPQ from a client, or does the client need to complete a new one? | Please refer to Volume III on page 88-89 in amendment 0001 soliciation package | 0002 | Contracting | Ashley Johnson | No | 11/18/24 |
On page 38 of the Solicitation, it states that the Project Manager must have a Project Management Professional (PMP) certification or similar accreditation. Could you please clarify what is meant by "or equivalent"? Specifically, would a master's degree or higher, extensive experience (20+ years), and/or other relevant certifications apart from a PMP fulfill this requirement? | Regarding similar accreditation in lieu of the Project Management Professional - Similar accreditation may be interpreted as certifications, professional achievements, or achievements in course(s) of study that are immediately related to the principles of project management (e.g., scope, schedule, budget, and communication). These certifications or achievements must be discernable in the provided resume(s) and applicable to projects of a similar scope and complexity as those outlined in the PWS. Regarding other minimum qualifications - The stated minimum qualifications for education and experience in the PWS are, “Bachelor’s degree in a field related to environmental compliance and 10 years’ experience working projects of similar scope and complexity to those outlined in this PWS.” See p. 11 of the PWS. | 0002 | Technical | Juddson Sechrist | No | 11/19/24 |
SF1449 page 2 in box 20 requires that Offerors ship hard copy proposals to include an original, four copies, and a CD. Given that there is a federal holiday in the proposal schedule and that proposals are due during the busiest shipping week of the year which will make it difficult for Offerors to have enough time to prepare their proposal submissions before shipping early to prevent late submissions, would the Government allow proposal submissions via email? If the Government is unable to allow for emailed proposal submissions, would the Government consider extending the proposal due date to January 15, 2025? | Soliciaton due date will not be extended at this time. Please see amendment 0001 in refernce to how proposals can now be accepted. | 0002 | Contracting | Ashley Johnson | No | 11/22/24 |
Factor 1 – Experience on page 88 of the RFP states that Offerors shall provide a list of all projects similar in scope and magnitude and completed within the last six years. The next paragraph under Evaluation Standard goes on to state that the Government will evaluate projects for similarity in scope, complexity, and magnitude. With a list of projects and not a project description, how will the Government evaluate project details? Should Offerors include a short project synopsis for each project within the project list? | Please refer to Volume II on page 88 in amendment 0001 soliciation package | 0002 | Contracting | Ashley Johnson | NO | 11/25/24 |
Factor 1 – Experience on page 88 of the RFP states that Offerors shall provide a list of all projects similar in scope and magnitude and completed within the last six years. Our firm has over 100 projects of similar scope and magnitude. Can the Government narrow down the number of projects they would like Offerors to provide descriptions for to meet or exceed the Evaluation Standard? | Please refer to Volume II on page 88 in amendment 0001 soliciation package | 0002 | Contracting | Ashley Johnson | No | 11/25/24 |
Factor 2 – Experience on page 89 of the RFP states that Offerors shall provide a list of resumes of key personnel. This section then states that resumes should be provided. Please clarify that the Government wants a list of key personnel in addition to the key personnel resumes and the Organizational chart? | Please refer to page 88 section (5) - (7) in amendment 0001 soliciaton package | 0002 | Contracting | Ashley Johnson | No | 11/25/24 |
Factor 2 – Key Personnel on page 89 of the RFP under Evaluation Standard states that the most highly qualified Offerors will provide one or more highly qualified candidates for each key personnel position. Only one key personnel position requires more than one resume to be submitted (Project Manager). Please confirm that Offerors that provide one highly qualified resume for all other key personnel positions will still be considered highly qualified, as stated in the RFP? | Please refer to Volume II on page 88 in amendment 0001 soliciation package | 0002 | Contracting | Ashley Johnson | No | 11/25/24 |
Factor 3 – Past Performance on page 89 of the RFP states that Offerors shall obtain PPQs for projects performed within the past six years. We have over 100 projects that meet the evaluation criteria for this procurement. How many PPQs are required? | Please refer to page 89 section (2) in amendment 0001 soliciation package. | 0002 | Contracting | Ashley Johnson | No | 11/25/24 |
Factor 3 – Past Performance on page 89 of the RFP states that Offerors shall obtain PPQs for projects performed within the past six years. It is often difficult to get clients to complete PPQs, especially around the holidays due to travel and other scheduling conflicts. Would the Government accept previously completed PPQs submitted as part of the proposal? | Please refer to Volume III on page 88-89 in amendment 0001 soliciation package | 0002 | Contracting | Ashley Johnson | No | 11/25/24 |
Factor 3 – Past Performance on page 89 of the RFP states that Offerors shall obtain PPQs for projects performed within the past six years. Many of our clients will not complete a PPQ if a CPAR is available for the project. Will the Government allow Offerors to submit CPARS in lieu of a PPQ? | Please refer to Volume III on page 88-89 in amendment 0001 solicitation package | 0002 | Contracting | Ashley Johnson | No | 11/25/24 |
Amendment 1, Offeror Instructions on page 88 of the RFP states that resumes are required for all key personnel identified in the PWS and Attachment 3 – Price Schedule. The PWS identifies 20 Key Personnel, the Evaluation Criteria Factor 2 lists 10 Key Personnel, and the Attachment 3 Price Schedule lists 21 Key Personnel. The Key Personnel are also not the same between these three sections of the RFP (for example, Biologist is not listed as Key in the Price Schedule but is listed as Key in the Offeror Instructions; and Program Manager is listed as Key on the Price Schedule but is not listed as Key in the Offeror Instructions). Can the Government please provide an updated Price Schedule or Section L Instructions to confirm which positions are considered Key so that Offerors know which resumes to prepare for proposal submission? | There are a total of 9 Key personnel, indicated with "*". Please refer to page 38 in PWS under Section 4.0 Personnel and Professional Qualifications for clarification. Please see docuemtn header on Attachment 3 Price Schedule. It is indicated as an "EXAMPLE Price Schddule". | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Amendment 1, Offeror Instructions on page 89 of the RFP states in Volume III Past Performance that Offerors should provide a list of five projects completed within the past 5 years with projects being no longer than one page each. This section also requires that PPQs be completed by up to four of the Offeror’s previous clients for projects performed within the past seven years. There is a discrepancy between the number of project descriptions required, the number of PPQs required, and the years required for each. Is the Government intending that PPQs not be for the same project descriptions being submitted for Past Performance? | Yes, as stated on page 88, the Offeror is responsible for providing a list of up to 5 projects similar in scope. This shows successful performance of relevant projects. As stated on page 89, up to 4 PPQ's are required to be complete by an Offeror's previous clients/owner for projects. The Offeror provides up to 5 projects with the last 5 years that are no longer than 1 page each. Then up to 4 PPQ's are provided to the Offeror from their previous clients/owners for work done within the last 7 years. | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Amendment 1, Offeror Instructions on page 89 of the RFP states in Volume III Past Performance that PPQs are for projects performed within the past seven years, whereas the paragraph above states that the five Projects must have been completed within the past five years. Factor 3 page 95, states past performance is the past six years. Are PPQs for completed projects? Are Projects and PPQs to have been completed within the past five, six, or seven years? | Please refer to answer on question 2. | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Will the Government be providing an Excel version of Attachment 3 Price Schedule? | No. The document can be downloaded and edited or an excel version of likeness can be created. | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Will the Government be providing the Attachment 5 Past Performance Questionnaire in a Word document? | No. The document can be downloaded and converted to a Word document. | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Evaluation Factor 1, Experience, on page 94 of the Amendment 1 RFP states that Offerors shall provide a list of all projects of similar scope and magnitude completed within the last six years by the Offeror and major subcontractors. The Instructions to Offerors asks for a list of five projects within the last five years, and then seems to refer to 1-page Project Descriptions for those projects. Is the Government asking for 5 Project Descriptions (1-page each) and not a list of all contracts held? Are the Projects required to have been completed within the last five years, six years, or seven years? | Please refer to the answer for question 2. I believe this answers question 6 as well. | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Will the Government please exclude cover / title pages, tabbed pages for organization, table of contents, and an acronyms list from page count? | Not at this time | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Does the Government want the SF1449 submitted as part of the proposal? If so, which volume should it be placed in and can it be excluded from page count? | Please refer to page 87 Provision 52.212-1 (b) Submission of Offers. | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Please clarify the page limits for volume II. Item 3 mentions 35 page limit for technical descriptions in accordance with evaluation Factor 1, does this include the list of projects required in Volume III? | Volume II Technical section (3) does not reference requirements in Volume III. | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Please clarify the page limits for volume II. Item 5 Staffing Summary up to 10 pages, including or in addition to resumes? | Please refer to question 1 answer. Volume II Technical section (5) states the Staffing Summary can be up to 10 pages and that each resume is limited to 2 pages. | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Please clarify the page limits for volume II. Resumes 2 pages per person, PWS states 20 key personnel (40 pages) and Evaluation Criterion Factor 2 states10 key (20 page), price schedule states 21 key staff (42 pages). Please clarify the number of key personnel and the requirement for personnel resumes. | Please see answer to question 1 in reference to key personnel. | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Please clarify that Volume II does not includes evaluation Factor 1 – Experience relevant projects | Please refer to page 88. Volume II - Technical (Evaluation Factors 1 Experience and 2 Key Personnel). | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Since PPQs need to be submitted directly to the Government from our clients and due to the federal holiday and offices being closed, would you consider accepting previously completed PPQ, CPARS in lieu of PPQs, or extending the proposal due date to allow more time for PPQs to be submitted. | New PPQ's need to be complete, and extension of proposal due date is not being considered at this time. | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Amendment 1 added new Instructions to Offerors including a Technical Description of Services Offered Section (35 pages), Staff Summary/Organizational Approach/Management Team (10 pages), and 5 Past Performance Descriptions. Given these significant changes, outstanding answers to questions that could substantially change proposals, and the current due date hitting just before the Christmas holiday, would the Government consider extending the proposal due date to January 15th, 2025? | Extension of proposal due date is not being considered at this time. | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Volume III. 2. i. stated that subcontractors need to submit up to 3 PPQs, if a subcontractor is not submitting a project, what is the PPQ for? | Past Performance Evaluation | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
Volume III. 2. i. stated that subcontractors need to submit up to 3 PPQs, if the subcontractor is performing a key position on the pricing sheet, but not the PWS, do they need to submit 3 PPQs and what would the PPQs need to be for? | Past Performance Evaluation | 0002 | Contracting | Ashley Johnson | No | 11/27/24 |
The RFP (PDF p.2 of full solicitation) indicates that a response to a sample task order should be included with the IDIQ proposal. Is this accurate? If so, can Reclamation provide the sample task order that we should prepare a proposal for? | Please see attachment 4 Task Order Instruction in solicitation packet. | 0002 | Contracting | Ashley Johnson | No | 12/2/24 |
Is there a page limit for the IDIQ submission and task order proposal? | Please refer to Provision 52.212-1 on page 87 of solicitation amendment 0001 package. | 0002 | Contracting | Ashley Johnson | No | 12/2/24 |
For Project Manager qualifications, can experience be substituted for PMP certification? | Please refer to Clause 1452.209-90 on page 8, 4.0 Personnel and Professional Qualifications on page 38, 4.2 Program Manager; Minimum Qualifications on page 39. | 0002 | Contracting | Ashley Johnson | No | 12/2/24 |
Do we need to submit a master IDIQ Quality Control Plan (QCP) with this proposal, or would one be created after award? | Please refer to page 50 Quality Control Plan; "The contractor shall develop and maintain a written Quality Control Plan (QCP) relevant to | |||||
| environmental compliance. The contractor shall provide a copy of the QCP to the Government upon request for review and approval." | 0002 | Contracting | Ashley Johnson | No | 12/2/24 | |||
To reduce the burden on our government clients during the holiday season, can CPARS be substituted for PPQs? | Not at this time | 0002 | Contracting | Ashley Johnson | No | 12/2/24 |
In PWS Section 2.0 Scope (PDF p.32 of full solicitation), it states that services may be required to implement CERCLA regulations. Does Reclamation anticipate the need for HAZWOPER certified staff to conduct work for CERCLA implementation and if so, will a HAZWOPER rate be allowed for this specialized work and will direct costs for HAZWOPER safety equipment be reimbursable? | CERCLA’s (P.L. 96-510) applicability to CPN Facilities and/or Reclamation’s discretionary federal action(s) may be expected to be varied. Accordingly, Reclamation will use task orders to describe specific work being requested. Per Section 3.0 – General Terms of the Contract: “All services required under the contract shall be described in detail within task orders issued from this contract” (PDF p. 33 of the PWS)…and “Task orders will be provided as written contractual documents, with the Contracting Officer (CO) signature, defining the geographic location where the work is to be performed (office or field), the period of performance, the deliverable required, PWS, and other pertinent data” (PDF p. 35 of the PWS).
Thus, contractor qualification requirements may vary to comply with substantive and procedural CERCLA requirements (as would tasking via task orders). Regardless the contractor may expect that standards and qualifications for the work would be clearly outlined and discussed within the individual task order.
Regarding specialized labor rates, the offerors should proposed the rates they anticipate using. If the rate isn't evaluated and incorporated into the contract at the base level, we can add specialized rates in specific task orders.
Technical | Juddson Sechrist | No | 12/3/24 | ||
Would the consultant team able to bring on additional sub-consultants if a task order involves a skill which requires specialized expertise (for example, field study #9 [PDF p. 34 of full solicitation] describes avian management which can require take permits). | Yes. In fact, Reclamation expects to review Letters of Commitment between an Offeror and its Subcontractors demonstrating a commitment towards performance of the contract (see 140R1024R002, Amendment 0001: Volume II Section 7, PDF p.88). After award, and if the Prime Contractor is compelled to enlist a Subcontractor to fully execute an approved Reclamation task order, then the prime contractor will follow the H.1. Requirements clause found in 140R1024R002 (see 1452.209-90, PDF p. 7). Although this clause deals with “Key Personnel” and changes or substitutions associated with these individuals, the Offeror should expect Reclamation to verify utilization of all personnel with skills appropriate to the task order. | 0002 | Technical | Juddson Sechrist | No | 12/3/24
The introductory text of the PPQ form references selecting a contractor “to perform construction work.” Is this an error or is construction envisioned under this contract? | This is an error. PPQ attachment will be updated in amendment 0002. | 0002 | Contracting | Ashley Johnson | No | 12/2/24
Given the timing of submission in the holiday season, would Reclamation consider an electronic submittal of the proposal package in lieu of a mailed submission? If a mailed submittal is required, may a USB flash drive be substituted for a CD? | Please refer to amendment 0001 allowing electronic submission. | 0002 | Contracting | Ashley Johnson | No | 12/2/24
