# Contractor Question Government Answer

1 What is the ground surface under the rail rated for load weight (PSF Rating)?

The load rating of the existing corbel is not known and is not shown on existing drawings. Stantec estimates the rating to be approximately 1500 PSF uniform load based on crane wheel load but the actual capacity is not known.

2 Will there be scheduled down days for exercises? No

Request for additional photographs of the extent of the concrete damage along full rail that we were unable to access due to reach limitations of man lift on site visit.

Please refer to set of photos of the upper rail posted in Amendment 0001. These photos may not reveal the extent of the concrete damage along the full rail and are for information only.

See Section 01 71 20, Para 3.05 for survey requirements of concrete inspection.

4 The pre and post rail surveys are to be done to CMAA compliancy or another standard?

The purpose of the pre rail survey is to document the existing conditions and the purpose of the post rail survey is to document the completed constructed conditions. The survey accuracy shall be suitable to verify the rail requirements specified in Section 01 71 20, Para 3.03 B which are based on CMAA 70 requirements.

5 DOI Access Cards (PIV Cards), what is the associated cost through the DOI Access System?

There is no cost to the contractor. The requesting agency pays for background investigations of contractor employees.

6 What is the estimated time allocated per person for this process? Usually 2-6 weeks.

Referencing background investigation; will project manager or others be required to access the following DOI IT systems or DOI data to prompt a background investigation, if yes, is the DOI or Contractor responsible for associated costs?

The contractor will not have access to DOI IT systems. To have access to enter the facility unescorted, the contractor will be required to have a background check. To access the work area, the contractor will have to pass through a guard station.

A point of contact will be given to the awardee. All access requests are sent to this contact to be put into the system. Each individual is responsible to finish all online paperwork (in addition to the initial OF-306 and DOI Access form) in a timely manner. It has to be finished in 30 days or the process starts all over.
