Responses to Solicitation Questions
Bureau of Reclamation Palisades Dam Jet-Flow Gates
Solicitation 140R1022R0009
Q 1. Will the Bureau of Reclamation (Reclamation) accept a previously completed Past
Performance Questionnaire(s) (PPQ) that is in the similar format as provided in
Attachment 9, and falls within the seven-year performance window?
A. Reclamation will accept previously completed PPQs which have a similar format and provide the information requested in the PPQ provided in the solicitation. In order to allow for a standardized past performance evaluation, the PPQ must provide the contract information, evaluator information, and adjectival ratings in the arrangement provided
(Outstanding, Excellent, Good, Acceptable, Poor, Not Applicable) to each of the 18 topics stated in the PPQ attached to the solicitation.
As a reminder, the addendum to Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, evaluation factor two (2), Past Performance, states that “Only the previous clients/owners filling out the PPQ can submit PPQs to the Government. PPQs submitted by the offeror will not be evaluated.”
Q 2. Instead of a completed Past Performance Questionnaire, will Reclamation accept a completed Contractor Performance Assessment Report (CPAR)?
A. Per the addendum to FAR 52.212-1, Instructions to Offerors-Commercial Products and
Commercial Services, evaluation factor two (2), Past Performance, information obtained by the Contracting Officer from the Contractor Performance Assessment Reporting
System (CPARS) will be evaluated in addition to the PPQ responses. As such, a completed CPARs cannot be substituted for PPQs.
Q 3. To give our clients ample time to complete the required Past Performance
Questionnaires during holiday observances and PTO schedules, will BUREC allow extending the deadline by an additional two-weeks?
A. A solicitation extension to 1/9/2023 is granted.
Q 4. In reference to the subject solicitation, and given the very short time allotted to prepare a proposal, we request that a 30 day extension (through the second week in
January) be provided in order to obtain the necessary PPQ responses; properly secure vendor quotes on materials and equipment; and to allow further research into Small
Business subcontracting that may support said proposal.
A. Due to the time needed to manufacture, test, and deliver the two new 90” Jet-Flow Gates and a need-by date of September 2024, we will only grant an extension to a new close date of 1/9/2023 at this time.
Q 5. In reference to Attachment 8 – Contract Financing Terms Template, the
Government indicates it will make payments to Contractor in accordance with milestones as shown in the schedule in para. a). Can the milestones in said schedule be broken down further in order to allow for a more neutral project cashflow? For example, the milestone Submittals could eventually be further broken down in accordance with Table A – List of Submittals (see Attachment 2) which indicate documentation that will be delivered at different times as the project progresses and in accordance with the Due Date/Delivery Time column.
A. The Contract Financing Terms Template is provided as a basis for offerors to propose financing terms. It is the responsibility of the offeror to propose financing terms, if required, in accordance with FAR 52.232-31 and the contract financing evaluation factor.
The offeror is not required to use the template provided or any of the specific terms or language therein.
