Question #1: Regarding delivery, where do vendors deliver to?

Answer to question #1: The actual quantities and delivery location are currently unknown and determined when issuing a delivery call. The delivery locations can be anywhere in the United States, most typically in the West. (see question #4 for more information).

Question #2: It appears the notice is requiring a per year locked price, but not necessarily quantity?

Answer to question #2: Yes this is correct. (see question #4 for more information).

Question #3: Could you please provide the specs?

Answer to question #3: The statement of work is in the Contract, Documents, Exhibits and Attachments section of the Solicitation (Notice ID: 140R1022Q0012) already posted on SAM.gov (approximately on pdf 19).

Question #4: We haven’t had to deal with a contract like this and we want to understand it.

Answer to question #4

This solicitation is to establish a Blanket Purchase Agreement (BPA) which is a simplified method of filling anticipated repetitive needs for supplies. The BPA will be established for five years, and the dollar value cannot $650,000.00 over the five years. The BPA establishes the price on the foam for each year of the agreement (vendors may submit different prices for each year in the quote). The actual quantities and delivery location are currently unknown and determined when issuing a delivery call. The delivery locations can be anywhere in the United States, most typically in the West.

When a foam is required, the Government will issue a delivery call to the awardee with the delivery information and actual quantities required. The price per cubic yard will be the rate established in the BPA. It is anticipated there will be a number of individual delivery calls issued over the next five years. For example: if the BPA is awarded at $100.00 per cubic yard (for year one) and the Government requires 400 cubic yards in Boise, Idaho. The Government will issue a delivery call to the awardee for 400 cubic yards priced at $100.00 per cubic yard, ($40,000.00) with delivery to Boise, Idaho.
