STATEMENT OF WORK

Minidoka Dam Power Circuit Breaker 1972 SF6 Gas Leak Repair

Background:

Minidoka Dam is located on the Snake River about 15 miles Northeast of Rupert, Idaho. It is a zoned earthfill dam 86 feet high and creates a reservoir of 96,200 acre-feet capacity.

There are two powerplants on the downstream side of the dam. One on each side of the river with a total capacity of 28,500 kilowatts. Each powerplant has a generator step-up (GSU) transformer which is located near each building. These transformers facilitate the power generation tie in to the 138kV switchyard also located on the Minidoka compound.

In the 138kV switchyard, power circuit breaker (PCB) 1972 developed a leak through the pressure relief valve. A replacement relief valve, gaskets and desiccant packs are onsite for the repair. Also, the facility has SF6 bottles to provide any make up gas.

Scope:

All processes, tests, and results shall be in accordance with the breaker manufacturer’s specifications, Reclamation FIST 3-16, and IEEE C37.122.3.

A. Inspect PCB 1972 and associated hardware for SF6 gas evacuation B. Perform pre-work SF6 gas analysis C. Evacuate and capture SF6 gas from the PCB D. Upon completion of work performed by Reclamation Employees, draw vacuum on the circuit breaker E. Vacuum must hold to verify no leaks as well as dry out breaker F. Refill the breaker with the reclaimed gas and any make up gas if needed G. Perform post-work SF6 gas analysis H. Verify no leakage of SF6 after completion I. Provide final report with as-found and as-left gas analysis values and results from leak detection testing
