About this file
This document contains an amendment to a solicitation for weed control services on undeveloped lands within the Upper Snake Field Office. The amendment provides responses to questions submitted by vendors regarding the solicitation. It clarifies that biobased herbicides are required for all areas, including Minidoka Dam and Palisades Dam. On average, vendors can expect 30-50% of lands north of Rupert/Cassia County to require treatment, while other USFO undeveloped lands may have 20-30% coverage depending on location and conditions. The response deadline remains unchanged at March 18, 2021 at 2:00 PM Mountain Time. No further questions will be accepted. The period of performance for the resulting contract is April 1, 2021 to March 31, 2026.

General Performance Work Statement
(PWS)
Section D Do you have an estimate of percent coverage of weeds in the areas?
All areas are different; however, the following is an average of what the contractor can expect:
Lands north of Rupert/Cassia County: This area has the highest amount of noxious weeds. 30-50% will need treated, depending on location. Much of the weed treatment is based around complaints of adjacent landowners as much of the land will have weeds.
The remaining USFO undeveloped lands: 20-30%, depending on location, the moisture level and annual infestations.
General Performance Work Statement
(PWS)
Section D Are biobased herbicides a requirement for Minidoka Dam and Palisades Dam?
Yes, in accordance with clause C.13 - 52.223-2 Affirmative Procurement of Biobased Products Under Service and Construction Contracts (Sep 2013) and provision E.7 – 52.223-1 Biobased Product Certification (May 2012). All areas included in this Performance Work Statement must be treated with biobased herbicides.
Provision E.1 – 52.212-1 Instructions to Offerors-Commercial Items (Jun 2020) Addendum states that offerors must provide a list of USDA chemicals the offeror intends to use in accordance with 52.223-2 with their submitted quote.
