Vendor Question Reclamation Response
General Performance Work Statement
(PWS)
Section D Is there access to water or should we plan to supply our own?
The only access to water at any of the locations is at Palisades Dam. There is water access at both the compound and Power Plant locations. The Power Plant water supply can only be accessed during working hours. The vendors who are awarded the Purchase Orders should plan to supply their own water at the remaining service areas.
PWS C.8 D-5; D-29;
D-72
Will a Wyoming applicator license be accepted in Idaho or should we plan to obtain an Idaho applicator license?
Each Performance Work Statement under Section C.8 states: “The Contractor shall possess applicable permits, certifications and licenses to complete services in accordance with this PWS as required by Federal, State and Local regulations.”
Therefore, vendors who are submitting quotes for Jackson Lake Dam must have a Wyoming applicator license, and vendors submitting quotes for Minidoka Dam and American Falls Dam and/or Palisades Dam and Ririe Dam must have an Idaho applicator license.
Copies of licenses and permits are required to be submitted with your quote per E-1 52.212-1 Instructions to Offerors-Commercial Items (JUN 2020) Addendum.

Section D Are all areas needing weed control road accessible? If not, what is the furthest distance that must be traveled off road to access the area needing weed control?
All areas are within two to three hundred (200-300) yards of road access. In previous contracts, contractors have utilized Utility Terrain Vehicles (UTVs) on the face of the dams to access or walked with backpack sprayers.
PWS C.9 D-6; D-30;
D-73
Do we need to obtain permission to visit the job sites, or can we visit them at our own leisure?
The Palisades Switch Yard is controlled, so must be done Monday
– Thursday, 6:00 am and work must be completed prior to 4:30
pm. The rest of the facility can be accessed after hours or weekends with a PIN (provided to the awarded vendor[s]) for the security gates. All other access is described in the Performance Work Statement for each service area.
