About this file

This is a Notice of Intent to Issue a Sole Source Purchase Order issued by the U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement, on behalf of the National Park Service. The document announces the Government's intent to issue a sole source purchase order to Hawkins, Inc. (2381 Rosegate, Roseville, Minnesota 55113) for the continued supply of proprietary potable water and wastewater treatment chemicals for Yellowstone National Park. The acquisition will be conducted under NAICS Code 325998 (All Other Miscellaneous Chemical Product and Preparation Manufacturing) with a size standard of 650 employees, and PSC 6810 (Chemicals). The anticipated award date is July 2026.

The justification for sole source procurement is based on 41 U.S.C. 3304(a)(1), which permits other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. Hawkins has developed customized, proprietary treatment formulations uniquely compatible with Yellowstone's water chemistry, infrastructure, treatment processes, and discharge requirements through long-term operational experience and site-specific performance testing. Although base raw chemicals may be commercially available from multiple manufacturers, the specific percentages, proprietary blends, polymer combinations, and performance characteristics are unique to Hawkins. Market research identified several regional chemical distributors and water treatment suppliers, but none produce or distribute the proprietary formulations currently used in Yellowstone's systems. Substitution with alternative products would require extensive reengineering, compatibility testing, pilot studies, operational adjustments, regulatory validation, and personnel retraining, creating unacceptable operational risk to public health and environmental compliance. Although this is not a Request for Quote, any firm believing itself capable of meeting the requirement may submit a capability statement or quotation by 12:00 PM Eastern Daylight Time on June 11, 2026, via email to Contracting Officer Jennifer Moreci at Jennifer_moreci@ios.doi.gov with notice ID 140PS126Q0017 on the subject line.

Synopsis – Notice to Sole Source:

NOTICE OF INTENT TO ISSUE A SOLE SOURCE PURCHASE ORDER TO HAWKINS,

INC.

This notice is issued in accordance with RFO FAR 5.101, RFO FAR 12.201-1(c)(2)(i), and RFO

FAR 12.102(b). The U.S. Department of the Interior (DOI), Office of Acquisition and Property

Management, Bureau of Safety and Environmental Enforcement (BSEE) Programs, on behalf of the National Park Service (NPS) intends to use simplified procedures for commercial products and commercial services and to solicit and negotiate with only one source, Hawkins, Inc., 2381

Rosegate, Roseville, Minnesota 55113 for the continued supply of proprietary potable water and wastewater treatment chemicals for Yellowstone National Park. The anticipated acquisition will be conducted under NAICS Code 325998 – All Other Miscellaneous Chemical Product and

Preparation Manufacturing, with a size standard of 650 employees, and PSC 6810 – Chemicals.

The anticipated award date is July 2026.

The proposed sole source acquisition is supported by 41 U.S.C. 3304(a)(1), as implemented by

RFO FAR 6.103-1, which permits other than full and open competition when there is only one responsible source and no other supplies or services will satisfy the agency’s requirements. The decision to restrict competition is supported by a written justification prepared and approved in accordance with RFO FAR 6.104.

Hawkins, Inc. has worked directly with Yellowstone National Park personnel to develop, test, refine, and optimize proprietary treatment blends for the Park’s potable water and wastewater systems. Through long-term operational experience and site-specific performance testing, Hawkins has developed customized formulations that are uniquely compatible with

Yellowstone’s water chemistry, infrastructure, treatment processes, and discharge requirements.

Although the base raw chemicals utilized in these formulations may be commercially available from multiple manufacturers, the specific percentages, proprietary blends, polymer combinations, and performance characteristics required by Yellowstone are unique to Hawkins and are not available through other vendors. Substitution with alternative products would require extensive reengineering, compatibility testing, pilot studies, operational adjustments, regulatory validation, and retraining of personnel, creating unacceptable operational risk to public health, environmental compliance, and continuity of Park operations.

Market research identified several regional chemical distributors and water treatment suppliers.

While these firms supply general treatment chemicals, polymers, coagulants, and technical support services, none were found to produce or distribute the proprietary formulations currently used in Yellowstone’s water systems. As a result, market research did not identify any additional sources capable of meeting the Government’s requirement without changing the established chemical formulations currently used in the Park’s treatment processes.

This notice is not a request for competitive quotations. However, all responsible sources may submit a capability statement, quotation, or other information demonstrating their ability to meet the Government’s requirement, including the ability to provide the same proprietary formulations currently used in Yellowstone National Park’s potable water and wastewater treatment systems without substitution, reformulation, or operational reengineering. All information received by the response date will be considered by the Government.

PLEASE NOTE: This notice is not a request for quote (RFQ). However, any firm that believes itself capable of meeting the requirement described herein may submit a capability statement or quotation which may be considered if received by the agency by 12:00PM Eastern Daylight

Time on June 11, 2026. All submissions in response to this notice must be submitted in writing via email to the Contracting Officer Jennifer Moreci at Jennifer_moreci@ios.doi.gov reference notice ID 140PS126Q0017 on the subject line. A determination by the Government not to compete the Government’s requirements described in this notice is solely within the discretion of the Government.
