About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a National Park Service (NPS) contract to masticate and mow vegetation along trails at Big Cypress National Preserve (BICY). The procurement is a per-mile cost contract with an estimated 48 miles of trail mastication, structured as a base year with four option years. The base year will be funded, with subsequent years subject to funding availability. The contract aims to create fire breaks and manage vegetation along the BICY boundary to prevent fire spread both inside and outside the preserve.
Key details include a contract period from 10/01/2025 to 09/30/2030, with the solicitation issued as a Request for Quotation (RFQ). The amendment (0004) clarifies several vendor questions, including that all 48 miles will be trail mastication with no new fire breaks, and mastication will not be a continuous line of work but will average a 30-foot width. The government will determine specific mastication areas based on funding, recent fire occurrences, and changing priorities. The Contrating Officer is Stephen Loftus, and the Contract Officer Representative (COR) is Elmer R. Sauceda.

Pages 4 to 73 of the solicitation and to answer the following vendor questions:
On your amendment #2, you answered a question stating that all the 48 miles are trail mastication. Is that the same for the base and all option years? Please clarify, when I made a site visit, I was shown both roadside and trails.
48 miles will be the average, but it can go up or down based on project funding. We will not masticate more than a 30' width. Some areas along the trail will not need any work and some will.

In the solicitation on page 4 scheduled services, would you kindly specify on each line item how many miles of trails, how many miles of roads, and how many miles of new firebreak will be required? Since there is a width difference between each type of mastication, the number of acres is different. For instance, a trail is 24ft x 5280 ft= 2.9 acres and a new firebreak is 30 ft x 5280 ft¿= 3.6 acres and a roadside is 50 ft x
5280 ft = 6.06 acres. To bid it correctly we need to know how many miles of each service is required or how many total acres will be completed per each year.
We did not calculate the total acreage for the work that needs to be done. The mastication will not be a continuous line of work. Example, we might masticate 1000' then skip 500' because of the vegetation type and then pick up another 300' of mastication. It is extremely difficult to provide an exact acreage for this project. I would recommend that they base the cost on masticating an average 30' feet if they are basing their operating cost on acreage.
Additionally, we have not identified projects areas for the following 5-years because it's a very dynamic project. Example, areas we target will be based on funding, recent fire occurrence, and ever-changing social politics priorities. We have a general idea on what the areas will be, but it can change as the year progresses.
On page 73 of the solicitation factor 3 on the evaluation factors, it states that the price should be a priced per acre. Shall we bid the project as a price per acre or price per mile?
Needs to be by mile. CO NOTE: That was an error in the SOW that was corrected by this Amendment with a replacement continuation sheet
On page 4 of the SOW, it states under Contractor will avoid item E masticating live south Florida slash pine under 6 inches. Does this mean that the contractor will masticate all the pine trees under 6 inches?
Potentially. Depends on how many exist within the areas of mastication.
