About this file
This is a Sources Sought notice from the National Park Service (NPS) seeking contractors to conduct white-tailed deer population counts at eight parks across the northeast region in 2025. The work involves providing labor, materials, tools, and equipment to obtain total deer counts at Flight 93 National Memorial, Fort Necessity National Battlefield, Friendship Hill National Historic Site, and Hopewell Furnace National Historic Site (all in Pennsylvania); Morristown National Historical Park (New Jersey); Saint-Gaudens National Historical Park (New Hampshire); Saratoga National Historical Park (New York); and Weir Farm National Historical Park (Connecticut).
The project falls under NAICS code 541620 (Environmental Consulting Services) with a $19M small business size standard. The census data will support native forest restoration plans, as overabundant deer populations are causing forest regeneration decline in these parks. Additional census years may be possible from 2026-2029 for 0-8 parks, subject to funding availability. Responses are due by 5:00 PM EST on December 20, 2024, via email to Jason_burdett@nps.gov, referencing number 140PS125Q0002. This notice is for market research purposes only and does not constitute a formal solicitation.

SOURCES SOUGHT (MARKET SURVEY):
The National Park Service (NPS) is conducting a market survey to determine the interest and capability of contractors for a possible upcoming project. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy determination based on the results of this market survey.
Prime contractors interested in working at multiple parks located within the northeast region of the United States, the work will consist of:
Providing all labor, materials, tools and other equipment necessary to obtain total counts of white-tailed deer at eight (8) NER park units in 2025 as part of the essential data needed to effectively develop and implement native forest restoration plans. The park units are Flight 93 National Memorial (FLNI), Fort Necessity National Battlefield (FONE), Friendship Hill National Historic Site (FRHI), Hopewell Furnace National Historic Site (HOFU), Morristown National Historical Park (MORR), Saint-Gaudens National Historical Park (SAGA), Saratoga National Historical Park (SARA), and Weir Farm National Historical Park (WEFA). FLNI, FONE, FRHI, and HOFU are in Pennsylvania, MORR is in New Jersey, SAGA is in New Hampshire, SARA is in New York, and WEFA is in Connecticut. The potential exists for additional census years (2026-2029) in 0 to 8 parks, subject to the availability of funds. Overabundant deer have been shown to be one of the main factors responsible for the decline in forest regeneration in these park units (Miller et al. 2023), resulting in a regeneration debt that must be addressed and reversed through targeted adaptive management actions. All park units are in Imminent Failure, Probable Failure, or Insecure regeneration status categories. Efficient and reliable total deer counts are required to establish baseline deer population densities in these park units, determine whether population control actions are justified, and adjust any actions if needed over time.
The NAICS code for this project is 541620, Environmental Consulting Services, with a small business size standard of $19M.
All specifications documents/drawings will be provided if/when the government proceeds with a formal solicitation.
This market research is being conducted to acquire additional information about potential contractors that may be interested in performing this work. This is not a request for quote (RFQ) and does not constitute any commitment by the Government to issue any solicitation. All interested firms must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on SAM.gov.
All responses must be submitted via email not later than 5:00pm EST, December 20, 2024. Email address: Jason_burdett@nps.gov. Include the reference number (140PS125Q0002) in the subject line.
