for SIMPLIFIED ACQUISITIONS OVER $10,000

($2,000/$2500 for Construction/Services) AND UP TO $250.000 (See FAR 13.106-1)

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

DOI-NPS – Contracting Operations – Strategic Branch – NPS – NRSS – Geologic Resource Division (GRD) –

Energy & Minerals Branch (EMB) has a requirement for a single contractor to provide a one-year subscription service that provides specific information on energy production outputs and the likelihood of approval for these power resources to connect to the grid to prioritize efforts to protect NPS units, program lands and overall resources. The key requirements that must be met are comprehensive national coverage, unlimited access, and with tools such as grid connection studies and approval updates.

The NPS-NRSS Program requires a subscription service that contains real time information that is comprehensive and can provide a holistic view of the power generation and transmission industry across the U.S. in order to understand and avoid or minimize impacts to NPS units and program lands. This includes electric generation information for thermal power, including coal, nuclear, petroleum, geothermal, natural gas and waste incineration plants, as well as solar, wind and battery storage projects and the associated gen-ties and transmission lines that are necessary for all electrical grid functioning. NPS also requires information on energy production outputs and the likelihood of approval for these power resources to connect to the grid to prioritize our efforts to protect NPS units, program lands and overall resources.

The subscription services must provide real time information from the brand-name specific Power and

Renewables (P&R) Foundations & Project Tracking that is only available from Enverus, Inc. that allows access to the largest thermal and renewable projects and transmission line data sets in the United States, including the ability to upload park boundaries, providing users with the ability to compare energy projects with NPS units and program lands and via the collected information on the grid connection approval process to understand which projects are likely to move forward and where to best focus our limited resources. The subscription service must include comprehensive project and company information, alerts, simple analytics tools, and grid connection approval timelines and calculations for success or withdrawal deliver critical information resulting in better, faster decisions and providing relevant information to the agency.

Enverus, Inc. provides a subscription service for the Enverus Power and Renewables (P&R) Foundations &

Project Tracking with Fusion, which has been found to be the only subscription service that is capable of providing a comprehensive and holistic view of the power generation and transmission industry across the U.S.

This information is required by the NRSS-Program to understand and avoid or minimize impacts to NPS units and program lands. NPS also requires information on energy production outputs and the likelihood of approval for these power resources to connect to the grid to prioritize our work to protect NPS units, program lands and overall resources.

Some of the information NPS required could be gleaned from government reports and the individual independent system operators in the US, but all of this data would have to be aggregated, mapped and analyzed by NPS staff using untenable amounts of time and effort will coming nowhere close to what Enverus Power and Renewables

(P&R) Foundations & Project Tracking with Fusion enables.

Enverus Power and Renewables (P&R) Foundations & Project Tracking with Fusion, has been found to be the only subscription services that enables access to the largest thermal and renewable projects and transmission line data sets in the United States. This includes the ability to upload park boundaries, providing users with the ability to compare energy projects with NPS units and program lands and via the collected information on the grid connection approval process to understand which projects are likely to move forward and where to best focus our limited resources. Comprehensive project and company information, alerts, simple analytics tools, and grid connection approval timelines and calculations for success or withdrawal deliver critical information resulting in better, faster decisions and providing relevant information to the agency.

The NRSS Program is extremely familiar with Enverus, Inc.’s subscription services, as it has a similar subscription service contract (140P2123C0020) that provides specific Oil and Gas Drilling Information through

Enverus, Inc.’s Oil & Gas Drilling Information Foundations. Utilizing a similar subscription service, significantly reduces the learning curve of the NRSS employees, and is a known subscription service provider that meets the

NPS IT security requirements.

Enverus Power and Renewables (P&R) Foundations & Project Tracking with Fusion, is only available through

Enverus, Inc. and has been found to be the only contractor that can provide a national subscription service with unlimited access, and deliverables such as mapping, grid connection studies and approval updates, that meeting the minimum requirements of the NPS-NRSS Program.

3. Market Research.

NRSS conducted market research which revealed no other vendors offering the information, mapping, analysis and ability to upload NPS unit and program land maps for comparison with energy development sites that

NRSS did find one similar product, from Rystad Energy, which gathers energy-specific data and provides insights into energy sector trends on a global level; however, Rystad Energy does not have a product comparable to

Enverus Fusion, which will allow site-specific mapping of NPS resources and identification of direct potential impacts to NPS units and program lands.

There are also other open-source applications available, but they only provide one or two pieces of information, which would require multiple subscriptions where there is no guarantee that the information could be tied together in a reasonable way because of compatibility issues with application software. Only Enverus, Inc’s – Power and

Renewables (P&R) Foundations & Project Tracking with Fusion has been found capable to provide the NRSS with all the required information, tools and analysis through a single subscription service.

The Contracting Officer (CO) conducted additional Market Research upon initial contact about this project. There are multiple contractors available under GSA Schedules under Multi Award Schedules (MAS) under consulting and 513210. Enverus, Inc. does not have a GSA Schedule or any GWAC Contract for IT related services, so they

were not considered any further.

The CO also conducted additional Market Research on the open market using the SBA Dynamic Search, and again multiple contractors were found under NAICS code 513210 – Software Publishers. While there are multiple vendors available, only Enverus, Inc. is capable of providing the Enverus Power and Renewables (P&R)

Foundations & Project Tracking with Fusion.

The anticipated price was determined fair and reasonable using the price analysis techniques described in FAR
