About this file
This is a Sources Sought Notice and Request for Information issued by the National Park Service's Denver Service Center for market research purposes.
The NPS is conducting market research to identify capable small businesses and socioeconomic business concerns interested in performing recurring road-maintenance and civil construction work under a proposed Multiple Award Task Order Contract (MATOC). The contemplated MATOC will provide construction services for road and transportation assets across National Park Service sites in 11 geographic regions nationwide, including the Pacific Northwest & Northern Rockies, California & Nevada, Southwest, Great Lakes & Midwest, Southeast, Mid-Atlantic, Appalachian-Blue Ridge, Wyoming & High Plains, Texas & Gulf, Northeast, and Alaska. Typical work includes asphalt and concrete pavement maintenance, roadway milling and paving, culvert and drainage system repair, roadside grading, traffic control, and emergency roadway repair. The Government anticipates a 5-year ordering period per contract, with task orders typically ranging from $350,000 to $10,000,000; all contracts awarded under the MATOC will share an aggregate ceiling of $500 million. The proposed NAICS code is 237310 (Highway, Street, and Bridge Construction) with a $45 million small business size standard. Work assignments may require compliance with NPS standards, environmental protections, historic preservation requirements, and the ability to mobilize quickly for emergency repairs in geographically remote areas with restricted access windows.
Interested firms must submit a capability statement not exceeding 10 pages by November 30, 2026 at 11:00 PM PT, addressing business information, relevant project experience (up to five projects completed within seven years), staffing and technical resources, geographic capacity, and specific technical capabilities in roadway construction and infrastructure standards. Responses to this announcement will not result in a contract award, placement on a solicitation mailing list, or a prerequisite for future solicitations. The Government may contact respondents for clarification or additional market research discussions. Firms remain responsible for monitoring SAM.gov for future solicitation notices.

Purpose The National Park Service (NPS), Denver Service Center (DSC), is conducting market research to identify capable Small Businesses (including SB, SDB, WOSB, EDWOSB, HUBZone, SDVOSB) with the interest and capability to perform recurring road-maintenance and civil construction work under a proposed Multiple Award Task Order Contract (MATOC).
This announcement is issued solely for market research and acquisition-planning purposes.
This Sources Sought Notice is not a solicitation. No proposals are requested, and no award will be made from this notice.
Information gathered will support the Government’s acquisition planning and set-aside determination. Responses will not be considered offers and cannot be accepted by the Government to form a binding contract or agreement. No solicitation package is currently available.
Participation is strictly voluntary, and the Government will not reimburse respondents for any costs associated with preparing or submitting information, participating in discussions, or responding to follow-up questions.
Information received may be used by the National Park Service to determine:
• The availability and capability of qualified business concerns;
• The availability of small and socioeconomic business concerns;
• Whether the requirement should be acquired as one combined acquisition or separate acquisitions;
• Whether a single construction functional area is appropriate;
• The appropriate NAICS code, acquisition method, and contract vehicle;
• Whether the acquisition, or portions of it, should be set aside for small-business participation; and
• Whether the contemplated services are construction services only subject to FAR Subpart 36.
At this stage, the Government has not made any final determinations regarding the acquisition strategy, set-aside status, number of awards, period of performance, or contract vehicle. Inputs gathered from industry will inform the DSC’s planning and help ensure alignment with current DOI AAAP guidance, Revolutionary FAR Overhaul (RFO) updates, and DSC’s broader acquisition governance framework.

• Do you foresee any barriers to submitting price and technical proposals for seed projects that may accompany the solicitation?
• Are there specific roadway disciplines (e.g., pavement preservation, drainage, concrete repair) that should be separated into distinct categories with separate contractor pools?
• What environmental work windows do you have experience working within?
• Are there suggestions for grouping contractors by geographic region, such as by state or regional groupings? Please recommend contractor pool groupings based on the states in Section 2 that would be useful.
