Q1. Please clarify if there is any in-person requirement?
a. SOW Section 1.5 state "Place of Performance This service work can be completed virtually, e.g., at the Contractor’s office. No travel is required."
b. Section 2.0 states "Conduct work at five sites that have established NTRIP stations in view of the water: • Assateague Island National Seashore, MD • Cape Lookout National Seashore, NC • Fort Raleigh National Historical Site, NC • Everglades National Park, FL • Kotzebue, AK"
A1. There is no in-person requirement. Section 1.5 is correct. Section 2.0 – should be considered to read as revised to “Conduct work “FOR” five sites", instead of "at".
Q2. Please clarify where current data is being hosted? Cloud, Onsite?
a. SOW section 1.3 states "Contractor shall download GNSS-IR files (RINEX 3 format) hosted by NPS for five sites for the time period dating back three years or to when the NTRIP station was established".
b. “A dashboard for each site shall be created that provides access to near-real time water level measurements, as well as past measurements.”
A2. Section 1.3 is correct - the data can be downloaded. The RINEX 3.04 data files are being hosted online and are publicly available here: National Park Service Real-Time GNSS - Welcome. The online dashboard has not been created yet. The contractor will need to develop the dashboard interface and bring in the data files. If the confusion is that part b.
states "created that provides access" — the intent is "access" here refers to graphical visualization of the data.
Q3. Please clarify if NPS currently has calculations/algorithms available?
a. Data shall be filtered and processed using GNSS IR calculations/algorithm(s) developed by the contractor or provided by NPS.
A3. NPS does have an algorithm available if the contractor would like to use it. Alternatively, the contractor may have their own algorithm they prefer to use. There is not a preference by NPS on which approach is taken.

Q5. Does the government have a preference for where the contractor-side processed data and dashboard are hosted (e.g., must it be FedRAMP-authorized, or is commercial cloud acceptable given the public-facing nature)?
A5. There is no preference.
Q6. Will the quote for continuing annual dashboard service (Deliverable 5) be evaluated as part of award, or is it informational only?
A6. Informational only.
Q7. Section 1.3 says the contractor shall revise the dashboard "as feasible" based on NPS review is there an anticipated number of review/revision cycles, or a defined comment-resolution process?
A7. The term “feasible” is intended to mean both parties working together, during reviews and valuable needed revisions, within reasonable scope of the contract. The anticipation is 1-2 revision cycles, with bilateral interactions in meetings and addressing shared written comments.
Q8. What latency defines "near real-time" for this application? Hourly updates, daily, sub-daily tidal resolution?
A8. RINEX 3.04 data files are made available hourly. Government preference is hourly, though this is not required. Daily is the minimum.
Q9. For the Kotzebue "partner site" who owns and operates that station, and are data-sharing arrangements already in place?
A9. NPS hosts the data at this site, so the process will be the same as at the other four sites.
Q10 Please confirm the solicitation is a small business set-aside.
A10. The solicitation is a small business set-aside, and this statement takes precedence over any other prior solicitation indication.

Q11. The instructions to offerors and the evaluation factors (FAR 52.212-2) reference supporting evidence required for Key Contractor Personnel "described in SOW," but the Statement of Work does not define key personnel. Please clarify what key-personnel information you would like included.
A11. The “Key Contractor Personnel” is to be considered defined as the contributors of professional services in completing the tasks necessary to perform and deliver all components of this requirement. As examples, people with high-level skills with computer programming, coding, GIS, GNSS, and engineering tend to be well-suited for this SOW.
Q12. Please clarify the anticipated Period of Performance.
A12. The “estimated” period of performance is 8/1/2026 – 4/1/2028, but may change at award time. This estimate takes precedence over any other prior solicitation indication.
Q13. Please confirm whether a wage determination applies, or whether this effort is treated as exempt professional services.
A13. This solicitation and resulting award will NOT involve labor positions covered under the Service Contract Labor Standards, as this requirement is considered to involve professional level of services. This statement takes precedence over any other prior solicitation indication.
Q14. Please confirm that GNSS-IR data (RINEX 3) for all five NTRIP stations, including the Kotzebue, AK partner site, will be available for the full three-year lookback at award, and the method by which awardees will access the data.
A14. No, the data is not available at all five sites for the full three-year lookback. The SOW indicates this is the case "Contractor shall download GNSS-IR files (RINEX 3 format) hosted by NPS for five sites for the time period dating back three years or to when the NTRIP station was established." Estimated below are the time-series for each site.
