About this file

This Statement of Work (SOW) describes a repainting project for six buildings located in Anaktuvuk Pass and Marion Creek within Gates of the Arctic National Park and Preserve in Alaska. The project involves surface preparation and painting of exterior wood surfaces on three structures in each location, including ranger stations, residences, bunk houses, storage sheds, and a generator building. Work specifics include power washing, sanding, scraping, priming, and applying two coats of 100% acrylic latex paint in semi-gloss finish, with specific requirements for each location. For Marion Creek, the park will pre-replace skirting and decking with treated lumber, which will then receive two coats of wood sealant.

The contract includes a Base Bid for repainting three structures in Marion Creek and a Bid Option 1 for repainting three structures in Anaktuvuk Pass. The performance period runs from notice to proceed to August 31, 2026. Pittsburgh Paints is the basis of design manufacturer for primers and paints, with specific product series specified. The project requires detailed documentation, including photo documentation, safety plans, and weekly safety meetings. Contractor responsibilities include providing temporary services, maintaining a clean work site, following park regulations, and completing work with minimal disruption to park operations.

B. Coordination of Work: Review other Sections in which primers are provided to ensure compatibility of the total system for various substrates. On request, furnish information on characteristics of finish materials to ensure use of compatible primers.

1. Notify Architect about anticipated problems when using the materials specified over substrates primed by others.

2. If a potential incompatibility of primers applied by others exists, obtain the following from the primer Applicator before proceeding:

a. Confirmation of primer's suitability for expected service conditions.

b. Confirmation of primer's ability to be top coated with materials specified.

3.2 PROTECTION

A. Protect elements surrounding work from damage and overspray, with drop cloths, masking and, other protective methods.

B. Protect finished work when shutting down for the day.

C. Examine substrates and conditions, with Applicator present, for compliance with requirements for maximum moisture content and other conditions affecting performance of the Work.

D. Maximum Moisture Content of Wood: When measured with an electronic moisture meter as follows: 15 percent.

E. Proceed with coating application only after unsatisfactory conditions have been corrected.

1. Application of coating indicates acceptance of surfaces and conditions.

3.3 PREPARATION

A. General: Remove hardware and hardware accessories, plates, machined surfaces, lighting fixtures, and similar items already installed that are not to be painted.
