Quote Evaluation

The Government will award a purchase order to the responsible quoter whose quote, conforming to the solicitation, represents the best value to the Government based on a combination of price and other factors.

The Government reserves the right to award the contract to a quoter other than the lowest-priced offeror if the evaluation factors below show that it would provide a better value overall.

Pursuant to FAR 13.106-2, the Government will evaluate all quotes in an efficient and minimally burdensome manner using the following criteria:

Technical Capability and Experience Quotes will be evaluated based on the relevance and strength of the offeror’s technical experience and expertise in the following areas:

• Academic Background: Advanced degrees (Masters or Ph.D.) in fisheries science, ecology, biology, statistics, or a related field. (Note: A Ph.D. is not required but preferred for specialized experience).

• Relevant Experience: Demonstrated experience in one or more of the following areas:

o Conducting preseason or in-season fisheries abundance forecasts, particularly for salmon populations.

o Experience analyzing salmon population datasets (including, but not limited to, Bristol

Bay and Kuskokwim Bay regions) or other relevant regions of Alaska.

o Utilizing statistical methods, such as Bayesian analyses, for fisheries management or similar scientific fields.

• Publications and Leadership: Experience contributing to or leading the development of scientific reports, peer-reviewed publications, or other technical deliverables on related topics.

Leadership in fisheries research or analysis is a plus.

Past Performance

• Vendors are encouraged to provide up to three references for work of similar complexity and scope. The references may include both Government and commercial clients.

• References should include: Name, organization, title, email, mailing address, and phone number.

• The Government may evaluate past performance based on submitted references, prior knowledge of the vendor, or other relevant sources of information.

Price

• Price will be considered in conjunction with the other factors and evaluated for reasonableness.

The Government seeks a competitive price that represents good value for the level of experience and technical capability being offered.

• The Government may determine that a higher-priced offer represents a better overall value based on the merits of the technical proposal.
