About this file

This document is a Justification and Approval (J&A) form for other than full and open competition for simplified acquisitions over the micropurchase threshold.

The National Park Service, Golden Gate National Recreation Area, identified an urgent need to repair a broken 8-inch water main at Fort Cronkhite scheduled for Saturday, July 18, 2026. The break is causing water to flow out of water tanks faster than they can refill, creating a public health and safety emergency affecting approximately 250 residents, staff, and park visitors. Without repair, water service would be cut off to multiple buildings and facilities, including public bathrooms, the Nature Bridge education campus, and the Marin Headlands and Fort Barry areas. The justification cites "urgent and compelling circumstances" as the basis for non-competitive procurement, noting that the water break was discovered on Saturday, July 18 around 1:30 PM and insufficient time existed for full market research. Ghilotti Bros, Inc, a local heavy civil contractor with resources and knowledge to complete emergency repairs and mobilize quickly, is identified as the sole source. The contracting officer certifies that only one source is available or urgent and compelling circumstances exist, and that the anticipated price will be determined fair and reasonable using price analysis techniques described in FAR Part 13.106-3(a). The form is signed by Tommy Daigle, Facility Manager, and requires signature from the contracting officer at the warranted level one above the contracting officer for approvals over $50,000.
