About this file

This is a Questions and Answers document for the Greenbelt BW PKWY Truck Mounted Retrofit federal contract opportunity (140P8526Q0080). The document does not address specific products or services required, pricing, response dates, or award dates, as it is limited to clarifying seven pre-award questions submitted by potential offerors.

The Q&A clarifies key administrative and operational requirements for the retrofit project. NAICS code 811114 is not required to be listed in an offeror's active SAM registration if the offeror qualifies as a small business under that classification. Service Contract Labor Standards wage determinations apply, with contractors responsible for identifying applicable labor classifications as needed. For pre-existing vehicle damage discovered during inspection of the Government-furnished 2021 International MV607, contractors must immediately notify the Contracting Officer's Representative in writing with photographs, inspection findings, and impact assessments on cost, schedule, and technical performance, then suspend only affected work pending written direction. Final acceptance will occur at Greenbelt Park, and Stephen Feagans has been designated as the Contracting Officer's Representative. The Government will conduct a joint pre-retrofit inspection of the vehicle at pickup to document existing conditions. No Government-furnished drawings, electrical schematics, or vehicle build documentation is available for the MV607 prior to award.
