About this file
This is a Questions and Answers document for RFQ 140P8526Q0065, Amendment 0001, issued by the National Park Service for lumber and plywood procurement to support Yosemite National Park operations.
The document clarifies material specifications and delivery requirements across a 42-line item schedule that includes engineered lumber, dimensional lumber, pressure-treated materials, plywood, and millwork. Key clarifications include: pine (any species) is required for line items 14-16 in lieu of Douglas fir; line items 14-16 specify Clear Grade pine with no knots, offered in random widths (8"-24") and lengths (4'-20'), priced per board foot; thickness specifications use mill terminology (4/4=1", 6/4=1.5", 8/4=2"); multiple truck deliveries are acceptable within the 30-day ARO window with 48-hour NPS Warehouse coordination; duplicate plywood and pressure-treated lumber line items are intentional and must be quoted separately; line item 10 corrects a typographical error from "81" to 8 feet in length; T&G (tongue-and-groove) flooring uses standard set smooth surface patterns; Douglas fir and oak are evaluated equally for species selection; rough sawn or S4S finishing are both acceptable; Free of Heart Center timber is preferred but Boxed Heart is acceptable; new growth wood is acceptable where specified; and reduced dimensions (11/16" thickness and corresponding width reductions) are acceptable alternatives where full commercial availability is limited. The government recognizes regional variation in material availability and permits species substitutions only where explicitly authorized.

LUMBER & PLYWOOD FOR YOSEMITE NATIONAL PARK
Questions and Answers
The following are questions and answers received during the RFQ:
1. For line items, 14,15 and 16, can they be swapped for a vertical grain DF?
a. Answer: No. For this purpose, DF will split and splinter in our shaper. Pine, of any species, is acceptable.
2. Do you have specific widths for line items 14,15, and 16. We see thickness and board foot, but not board width. In what application will these be used so we can better understand the requirements?
a. Answer: We want stock material for milling restoration parts for wood sash windows and other misc. wood molding including trim and cabinet pieces. Width is not selected as most lumber mills will cut out the "Clear Grade" (no knots) to be as wide as possible based on width of the tree. Not having knots in the wood is of highest importance. Traditional units of Pine will vary in 2" increments from 8" wide to 24" wide. This variability will allow for flexibility for the contractor.
3. Can you provide more clarity on the dimensions of the products listed notated as 4/4, 6/4, and 8/4. How does that translate?
a. Answer: 4/4 is once full inch thick, 6/4 is 1.5 inches thick, 8/4 is 2 full inches thick. Mills and lumberyards will know this language.
4. Multi-truck delivery. Given the size of the 42-line schedule (engineered lumber, dimensional, pressure-treated, plywood, and millwork) and the El Portal road restrictions noted in Atch_02_Specifications.pdf page 2 (no vehicles over 45 feet, 1-way controlled traffic east of Mariposa), would the Government accept multiple truck deliveries within the 30-day ARO window, coordinated with the NPS Warehouse 48 hours in advance per the spec? Or is a single combined delivery required?
a. Answer: Yes, multiple trucks are anticipated.
5. Duplicate plywood line items. Items 22, 23, and 25 on Atch_02_Specifications.pdf page 1 (and rows 28, 29, 31 of Atch_01_Quote_and_Price_Schedule.xlsx) all read "4' x 8' x 15/32 APA 32/16 Rated" plywood with quantities 10, 40, and 10. Are these intentionally separate line items (different delivery batches or different stamps), or should they be quoted as a single line at total quantity 60?
a. Answer: These are intentionally separate line items. They should not be quoted as a single line.
6. Duplicate PT lumber line items. Items 39 and 42 on Atch_02_Specifications.pdf page 2 (and rows 45 and 48 of Atch_01_Quote_and_Price_Schedule.xlsx) both read "2" x 6" x
12' PT DF or SYP No. 2 or better" with quantities 220 and 20. Same question, are these separate by design or one combined line at 240?
a. Answer: These are intentionally separate line items. They should not be quoted as a single line.
7. Regarding Items 14, 15, and 16 (4/4, 6/4, and 8/4 Clear Pine, 1,000 BF each), the specification does not indicate minimum board width or length requirements. As these items are priced per board foot rather than per piece, I want to confirm if the NPS has any minimum width or length expectations before submitting our quote. Also, given the true thickness specification, we are proceeding on the assumption that these line items are to be rough sawn.
a. Answer: Rough sawn is expected, but S4S can be provided. Random sizes with ideal pieces being between 6" and 24" wide and 4' and 20' long.
8. Line Item 10 (1" X 4" X 81 T&G): Please clarify the length requirement for this line item. The description lists "81," which appears to be a typographical error. Is the intended length 8 feet?
a. Answer: Yes, this is a typo and should be 8'. The Quote and Price Schedule (Atch
01) and Specifications (Atch 02) has been updated with this amendment to reflect the correction to Line Item 10.
9. Line Item 11 (1" x 4" Random Length T&G Doug Fir or Oak): Douglas Fir and Oak represent significantly different material costs and lead times. Will quotes be evaluated equally regardless of species, or does the government have a preference for either Douglas Fir or Oak?
a. Answer: Quotes with Dour Fir and Oak will be evaluated equally. The government recognizes that Doug Fir is not commercially available in certain regions across the country and will accept species of oak as a substitute. No other species will be accepted in substitute.
10. Lines 6-9, the Douglas fir Clear VG. Are they looking for that S4S or Rough and would like clarification on grade is this a C/BTR? Same with Pine, there is no knots grade.
a. Answer: S4S or rough are both acceptable as long as they meet the minimum thickness requirements. Yosemite has capacity to plane to final thickness for different uses.
11. Lines 10 & 11, what is the T&G pattern?
a. Answer: Standard Set for Smooth surface installed on flooring
12. Lines 30-40 - On the Timbers are there any Free of Heart Center (FOHC)?
a. Answer: Free of Heart Center is always preferred, but Boxed Heart will be accepted
13. 11/16"x11-1/4" ok? Do you want mix grain or Vertical grain? If Vertical grain, do you want old growth tight grain or new growth vertical grain.
a. Answer: (Assuming this is in reference to line 5 for the 1x12x10 redwood) We acknowledge that full 1x12 is not commercially available and needs to either be planed down from larger stock or custom sawn. Due to these limitations, 11/16"x11-1/4"would be accepted as a last resort, but it should be noted. If the contractor can provide full dimension, please note this as it would be preferred for consideration. Mix grain is acceptable for the redwood. New growth is acceptable.
14. 1" X 3" X 8' DF Clear Vertical Grain (Qty: 80) 11/16"X2-1/2" ok? Old growth or New growth. (Old growth is more growth rings and tighter grain)
a. Answer: Full dimensions are commercially available from lumberyards. Rough sawn is acceptable. Oversizing the 1x3 to 1x4 is acceptable. New growth is acceptable.
15. 1" X 4" X 10' DF Clear Vertical Grain (Qty: 240) 11/16"x3-1/2"? Old growth or New growth?
a. Answer: New growth is acceptable.
16. 1" X 6" X 20' DF Clear Vertical Grain (Qty: 40) 11/16"X5-1/2"? Old growth or New growth?
17. 1" X 4" x 20' DF Clear Vertical Grain (Qty: 12) 11/16"X3-1/2"? Old growth or New growth?
18. 1" X 4" x 81 T&G (Qty: 30) 11/16"x3-1/2"? 81 OR 8'? What type of wood?
a. Answer: The 81 is a typo and should be 8'. The Quote and Price Schedule (Atch
01) and Specifications (Atch 02) has been updated with this amendment to reflect the correction to Line Item 10.
b. 11/16"x3-1/2" is acceptable for the presurfaced and shaped T&G. Surface pattern is standard set for smooth install finish. Doug Fir preferred, but Oak accepted.
19. 1" x 4" Random Length (2ft intervals) T&G Doug Fir or Oak (Qty: 1000 SF) Vertical Grain Fir or Vertical Grain W Oak? Or standard plain sawn Fir or Oak?
a. Answer: 11/16"x3-1/2" standard plane sawn is accepted.
