About this file
This document is a Questions and Answers (Q&A) amendment for RFQ 140P8526Q0030, addressing clarifications regarding custodial services for Sequoia & Kings Canyon National Parks across 11 facility locations.
The solicitation covers cleaning services at multiple facility types including comfort stations, visitor centers, vault toilets, and campground restrooms across three park districts (Lodgepole, Grant Grove, and Cedar Grove). Total square footage across all locations is approximately 14,789 square feet. The government furnishes toilet paper, trash bags, paper hand towels, and hand soap refills; the contractor is responsible for all other cleaning supplies. Water and power availability varies by location—10 of the 11 locations have both utilities available, while Cedar Grove Day-Use Vault Toilets (CLIN 7) has neither. HEPA vacuum requirements apply only where hard surface floor areas exist requiring vacuuming. Consumable supplies are restocked daily at three centrally located maintenance shops (Red Fir, Grant Grove, and Cedar Grove) within the park boundary, with supplemental caches available at each service location. A master key granting access to all 11 locations will be issued, and sufficient parking is available adjacent to or near each facility. The contract is subject to Department of Labor Service Contract Labor Standards (SCLS) wage determinations for Tulare County. Invoices are submitted monthly. No bid bond is required. This is not a current contract with previous performance data available on sam.gov under Opportunity No. 140P8525Q0038.

RFQ 140P8526Q0030 – Amd 0002
CUSTODIAL SERVICES FOR SEQUOIA & KINGS CANYON NATIONAL PARKS
Questions and Answers
The following are questions and answers received during the RFQ:
1. HEPA Vacuum Scope (SOW Section 2.6). Section 2.6 requires a HEPA-certified vacuum at all locations requiring hard surface floor cleaning. Please confirm whether this requirement applies to vault toilet locations (CLINs 30 and 70), which may have limited or no hard surface floor areas requiring vacuum use, or whether HEPA vacuums are required at all 11 locations regardless of facility type.
a. Answer: For vault toilet locations (CLINs 30 and 70), the use of a HEPA vacuum may not be required if minimal or no hard surfaces require vacuuming. Refer to Sections 3.2.7 and 3.2.7.1 for detailed floor cleaning standards.
2. Utilities Availability (SOW Section 7.4). Section 7.4 states that water and power are available at "some locations." Could you please indicate which of the 11 CLIN locations have reliable water and power access, and which may require contractors to bring their own water supply or battery-powered equipment?
a. Answer:

3. Key Pickup and Crew Staging (SOW Section 4.2). Section 4.2 references keys issued by the Government for building access. Will there be a single key pickup location for all 11 facilities, or will keys be distributed at separate locations within each park area?
Additionally, is there a designated staging area near each cluster where contractor vehicles may be parked between the first and second cleaning rounds for twice-daily locations?
a. Answer: A master key granting access to all 11 locations will be issued. Sufficient parking is available either adjacent to or near each service location.
4. Consumable Supply Pickup (SOW Section 4.1). Section 4.1 states that consumable supplies will be provided by the Government and picked up by the Contractor at a central location. Please confirm: (1) how many pickup locations there will be, (2) the approximate restocking frequency, and (3) whether the central supply location is within the park boundary or at an external facility.
a. Answer:
(1) Each district has a centrally located maintenance shop where consumable supplies can be collected. Additionally, smaller caches of supplies are available in the service closet at each service location.
• Lodgepole District – Red Fir Maintenance Shop
• Grant Grove District – Grant Grove Maintenance Shop
• Cedar Grove – Cedar Grove Maintenance Shop
(2) Restocking frequency is daily.
(3) Central supply locations are within the park boundary.
5. Past Performance References. The solicitation requests at least three past performance references similar in scope and complexity. Please confirm whether references for recurring janitorial services at multi-unit residential facilities — including federally-subsidized and HUD-regulated housing communities — would be considered comparable in scope to this requirement.
a. Answer: It is up to the offeror to decide on whether past performance and references are appropriate to include with their offer.
6. Who is the current contractor?
a. Answer: This requirement is not currently under contract.
7. What is the current monthly charge of the current contractor?
8. What is the term of the current contract?
9. Will the awarded contractor provide the paper products/toiletries for this project?
a. Answer Section 4.1 in the Statement of Work states that the government will furnish all toilet paper, trash bags, paper hand towels, and hand soap refills. All other cleaning supplies will be the responsibility of the contractor (Section 3.1).
10. What is the frequency, day, and time of cleaning scheduled for this project?
a. Answer: Section 3.3 of the Statement of Work outlines the cleaning frequencies for each location.
11. Is a bid bond required/mandatory for this project?
a. Answer: No.
12. Is there a prevailing wage? If yes, how much?
a. Answer: The contract will be subject to the Department of Labor Service Contract
Labor Standards (SCLS) contained in “Atch 05_DOL Wage Determination_Tulare County.”
13. What is the current budget your agency has for this project?
a. Answer: Budget information is not available.
14. What was the total award amount and contract period of performance for the most recent award (including option years, if exercised)?
