Specifications Certified Weed-Free Alfalfa Hay
Sequoia and Kings Canyon National Parks
The National Park Service (NPS), Sequoia and Kings Canyon National Parks, has a requirement for the supply and delivery of certified weed-free alfalfa hay. The vendor will supply NPS with 125 tons of certified weed-free hay, delivered and stacked in two locations within the park.
Vendors submitting quotes must have vehicles of proper length and capability that can deliver the hay within a distance to the barn storage areas where it could be stacked by the vendor using a hay block squeeze. See delivery location details below and note that they are remote locations with limited turn around space.
Required Specifications:
1. Certified weed-free alfalfa hay*
2. Individual bales of hay; each bale not to exceed 150 pounds
3. Fine stemmed, clean, free from mold, dirt, and litter
4. Pricing inclusive of delivery and unloading
*Weed Free Certification: Hay will be standard size three strand bales of California Certified Weed Free, according to the protocols of either the California Invasive Plants Council (IPC) or the North America Invasive Species Management Association (NAISMA). NAISMA certified hay must be grown and certified in California. Both IPC and NAISMA protocols include pre-harvest inspection. IPC certification must be documented through a properly executed California Department of Food and Agriculture Form 66-079 (CDFA 66-079). NAISMA certification must be documented through a form meeting NAISMA standards and executed by an appropriately trained and certified individual (e.g. trained representative of CDFA, trained representative of the County Agricultural Commission, certified California inspector). NAISMA certified bales must be tied using the NAISMA trademark yellow-and-purple twine.
Scheduling:
The Parks will call to schedule hay deliveries at least 7 days in advance. Before finalizing a delivery date, the vendor must provide NPS with a copy of the weed-free certification for the shipment. NPS will confirm that the weed-free certification is acceptable at least 3 days before the scheduled delivery. No delivery date is final until NPS confirms validity of the weed-free certification.
At the park entrances, NPS may choose to physically inspect shipments to confirm that they are California Certified Weed Free. Shipments failing inspection will be denied entry to the Parks.
