Supply and Delivery of Steel Bridge Beams Solicitation # 140P8524Q0012

Yosemite National Park

Notice: It appears that multiple questions may be related to the original drawing set, which was posted in error, therefore it was replaced with a revised 4-sheet drawing set, called the Wapama Falls Bridge Beam Design Drawings, revised on December 21, 2023 as part of Amendment No. 1 and posted to SAM.GOV. So please review all the latest Amendments on SAM.GOV. for this solicitation, 140P8524Q0012.

1. Please clarify if the required beams are stainless steel or the type of material required.

Answer: Please refer to the Wapama Falls Bridge Beam Design Drawings and go to sheet 3 of 4, the Bridge Layout and General Notes drawing, ref. subsheet no. S02. On the lower left side of this drawing you will see the Structural Steel Notes: Item 1, says, “ALL STEEL SHALL BE ASTM

A992, GR. 50 (FY=50 KSI).”

2. On Sheet 3 of 3 there’s a Deck Cross Section detail showing the Diaphragm detail, can you tell me how many of these Diaphragms are required and at what spacing?

Answer: I believe you may be referring to the original drawings, however there was an Amendment No. 1 issued on December 21, 2023, which provided a revised drawing set with four sheets, and these are uploaded onto the SAM.Gov site. So please refer to these Amended drawings called the Wapama Falls Bridge Beam Design Drawings and then go to sheet 3 of 4, the Bridge Layout and General Notes drawing, ref. subsheet no. S02 and you will see the required spacing for the diaphragms.

3. What are the beams to be coated with?

Answer: There is no special coating on the steel, please refer to the Wapama Falls Bridge Beam Design Drawings sheet 3 of 4, where it references the structural steel notes and in Item 1, it states the type of steel, “ALL STEEL SHALL BE ASTM A992, GR. 50 (FY=50 KSI).”

4. Could you please provide more details on the expected timeline for the project, including the deadline for project completion and delivery?

Answer: Please refer to page 4 of 31, which states, “3. Delivery Date. Provide a proposed delivery date below price schedule and include in quote.” The Contractor is responsible for proposing a reasonable schedule for the fabrication and delivery of these beams no later than May 30, 2024.

5. Are there any specific quality control or inspection processes that are required before, during, or after the delivery of the steel beams beyond the x-ray inspection required for welding?

Answer: The Contracting Officer’ Representative will inspect the beams during the fabrication process. It is the Contractor’s responsibility to ensure the beams are fabricated and delivered such that they meet the requirements of the plans and specifications/scope of work. Also, as noted on the drawings the welds need to be completed in conformance with the bridge welding code, AASHTO/AWS D1.5>>“4. ALL BRIDGE WELDING SHALL CONFORM TO THE LATEST EDITION OF AWS D1.5.” Also note, these beams do have a camber in them as noted on sheet 2 of 4, Wapama Falls Bridge Beam Design Drawings.

6. Could you please specify if there are any particular requirements regarding the coating and finishing of the steel beams? (Information on the type of coating, standards to be adhered to, and any aesthetic considerations would be greatly appreciated.

Answer: As noted in question 3 above, there is no special coating on the steel beams, please refer to the aforementioned Wapama Falls Bridge Beam Design Drawings sheet 3 of 4, where it references the structural steel notes and in Item 1, it states the type of steel, “ALL STEEL SHALL BE ASTM A992, GR. 50 (FY=50 KSI).” And Item 4 states “ALL BRIDGE WELDING SHALL CONFORM TO THE LATEST EDITION OF AWS D1.5.” So the welds need to be professional and understand the steel needs to be clean, no coatings, colorings, corrosion or pit marks, no burrs in holes or on the welds, nor any jagged welds or protrusion sticking out of the welds off the side of the cope, etc… Any additional question please refer to the reference requirements, specifications, codes and guidelines identified in the solicitation.

7. What kind of deck is required?

Answer: There is no deck required, this solicitation is for the components detailed on the Wapama Falls Bridge Beam Design Drawings, sheets 1-4, which identifies the required components, including but not limited to, the beams, diaphragms, bolts, etc.

8. What are the load rating requirements for this bridge?

Answer: Please refer to the Wapama Falls Bridge Beam Design Drawings, sheet 3 of 4 where it references the Design Criteria which is a requirement, as follows:

1. PEDESTRIAN LIVE LOAD: 100 PSF.

2. DESIGN SNOW LOAD: 85 PSF.

3. EQUESTRIAN LOAD: 1000 POUNDS OVER 16 SQUARE INCHES (4 INCH X 4 INCH).

4. PGA = 0.23G

5. WIND = 90 MPH

9. Will the bridge project require Cal Trans HL-93 loading or something different?

Answer: As noted in question no. 8, the Design Criteria for these bridge beams is as follows:

1. PEDESTRIAN LIVE LOAD: 100 PSF.

2. DESIGN SNOW LOAD: 85 PSF.

3. EQUESTRIAN LOAD: 1000 POUNDS OVER 16 SQUARE INCHES (4 INCH X 4 INCH).

4. PGA = 0.23G

5. WIND = 90 MPH

10. Is the “Timber Decking by Others” a currently advertised scope that we could also bid on?
