Supplies and Services: The Contractor shall provide all manpower, equipment, and supplies to perform the requested services, complete and in conformity with the requirements contained in applicable Articles of the contract. The Contractor shall proceed to furnish the services of this purchase order promptly upon notification by the Contracting Officer.
The National Park Service/Lassen Volcanic National Park has a need for archaeological testing and
National Register of Historic Places (NRHP) evaluations for a known historic site first discovered in the
1960s and evaluated informally as staff time allowed since then. The testing and evaluation work will formalize the site and help guide LAVO with future protection and development in the area by focusing on an area around 3 historic structures constructed in the 1940s with LCS Nos. LAVO 16, LAVO 17 and
LAVO 19, respectively.
1. Professional Registration: All work shall be performed under the direct supervision of persons meeting the Secretary of Interior Standards.
2. Quality Assurance / Quality Control: Technical direction for this purchase order will be provided by the NPS Contracting Officer or an authorized representative. The Contractor shall be responsible for the professional quality, technical accuracy, and coordination of all work products or services furnished under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its reports, plans, and drawings submitted. Refer also to Article IV.B – Submittal Requirements.
B. Codes, Standards, Regulations and Guidance:
1. Perform archeological survey in accordance with the National Historic Preservation Act Section
106 standards. Utilize accepted survey point codes, symbol libraries, survey databases, and feature line databases provided by NPS Staff.
C. Surveying and Mapping services:
1. Research
a. The contractor shall conduct independent research available in the public domain, or provided by NPS staff, or other state and federal offices that might yield additional information about the project as necessary.
b. Prior to traveling to the park to perform the archeological survey work, Contractor will have access to all Project-related information including survey reports, and site records provided by LAVO staff.
c. The contractor will also review other relevant regional studies and literature in particular those references focused on the CCC-era development in the area. The site in need of evaluation likely represents traces of Native American habitation in addition to CCC-era development.
2. Survey Field Notes and Photographs
a. Document existing conditions by photographing site overview and key site features.
b. Take field survey notes to adequately explain items that cannot be captured with survey points. Note items should describe areas of potential concern, existing utilities, atypical features or features without standard point code symbols, and other items deemed important by the field crew staff.
c. Document field set up, equipment used and conditions during survey.
3. Archeological Surveying
Upon arrival at the park to perform the archeological survey work, the contractor shall establish survey control points / benchmark(s) in unobtrusive locations within the project area.
a. This site has already been impacted by past utility development with the installation of water, wastewater, underground power, data and propane service required for these buildings.
4. Surveying Field Work:
In order to satisfy the directives of the National Park Service (NPS) and provisions of Section 106 of the National Historic Preservation Act (Section 106), Lassen Volcanic National Park (LAVO) proposes to conduct a field and documentation study entailing the specific tasks outlined below.
At a minimum, the following features shall be identified and surveyed (if they exist):
a. All archaeological and historical sites, features, artifact concentrations and significant artifacts.
b. Building corners, landings, porches and steps of the structures in the project area.
c. Park boundary and existing monumentation (if applicable).
d. Features of cultural, historical, and natural significance as identified by the park staff in advance of, and during, the field work.
5. Underground Utility Locating:
A park employee with knowledge of the project area will be assigned to the survey crew to assist in locating park utilities and appurtenances.
6. Archeological Testing: Once site records, previous reports, and other relevant archival sources have been thoroughly reviewed, the contractor will conduct shovel testing in a representative area.
a. To determine the vertical extent, if any, of these scatters, the Contractor will excavate shovel tests within and adjacent to the presently mapped surface extent of the site. These tests will be excavated into culturally sterile soils.
b. If any potential concentrations of historic-period artifacts are encountered, the field team will excavate 1 x 1 meter test units to expose a larger horizontal area than that provided by the shovel test.
c. If shovel testing does not indicate the presence of any near-surface or subsurface deposits, the contractor may still excavate units to provide a more detailed examination of site stratigraphy.
d. All matrix recovered from shovel and test unit excavations will be screened through 1/8-inch mesh.
e. If subsurface remains are encountered outside the bounds of the presently mapped surface scatters, the contractor will re-map and update the site boundaries with sub-meter accuracy GPS equipment.
7. Artifact Processing, Analysis, and Curation:
Following completion of the field tasks, the contractor will clean and process all artifacts recovered from the shovel tests and test excavation units. This will include their cleaning, cataloging, and organizing by stratum/level, and unit, and the development of a project database.
a. Artifacts exhibiting temporally and/or culturally distinctive features and marks (e.g., ceramic maker’s marks) will be photographed with high-resolution digital media.
b. Once the artifacts have been processed, they will be analyzed per material type, manufacturer (if discernable), manufacturing period, and cultural association.
c. Data derived from this analysis will be used to determine the site’s temporal span, function, physical integrity, relationship to previously documented work camps, and possibly the site’s association with specific heritage groups and ethnicities.
d. Following the processing and analysis of archaeological materials, the entire collection, catalog and any relevant documentation will be delivered to the NPS.
8. Testing and Evaluation Report:
Once the archaeological materials have been processed and analyzed, the contractor will develop a testing and NRHP evaluation report for the site in accordance with NPS and State Historical
Preservation Office content and format guidelines. The report will include, but not necessarily be restricted to:
a. a succinct review of the Project purpose and goals, an overview of the regulatory setting of the archaeological study, and a brief summary of the area’s natural, and cultural setting.
b. A discussion of the archaeological setting will focus on the historic period (unless a prehistoric component or site is identified during survey and testing) and will review available information on the area.
c. The report will also include NRHP eligibility recommendations for the site(s).
d. The report will also include:
i. Site forms, photographs, and maps.
ii. Map showing shovel and test units locations.
e. The contractor will provide a draft of this report to the NPS for review and incorporate appropriate revisions, if any, in a final document.
9. Project Assumptions:
In order to complete the scope-of-work proposed above in a timely and efficient manner, the contractor will work under a number of assumptions relevant to the pre-field, field, and documentation tasks. If any of these assumptions prove to be incorrect, the scope and ultimately the cost of the study may be subject to revision and updating. The offer or shall assume the following:
• NPS staff will be on site monitoring the required access to the site location for field testing.
• Any consultation/coordination with the Native American community has been or will be completed by the NPS.
• The NPS will not allow the use of any mechanical excavation (e.g., backhoe or tracked excavator)
• The NPS will not request any excavations beyond the area identified on the map provided.
• No intact architectural features that might require the services of a Secretary of the Interior-qualified architectural historian will be documented.
• No more than one round of NPS report review will be required.
10. Contract Lin Item Number (CLIN) 10, Pricing:
Contractor shall develop a detailed price quotation, including all materials, equipment, staff, and direct expenses, to complete the survey work and final reporting.

The NPS will review the draft submittals and consolidate written comments for the Contractor, where applicable. The Contractor shall address the NPS comments by providing a written response to each comment. If the response is unclear, if the direction is unresolved, or if the Contractor feels the comment is outside the SOW, the Contractor shall not proceed with work until the issue is resolved in writing. If there are significant comments at a draft submittal phase, or the Contractor response does comply with the comment, the Contractor may be asked to resubmit additional submittals for review without additional compensation.
