SOLICITATION NO. 140P8419Q0086
PAINT HISTORIC STRUCTURES
POINT REYES NATIONAL SEASHORE
MARIN COUNTY, CALIFORNIA
SITE VISIT - JULY 25, 2019
SITE VISIT SUMMARY:
A site visit was conducted on July 25, 2019 from 10:00am to 11:00am. Participants met outside the Red Barn building near Point Reyes National Seashore Headquarters. A brief overview of the project was given by NPS personnel. The exterior of the Red Barn building was looked at first, then participants toured the interior classroom where interior painting will occur.
Participants then travelled to the Randall House to view the exterior of the building.
QUESTIONS AND ANSWERS RECEIVED TO DATE:
Q1: Both buildings - Is power washing of both buildings required? The specifications do not call for power washing.
A1: Yes, power washing is required at both buildings. The specifications have been updated accordingly. See attached file: Att 02_140P8419Q0086_Project Specifications_revised.pdf
Q2: Both buildings - Is there a lead report available to inform potential disposal costs?
A2: A professional lead inspection has not been undertaken for either the Randall House or the Red Barn. A spot check conducted by NPS on the buildings with Lead Check Swabs after the site visit occurred indicated the presence of lead in the bottom-most layers of paint. Lead was not indicated in the upper layers of paint that are a result of more recent paint work by NPS.
Q3: Red Barn - Does the wire mesh around much of the perimeter of the red barn roof need to be removed and replaced?
A3: Yes.
Q4: Red Barn - Does the cement at the base (the portion that is not currently painted – next to painted portions) need to be painted?
A4: Yes, this and any similar area needs to be painted.
Q5: Red Barn - Is it acceptable to get on the roof?
A5: Yes, this is acceptable.
Q6: Both buildings – Can you provide more information about the SDVOSB set-aside?
A6: Yes, this procurement is set-aside for Service-Disabled Veteran-Owned Small Business concerns. See FAR clause 52.219-27. “Service-disabled veteran-owned small business concern” means a small business concern— (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
For this procurement, offers are solicited only from service-disabled veteran-owned small business concerns. Offers received from concerns that are not service-disabled veteran-owned small business concerns shall not be considered. Any award resulting from this solicitation will be made to a service-disabled veteran-owned small business concern.
For this procurement, which is considered construction by special trade contractors, the prime SDVOSB contractor will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities (meaning other SDVOSB concerns). Any work that a similarly situated entity further subcontracts will count toward the 75 percent subcontract amount that cannot be exceeded. If you have further questions, please contract the Contracting Officer.
Q7: Both buildings – Does NPS have a preference for spraying vs. rolling paint onto buildings?
A7: No, NPS does not have a preference – either is acceptable.
Q8: Red Barn – do we need to paint the interior of the sliding Red Barn doors (that face the classroom interior?
A8: No, only the front (exterior facing) and sides of the sliding Red Barn doors need to be painted.
Q9: Red Barn – who takes care of any required repairs needed prior to painting?
A9: NPS will repair louvers and will make repairs to the wooden structures prior to the Contractor’s work. If major repair needs are encountered during the course of the Contractor’s work, the NPS will address any required repairs expeditiously.
Q10: Red Barn – Do we paint the white lights above the classroom entrance (exterior)?
A10: Yes, contractor to clean, prep, and paint.
Q11: Red Barn – bird nests in eaves – who removes?
A11: NPS has consulted with Natural Resource staff and the nests are vacant and may be removed by Contractor as necessary. The swallows will not be nesting during the scheduled period of the work.
Q12: Red Barn – are electrical and water sources available for contractor use?
A12: At the Red Barn site, water and electrical can be provided by NPS.
Q13: Randall House - who takes care of any required repairs needed prior to painting?
A13: NPS will make any required repairs prior to the Contractor’s work. If major repair needs are identified during the course of the Contractor’s work, notify COR for evaluation prior to painting, and NPS would repair if deemed necessary. Minor repairs are not a major concern at this location, since it is a vacant building solely used to house a bat colony.

Q14: Randall House – what work will NPS do in advance of contractor painting?
A14: NPS will remove dilapidated covered side porch on side of house, will remove the blackberries coming out of the house at this location, will fix the broken side of roof at top, and will grub out the vegetation currently lining the base of the house around the perimeter.
Q15: Randall House – Noticing active bee colony in roof and several locations of building?
A15: NPS has looked into this issue with Natural Resource staff and will work to have active honey bees removed from the exterior structure of the Randall House. If this is not accomplished by the time work is scheduled, the contractor may avoid these areas for painting and prep work as necessary.
Q16: Randall House – is it okay to bring a boom lift into this location? Is scaffolding acceptable?
Is temporary fencing acceptable (to keep potential grazing cattle out)?
A16: Lift, scaffolding, and temporary fencing are acceptable. Note that NPS will make every effort to coordinate Contractor’s work with Rancher who grazes his cattle here from time to time.
Q17: Randall House – is there power or water available at this location?
A17: No, there is not. At the Randall House location, the Contractor will be responsible for providing generator to supply any needed power, and must supply their own water for use on this job site.
Q18: Randall House – due to the work at this location being coordinated around when the bats leave, how will the Contractor know they are cleared to begin work at this location?
A18: The Contracting Officer will notify the Contractor based off when the NPS biologist gives the CO/COR the go ahead based on observation of the bats. The bats of concern typically vacate the building at the end of fall.
Q19: Randall House – do we match existing colors?
A19: Yes, the house is primarily white with a band of cream around the top portion.
Q20: Randall House – can we paint the electrical panel on the side of the house?
A20: Yes, it shall be painted.
Q21: Randall House – what about the existing video cameras on side of building?
A21: The Contractor shall mask off and paint around them (leaving them in place as is).
Q22: What if actual SF quantities differ from what is listed in the Bid Schedule?
A22: Refer to FAR clause 52.211-18 (Variation in Estimated Quantity) which is incorporated into this solicitation/subsequent contract award. Full text of clause is available at https://www.acquisition.gov/browse/index/far
