SECTION 01 01 00
GENERAL REQUIREMENTS
PART 1 GENERAL
1.1 DESCRIPTION OF WORK: The work of this project includes furnishing new asphalt concrete road surface per typical road section that will surface the road structure. The work will include asphalt surfacing, shoulder backing placement, fog line application and compaction and testing as required for compliance with specifications as described herein.
The project will be conducted within the existing foot print of the road bed, extending from edge of road shoulder to edge of road shoulder, while maintaining the structural integrity of the road.
Road surface preparation for paving will be performed by Redwood National Park Road Maintenance Division.
1.2 All work will be performed under a single contract.
PART 2 EXISTING UTILITIES
A. There are no known underground utilities in the area. Contractor shall do due diligence, such as call for utility locates, to ensure safe excavations and prevent damage to utilities, as required.
PART 3 CONTRACTOR’S USE OF PREMISES
3.1 CONSTRUCTION CAMP: Establishment of a camp on the premises will not be permitted.
3.2 CLOSURES: Contractor shall at all times conduct his operations in a safe manner and to ensure the least inconvenience to the public and monument personnel.
3.3 STORAGE - STAGING AREAS: Confine storage of materials to the immediate project area and the parking lot. Limits of use and control shall be subject to Contracting Officer's approval. Contractor shall provide all storage units and security for materials and equipment stored on site.
3.4 PRESERVATION OF NATURAL FEATURES: Confine all operations to work limits of the project. .
Prevent damage to natural surroundings. Operations of equipment outside the road corridor is strictly prohibited. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government. Do not fasten ropes, cables, or guys to existing trees.
3.5 HAULING RESTRICTIONS: Comply with all legal load restrictions in the hauling of materials.
3.6 HOUSEKEEPING: Keep projects neat, orderly, and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard. Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate. Provide on site containers for collection of rubbish and dispose of it at frequent intervals during progress of work. Provide enough containers for collecting construction debris and construction materials to be recycled. Contain and secure all rubbish at the close of each work day.
Wet down dry materials and rubbish to prevent blowing dust. Remove demolition material as soon as possible.
Do not bury refuse inside the park. Dispose of waste materials legally at public or private dumping areas outside the park. Unless otherwise specified, all removed material becomes the property of the Contractor and shall be disposed of outside the park.
3.8 AIR AND WATER POLLUTION CONTROL: Take all necessary reasonable measures to reduce air and water pollution by any material or equipment used during construction. It is the responsibility of the contractor to determine if a SWPPP is required, and if so, prepare and file as necessary. Contractor shall cover all costs and responsibility.
Do not dispose of volatile wastes or oils in storm or sanitary drains.
Do not allow waste materials to be washed into streams or bodies of water.
PART 4 SPECIAL CONSIDERATIONS
4.1 All facilities, trails and areas accessed at the termination of High Bluff road shall be closed during construction. There is a public restroom and parking area at this termination of the road. Contractors shall have access to this restroom for their use during construction. Provide flaggers, traffic control devices and signage as necessary.
Traffic may NOT be backed up in any manner such that it interferes or impedes traffic on Coastal Drive or Alder Camp Road.
4.2 Prior to entering the park, all equipment shall be power washed clean and free of mud, dirt clods, weed and seed free. Each piece of equipment shall be inspected prior to delivery, unload and use on site. Contractor shall demobilize, clean and remobilize at no additional expense to the government if found out of compliance.
PART 5 COMMENCEMENT, PROSECUTION, AND COMPLETION
5.1 The Contractor shall establish a firm date for work and notify Redwood National Park Road
Maintenance Supervisor 30 days prior to commence of work so government can prepare road surface.
Construction work shall progress in an orderly and diligent manner, and shall be completed within 75 calendar days from the Construction Notice to Proceed.
PART 6 EXAMINATION OF THE SITE
6.1 All bidders are urged to visit the job site and examine existing conditions before submitting bids. All bidders will be held to have the same knowledge concerning the site and the on ground conditions as if they had inspected the job site.

PART 8 FIELD ENGINEERING
8.1 LAYOUT OF WORK: The Contractor shall layout the work in consultation with the Contracting
Officer's Representative. Locations on drawings are conceptual and subject to final adjustment on site as the work progresses.
8.2 FIELD CONTROLS: Existing conditions may vary from those shown in sketches. Field verify locations, dimensions, materials and elevations before beginning construction.
PART 9 ACCIDENT PREVENTION
9.1 DESCRIPTION: The work of this section consists of establishing and implementing an effective accident prevention program and providing a safe environment for all personnel and visitors.
9.2 SUBMITTALS:
A. ACCIDENT PREVENTION PROGRAM: At the preconstruction conference submit for approval an accident prevention program. The program shall include:
Name of responsible supervisor to carry out the program.
Weekly and monthly safety meetings.
First aid procedures.
Training, both initial and continuing.
Planning for possible emergency situations.
Certificates: Provide certificates from a mechanic that all mechanical equipment has been inspected and meets OSHA requirements.
B. TEST REPORTS: Submit a copy of test reports, as required by OSHA, for personnel working with hazardous materials.
C. MEETING AND INSPECTION REPORTS: Submit a report of safety meetings and of inspections.
9.3 QUALIFICATIONS OF EMPLOYEES:
A. Ensure that employees are physically qualified to perform their assigned duties in a safe manner.
B. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
C. Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be capable of operating such equipment. Provide operating instructions for all equipment.
D. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.
9.4 ACCIDENT REPORTING: The Contractor shall report all accidents to the Contracting Officer as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
9.5 FIRST AID FACILITIES: Provide adequate facilities for the number of employees and the type of construction at the site.
9.6 PERSONNEL PROTECTIVE EQUIPMENT: Meet requirements of NIOSH and MSHA, where applicable, as well as ANSI.
9.7 EMERGENCY INSTRUCTIONS: Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.
9.8 PROTECTIVE EQUIPMENT:
A. Inspect personal protective equipment daily and maintain in a serviceable condition. Clean, sanitize, and repair, as appropriate, personal items before issuing them to another individual.
B. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.
C. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary protective equipment at all times. Change liners before reissuing hats.
9.9 SAFETY MEETINGS: As a minimum, conduct weekly 15-minute "toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by all construction personnel at the work site.
9.10 Hazardous Material Action: It shall be the responsibility of all operators and contractors, functioning within the park to properly cleanup, mitigate and remediate if necessary, all unauthorized discharges of hazardous materials or non-hazardous chemical and biological products released from fleet and/or other support vehicles or stationary sources. Response shall be consistent with guidelines established by federal, state and local regulations, and as outlined within the operator's Safety or Hazardous Materials Business Plan.
A. If a spill, leak or other release occurs, the operator shall as soon as possible, without impeding cleanup, notify the National Park Service Emergency Dispatch.
B. All vehicles with a load rating of two (2) tons or greater should carry, at minimum, enough absorbent materials to effectively immobilize the total volume of fluids contained within the vehicle. Sand or soils are not approved absorbent materials.
C. Vehicles and operators transporting hazardous materials must be DOT certified and/or registered, and operators must be state licensed and knowledgeable of local emergency response and personal safety protocol.
D. Oil leaks from the various pieces of equipment shall be repaired immediately on discovery.
Repairs shall be performed at the site of discovery or breakdown. Oil pans and absorbent material shall be in place prior to beginning repair work.

F. Oil pans and absorbent materials shall be used to prevent leaks, spills and draining of petroleum fluids from falling onto bare ground and paved surfaces during servicing of equipment. Soils contaminated with such fluids shall be dug up and placed in appropriate safety containers, removed from the Park and disposed of according to California State regulations.
G. Puddles of oil, gas, hydraulic or other similar petroleum based fluids of one (1) gallon or more or affected areas of more than one (1) square foot shall be considered "Road Damage" on paved surfaces.
I. Loss of any petroleum fluid of forty (40) gallons or greater shall be reported through the 911 emergency phone system immediately to initiate emergency response actions. Clean up shall be according to state regulations.
PART 10 PRECONSTRUCTION CONFERENCE:
10.1 PRECONSTRUCTION CONFERENCE: Before start of construction, Contracting Officer will arrange an on-site meeting with Contractor. The meeting agenda will include the following:
1. Claims procedures
2. Correspondence procedures
3. Design Process
4. Designation of responsible personnel
5. Labor standards provisions
6. Payroll reports
7. Changes
8. Payments to Contractor
9. Subcontractors
10. National Park Service regulations
11. Accident prevention program (including name of responsible supervisor)
12. Accident reporting
13. Documents required under the contract
14. Park rules and regulations
15. Saturday, Sunday, holiday and night work
16. Safety program (compliance with the "Accident Prevention" clause of the General Provisions)

PART 11 SUBMITTALS
11.1 DESCRIPTION: The work of this section consists of submittal requirements before and during construction.
11.2 SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES:
A. As specified in the individual sections, forward submittals to Contracting Officer at least 15 days before need for approval.
B. After approving submittals, Contracting Officer will return one copy to the Contractor.
C. If submittals are not approved; Contracting Officer will return all copies to Contractor with reasons for rejection. Resubmit, identifying changes.
D. Any work done before approval shall be at Contractor's own risk.
11.3 APPROVED EQUALS: A request for approval constitutes a representation that Contractor:
A. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
B. Will provide the same warranties for the proposed item as for the item specified.
C. Has determined that the proposed item is compatible with interfacing items.
D. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.
E. Waives all claims for additional expenses that may be incurred as a result of the substitution.
11.4 MANUFACTURER'S INSTALLATION INSTRUCTIONS: When contract documents require compliance with manufacturer's printed instructions, provide one complete set of instructions for Contracting Officer and keep another complete set of instructions at the project site until substantial completion.
11.5 PROGRESS SCHEDULES: As soon as possible after Notice of Award and before beginning any work, submit Progress Schedule. Contracting Officer will review the Progress Schedule for format and content. Submit four copies of Progress Schedule (normally in bar chart form) showing estimated starting and completion dates for each part of the work. The first progress payment will not be issued until an acceptable progress schedule is submitted.
PART 12 TEMPORARY SERVICES
12.1 DESCRIPTION: The work of this section includes providing temporary services required for
Contractor's performance of the work of this Contract.
12.2 SANITARY FACILITIES: Contractor may use the public restrooms at termination of High Bluff
Road.
12.3 DRINKING WATER: Provide sufficient quantity of good drinking water in sturdy, sanitary containers. Containers shall be located, so they would not be subjected to contamination. Water shall be changed at least once a day.
12.4 FIRE PREVENTION AND PROTECTION:
A. Hazard Control: Take all necessary precautions to prevent fire during construction. Provide adequate ventilation during use of volatile or noxious substances.
B. Equipment Required: UL Class 2A, 2-1/2-gallon, water-type, stored pressure extinguisher and
UL Class 10, Type I, 15-pound, C. Carbon dioxide extinguisher. Furnish a minimum of one of each type of extinguisher for each area of work. Travel distance from any workstation to the nearest extinguisher shall not exceed 100 feet.
D. Spark Arresters: Equip all gasoline or diesel powered equipment used in potential forest or grass fire locations with spark arresters approved by the U.S. Forest Service. Exceptions will be made for diesel equipment equipped with a turbo-charger. Written determinations of areas and period of potential fire hazard will be issued by Contracting Officer.
E. Welding: Welding or cutting by torch shall be performed only when adequate fire protection is provided.
PART 13 PROTECTION OF PUBLIC
13.1 Construction and traffic control signing shall be installed in accordance with Caltrans Standard
Specifications, Section 12, and the Manual of Uniform Traffic Control Devices (MUTCD) by the Federal Highway Administration (FHWA). In addition provide three Type II barricades on each side of any excavation to further warn any vehicles that are on the road of the obstruction.
13.2 The Contractor shall provide all material and labor needed to control traffic in accordance with a plan submitted to and approved by the Contracting Officer.
13.3 Traffic control personnel shall be attired and perform their work in compliance with MUTCD.
PART 14 PROJECT CLOSEOUT
14.1 DESCRIPTION: The work of this section includes the final cleanup, closeout submittals, final inspection procedures, and safety precautions.
14.2 CLEANING: Remove all tools, equipment, surplus materials, and rubbish. Sweep paved areas and restore natural areas to original condition. At time of final inspection, project shall be thoroughly clean and ready for use.
14.3 AS-CONSTRUCTED DRAWINGS: Show all changes and revisions to the original design that affect the permanent structures and will exist in the completed work.
14.4 SUBSTANTIAL COMPLETION AND FINAL INSPECTION: Submit written certification that project is substantially complete, and a final inspection is requested. Contracting Officer will make an inspection within 10 days of receipt of request.
A. When Contracting Officer determines that the work is substantially complete, he will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion. Contractor shall complete the work described on the list of deficiencies within 30 calendar days, as weather permits. If the Contractor fails to complete the work within this time frame, the Contracting Officer may replace, repair, or remedy the work with an appropriate reduction in the contract price.
B. If Contracting Officer determines that the work is not substantially complete, he will immediately notify Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection.
14.5 ACCEPTANCE OF THE WORK: After all deficiencies have been corrected, a Letter of Acceptance will be issued.

SECTION 01 27 00
DEFINITION OF BID ITEMS
DESCRIPTION
The intent of this section is to explain, in general, what is and what is not included in a bid item, and the limits or cut-off points where one bid item ends and another begins. If no bid item exists for a portion of the work, include the costs in a related bid item.
BID ITEM NO. 1- Roadway surfacing: The work of this bid item includes furnish and install bituminous roadway resurfacing. This work includes but is not limited to all materials, labor and equipment to placement, compaction and testing of bituminous pavement; and fog line markings for a fully functioning and safe roadway as shown in the typical section and profile. Measurement shall be made as a horizontal length of centerline of road section.
Payment shall be made at the contract unit price per lineal foot of road section installed.
BID ITEM NO. 2- Shoulder Backing:
This bid item includes furnish and install aggregate base shoulder backing. This work includes but is not limited to all materials, labor and equipment to placement and compaction of shoulder backing material.
Measurement shall be made as a horizontal length at road edge.
Payment shall be made at the contract unit price per lineal foot of shoulder section installed.
PART 2 PRODUCTS Not used.
PART 3 EXECUTION Not used.
SECTION 01 43 00
CONTRACTOR QUALITY CONTROL
1.1 DESCRIPTION
A. The work of this section consists of preparing and executing a quality control program.
1.2 SUBMITTALS
A. Quality Control Plan: At the time of the preconstruction conference, submit for approval a written Contractor Quality Control (CQC) plan. If the plan requires any revisions or corrections, the Contractor shall resubmit the plan within 10 days. The Government reserves the right to require changes in the plan during the contract period as necessary to obtain the quality specified. No change in the approved plan may be made without written concurrence of the Contracting Officer. The plan shall include:
1. A list of personnel responsible for quality control and assigned duties. Include each person's qualifications.
2. A copy of a letter of direction to the Contractor's quality control supervisor outlining assigned duties.
3. Names and descriptions of laboratories to perform sampling and testing, and samples of proposed report forms.
4. Methods of monitoring and controlling environmental pollution and contamination as required by regulations and laws.
5. Methods of performing, documenting, and enforcing quality control of all work.
B. Daily Submittals: Submit Daily Quality Control Report showing all inspections and tests on the first workday following the date covered by the report. Electronic files (MS Word) of the attached Daily Report and Testing Report forms will be provided to the contractor prior to the notice to proceed being issued.
C. Tests: Submit triplicate copies of complete test results not later than three calendar days after the test was performed. Submit failing test results and proposed remedial actions within four hours of noted deficiency.
D. Off Site Inspection Reports: Submit prior to shipment.
E. Progress Payments: If the CQC plan and Daily Quality Control Reports are not submitted in a timely manner, the Contracting Officer may retain an appropriate amount of the applicable progress payment.
1.3 QUALITY ASSURANCE
A. General: Except for tests or other items of work specified to be performed by the Government, the quality of all work shall be the responsibility of the Contractor. Inspect and test all work often enough to ensure that the quality of materials, workmanship, construction, finish, and functional performance is in compliance with applicable specifications and drawings.
B. Quality Control Staff: The Contractor's job supervisory staff may be used for quality control, supplemented as necessary by additional technicians. The Contractor's designated Quality Control Supervisor shall be employed full time at the project site whenever contract work is in progress.
PART 2 PRODUCTS Not used.
PART 3 EXECUTION
3.1 ON-SITE CONTROL
A. Notify the Contracting Officer at least 24 hours in advance of the initial and follow-up phases.
B. Preparatory: Perform before beginning each feature of work.
1. Review control submittal requirements with personnel directly responsible for the quality control work.
2. Ensure that provisions have been made for field control testing.
3. Examine the work area to ensure that all preliminary work has been completed.
4. Verify all field dimensions and advise the Contracting Officer of discrepancies.
5. Ensure that necessary equipment and materials are at the project site and that they comply with approved shop drawings and submittals.
C. Initial: As soon as work begins, inspect and test a representative portion of a particular feature of work for quality of workmanship. Review control-testing procedures to ensure compliance with contract requirements.
D. Follow-up: Inspect and test as work progresses to ensure compliance with contract requirements until completion of work.
3.2 DOCUMENTATION
A. Maintain Daily Quality Control Reports (sample attached) of quality control activities and tests. Daily Quality Control Reports may not be substituted for other written reports required under the General Provisions, such as Disputes, Differing Site Conditions, or Changes.
3.3 ENFORCEMENT
A. The Contractor shall stop work on any item or feature pending satisfactory correction of any deficiency noted by the quality control staff or the Contracting Officer. Construction shall not proceed on any feature of work containing uncorrected work.

BITUMINOUS CONCRETE PAVEMENT
A. DESCRIPTION
1. The work of this section consists of constructing one or more surface courses composed of a mixture of aggregate, filler if required, and bituminous material, placed on a prepared base.
B. QUALITY ASSURANCE
1. Testing required to determine compliance with the work of this section will be the responsibility of the Contractor.
C. SUBMITTALS
1. As specified in Section 01 01 00.
2. Job-Mix Formula: Before producing bituminous mixture, submit a job-mix formula for each mixture to the CO for approval. Should a change in source of material be proposed, or should a job-mix formula prove unsatisfactory, submit a new job-mix formula for approval.
a) Each job-mix formula submitted shall propose definite single values for:
(1) The percentage of aggregate passing each specified sieve, based on dry weight of aggregate. These percentages shall be within the range shown in Part 2 of this section.
(2) The percentage of bituminous material to be added, based on the total weight of the mixture, and the percentage of any stabilizing agent such as lime, portland cement, or antistrip agent.
b) In addition, the job-mix formula shall provide a mixture having a minimum wet retained strength of 125 psi, as determined by AASHTO T165-82, and an index of retained strength of not less than 70 percent.
3. Certificates:
a) Certification from supplier that asphalt cement is of correct type and meets requirements of this section. Two copies will be required for each load.
b) Two copies of certified weight ticket from supplier for each load of asphalt cement.
c) Two copies of certified weight tickets for each load of bituminous concrete.
D. PROJECT CONDITIONS
1. Apply mixture only during hours of daylight; when air temperature is 50 degrees F or higher;
when surfaces to be paved are dry and free of frost, snow, or ice; and when precipitation is not imminent.
PART 2 PRODUCTS
A. ASPHALT CONCRETE
1. As required to meet CalTrans Section 39 ½-inch HMA type A or B.
B. AGGREGATE BASE COURSE
1. Use an aggregate quality, gradation and asphalt binder grade conforming to those used locally in the construction of highways by the State department of transportation;
2. Class 2, Aggregate Base: As specified in Section 26 of CALTRANS Standard Specifications; free of vegetable matter and other deleterious substances, and shall be of such nature that it can be compacted readily using water, tamping and rolling to form a firm, stable base.
C. TRAFFIC STRIPES AND PAVEMENT MARKING

PART 3 EXECUTION
A. EQUIPMENT
1. Plant, hauling, placing, and rolling equipment shall be adequate to ensure uniformity and continuity of operations and be in good operating condition capable of performing according to manufacturer's specifications. The Contractor may, at his option, use the type plant he desires, provided the equipment meets the following requirements.
2. Hauling Equipment: Trucks used for hauling bituminous mixtures shall have tight, clean, smooth metal beds which have been thinly coated with a minimum amount of paraffin oil, lime solution, or other approved material to prevent the mixture from adhering to the beds. Each truck shall have a cover of canvas or other suitable material of such size as to protect the mixture from the weather.
3. Bituminous Pavers:
a) Bituminous pavers shall be self-contained, power-propelled units, provided with an activated screed or strike-off assembly, heated if necessary, and capable of spreading and finishing courses of bituminous plant mix material in widths applicable to the specified typical section and thicknesses shown on the drawings.
b) The paver shall be equipped with a receiving hopper having sufficient capacity for a uniform spreading operation. The hopper shall be equipped with a distribution system to place the mixture uniformly in front of the screed.
c) The paving machine shall be equipped with an automatic control system which will control the elevation of the screed and which is automatically actuated by a system of sensor-operated devices which sense and follow reference lines or surfaces on one or both sides of the machine as required.
d) Maintain screed at the proper elevation at each end by controlling the elevation of one end and automatically controlling the transverse slope or by controlling the elevation of each end independently, as directed.
e) The automatic control system shall be capable of working with one of the following devices: ski-type device at least 30 feet in length; short ski or short shoe; at least 5,000 feet of control line and stakes.
f) When the control line is to be used, it shall be maintained taut and to the grade and alignment established.
g) The screed or strike-off assembly shall effectively produce a finished surface of the required evenness and texture without tearing, shoving or gouging the mixture. The paver shall be capable of being operated at forward speeds consistent with satisfactory laying of the mixture.
4. Rollers:
a) Rollers shall be of the steel-wheel, vibratory, pneumatic tire type, or combination, capable of reversing without backlash. Steel-wheel rollers other than vibrating shall be capable of exerting a force of not less than 250 pounds per inch of width of the roller. Vibrating steel-wheel rollers shall have a minimum weight of 6 tons.
b) Pneumatic-tired rollers shall have smooth tread tires of equal size that will provide a uniform compaction pressure for the full width of the roller and shall be capable of exerting a ground pressure of at least 80 pounds per square inch.
B. APPLICATION
1. Conditioning of Existing Surface:
a) When the surface of the existing pavement or old base is irregular, it shall be brought to uniform grade and cross section as directed.
b) Paint contact surfaces of curbing, gutters, manholes, and other structures with a thin, uniform coating of bituminous material before placing the bituminous mixture against them.
2. Preparation of Bituminous Material: Provide a continuous supply of the bituminous material to the mixer at a uniform temperature at all times; avoid local overheating.
C. SPREADING AND FINISHING MIX
1. The mixture shall be laid upon an approved surface, spread and struck off to the grade and elevation established. Use bituminous pavers to distribute the mixture either over the entire width or over such partial width as may be practicable.
2. The longitudinal joint in one layer shall offset that in the layer immediately below by approximately 6 inches.
3. Where paving operations are on the present traveled roadway, and where the thickness of pavement course being placed is greater than 1 inch, the Contractor shall arrange his paving operations so that there will be no exposed longitudinal joint between adjacent travel lanes at the end of a day's run.
4. On areas where irregularities or unavoidable obstacles make the use of mechanical spreading and finishing equipment impracticable, the mixture shall be spread, raked, and luted by hand tools.
For such areas the mixture shall be dumped, spread, and screeded to give the required compacted thickness.
5. Transport and place bituminous mixture on the roadway in a manner that will minimize segregation. Remove segregated areas behind the paver immediately and replace the segregated material with specification material before the initial rolling has taken place. The removal and replacement of non-compliant specification materials or unacceptable work shall be accomplished at no additional expense to the Government.
6. Place bituminous material as continuously as possible. Rollers shall not pass over the unprotected end of a freshly laid mixture unless authorized by the Contracting Officer. Form transverse joints by cutting back on the previous run to expose the full depth of the course. When directed, use a coat of bituminous material on contact surfaces of all joints just before additional mixture is placed against the previously rolled material.
D. COMPACTING MIX
1. After the bituminous mixture has been spread and struck off, and surface irregularities have been adjusted, thoroughly and uniformly compact mixture by rolling.
2. Roll surface when the mixture is in the proper condition and when the rolling does not cause undue displacement, cracking or shoving.
3. The number, weight, and type of rollers furnished shall be sufficient to obtain the required compaction while the mixture is in a workable condition.
4. Begin rolling at the sides and proceed longitudinally parallel to the road centerline, each trip overlapping one-half the roller width, gradually progressing to the crown of the road. When paving in echelon or abutting a previously placed lane, roll the longitudinal joint first, then follow regular rolling procedure. On superelevated curves begin rolling at the low side and progress to the high side by overlapping of longitudinal trips parallel to the centerline.
5. Continue rolling until all roller marks are eliminated and the minimum density specified has been obtained.
6. Any displacement occurring as a result of the reversing of the direction of a roller, or from other causes, shall be corrected at once by the use of rakes and addition of fresh mixture when required.
Care shall be exercised in rolling not to displace the line and grade of the edges of the bituminous mixture.
7. To prevent adhesion of the mixture to the rollers, keep wheels properly moistened with water or water mixed with very small quantities of detergent or other approved material. Excess liquid will not be permitted.
8. Along forms, curbs, headers, walls, and other places not accessible to the rollers, thoroughly compact mixture with hand tampers or with mechanical tampers.
9. Remove mixture that becomes loose and broken, mixed with dirt, or is in any way defective, and replace with fresh hot mixture; compact to conform with the surrounding area.
E. ACCEPTANCE REQUIREMENTS
1. Surface Tolerance: The variation between any two contacts with the surface shall not exceed 3/16 inch in 10 feet. Correct all humps or depressions exceeding the specified tolerance by removing defective work and replacing it with new material at no additional expense to the Government.
2. Density: Acceptable density of the in-place bituminous concrete pavement shall be 95 percent of the optimum values as determined from the job-mix formula. Field sampling and density determinations will be made by the Contracting Officer in accordance with AASHTO T230-68, or an acceptable nuclear procedure.
3. A uniform compacted thickness shall be obtained for each course equal to or greater than the thickness shown. Individual tests shall not vary by more than plus or minus 1/4 inch.
4. Mix Tolerances: The following tolerances for the job-mix formula will be allowed per single test:

PART 4 MEASUREMENT AND PAYMENT
BITUMINOUS CONCRETE PAVEMENT
1. Measurement shall be made in linear feet of finished road surface of a typical cross section, as taken horizontally along the centerline from start of work to end of work.
2. Payment shall be made at the contract unit price per lineal foot of roadway section for the bid item to which this work relates.
