SOLICITATION NO. 140P8419Q0014, AMENDMENT 0001

REPAIR MARINE LIFE (TIDEPOOL) EXHIBIT,

CHANNEL ISLANDS NATIONAL PARK,

VENTURA COUNTY, CALIFORNIA

ATTACHMENT 07 – SITE VISIT NOTES and QUESTIONS AND ANSWERS

(THROUGH APRIL 3, 2019)

SITE VISIT SUMMARY SUMMARY:

A site visit was conducted on Thursday, March 21, 2019. Participants met at the Visitor Center Front Desk, Channel Islands National Park, 1901 Spinnaker Drive, Ventura, CA 93001.

Participants met at the visitor center front desk, and then walked through the project area.

QUESTIONS AND ANSWERS:

Question 1:

Only two rust spots are visible. You can’t see the extent of damaged rebar, waterproofing, concrete. Contractor will not know how extensive damage is until they are inside the tank wall.

How do they bid a fixed price based on this unknown?

Since it is physically impossible to survey how damaged the concrete and rebar without intrusive procedures, for bidding purposes please provide an indication of how much concrete and how much rebar need to be replaced?

Since we cannot quantify the amount of cracks or concrete spall repairs, can we get an allowance for them?

NPS Response to Question 1: Visible rust is seen on about 20 percent of the tidepool walls.

Actual amount of damage inside the walls is an unknown factor that can only be fully determined as the project progresses. With this in mind, for bidding purposes, interested parties shall use the assumption that up to 20 percent of the interior walls of the tidepool will be damaged. In the unforeseen event that extensive damage is encountered beyond the 20 percent threshold, this unknown scenario will be handled in accordance with the differing site conditions clause of the contract.

Question 2:

Who is the original contractor for the 2008 tidepool rebuild?

NPS Response to Question 2: The original contractor was Manwarren Habitats, 3830 Wacker Drive, Mira Loma, CA 91752, (909) 989-5883, http://manwarrenhabitats.com

Question 3:

There was no specifications on required materials to use. Do you have the original specifications from the original manufacturer?

Please provide a spec for the glass sealant.

What are the specified products for the following items:

A. waterproofing membrane B. Urethane sealant C. epoxy injection D. metal corrosion inhibitor E. concrete repair mortar for spall repairs.

NPS Response to Question 3: See the original plans with specifications from the 2008 rebuild of the Marin Life Tidepool Exhibit at the same location within Channel Islands National Park, which are attached to this Amendment, as follows:

Att 08_140P8419Q0014_2008 Plans Tidepool Exhibit.zip

Interested parties shall use material specifications as called out within the 2008 plans. In the event that specified items are not listed or are obsolete due to the passage of time, interested parties shall bid using a current equivalent based on industry standard materials typically used for custom aquarium fabrication, installation, and repair.

Question 4:

How do you want the existing exhibit signs and tiles reattached to the tank wall?

NPS Response to Question 4: Existing tiles are to be re-attached in the same location using an adhesive that will allowed them to stay in place when touched by thousands of visitors but also be removable without being damaged when they need to be repaired. Existing angled sign needs to be re-attached in a way that will not damage or crack the tank wall or allow for moisture intrusion and rust.

Question 5:

Can some items such as plumbing, fabricated species, and rockwork be reused if they are not damaged?

NPS Response to Question 5: Items that are not damaged may be reused. Any items suggested for reuse will need to be inspected by the NPS Contracting Officer Representative for approval
