RFQ #140P8319Q0037:Re-roof buildings Fort Vancouver NHS Attachment 4: Site visit notes
Roofing Contractor Site Visit | Q&A Recap | July 1, 2019
• Sq ft provided is a rough estimate; contractors are expected to perform their own more-precise measurements.
• Do not dig in ground or otherwise disturb the soil without escalating for approval; Fort Vancouver NHS (FOVA) is a sensitive archeological site.
• Any alterations and materials should be replaced with “In Kind” materials; site is a Historic District.
• Dumpster and laydown locations will be marked by NPS; contractor shall minimize traffic throughout the area.
• Grass areas are accessible for vehicle use within reason and without causing ground disturbance.
The landscape should be unmarred by use. Protection using plywood sheets is acceptable.
• Quotes are due by 2:00 pm on July 16th. Review instructions in RFQ for contents and submission methods.
Information that applies to all buildings
Q. Will this building be unoccupied during construction?
A. All buildings will be unoccupied during roofing work.
Q. Are there layers or levels of roofing; how many?
A. The NPS does not have this information.
Q. Is there dry rot in the roof sheathing?
A. The NPS does not have this information, but if any dry rot is present, the contractor will need to replace damaged sheathing prior to the new roof being installed.
Q. What next steps should the contractor take if dry rot is found and exposed?
A. The NPS Inspector will inspect roof decking with contractor to look for any dry rot.
Q. How will the cost to repair roof sheathing dry rot be determined?
A. Refer to process in Attachment 1. Note that the firm fixed contract price includes up to 5% sheathing replacement. If rot is more extensive than 5% of any building’s existing sheathing, we will negotiate an equitable adjustment to the contract price for the excess quantity.
Q. What is the paint color?
A. Match existing.
Q. What types of roofing are being used; are they mentioned in the specifications?
A. Yes, refer to Section 073113 Asphalt Shingles.
Q. Are there restrictions on dumpster placement; can they be placed on grass?
A. COR will work with contractor to identify a logical and close location for dumpster.
Q. Will public access need to be maintained during work?
A. Ensure a safe perimeter during roofing work.
Q. Confirm the time of completion?
A. The performance period (defined as starting when Notice to Proceed is issued to substantial completion) is 90 days for all buildings.
Q. Table of Contents (TOC) in Attachment 1, Statement of Work, lists several sections that are not present in the document.
A. The TOC is wrong; all necessary sections are included in the document.

A. No details or drawings are provided. Refer to Section 073113, Part 2.4 Metal Flashings.

A. Yes, existing ventilators to remain. Use industry standard treatment for penetration unless Attachment 1 provides a specific method.

A. Refer to Section 073113, Part 3.5 Installation – Metal Flashing and Accessories. “At chimney. Recess new primary step flashing sections into masonry joints.”
