Mount Rainier National Park
Water System Sample
Testing STATEMENT OF WORK
Water testing: Certified lab shall provide all equipment, supplies and labor required to process and complete various water analyses on samples from approximately 15 potable water and wastewater sampling sites at Mount Rainier National Park. Contractor must use or be an accredited Washington State Certified Laboratory to perform all analysis. A Mount Rainier employee will collect samples within the park using bottles supplied by the Lab.
The following Lab analysis tests may be required:
Bacteriological (total and fecal coliform), Influent and Effluent Biochemical Oxygen Demand (BOD5) Influent and Effluent Total Suspended Solids (TSS), Total Ammonia Nitrogen, V.O.C.’s, S.O.C.’s, IOC’s, nitrate/nitrite, TTHM, HAA5, herbicides, pesticides, lead, copper.
The following chart represents the estimated annual number of each test that may be required (additional samples may be required depending on results received):

*numbers are annual estimated totals, Eastside testing is from May thru October
Regulators: All tests shall be conducted in accordance with U.S. EPA, U.S. Public Health Service and Washington State D.O.H. Standards for monitoring in accordance with WAC 246-290. The analysis shall be conducted with procedures per analytical methods, and appropriate quality assurance and quality controls specified in 40 CFR 141 of the Clean Water Act. Non-potable water testing from the Mount Rainier National Park's Paradise Wastewater Treatment Plant shall be performed as required by the U.S.
EPA National Pollutant Discharge Elimination System Permit #WA0025569.
Pickup of Samples:
Lab will pick up water samples at a predetermined location near the southwest entrance to Mount Rainier National Park or other drop site nearby. Laboratories must be within 75 miles of Ashford, WA to be considered for award due to the logistics of getting samples to the lab and remaining in compliance with the Washington State D.O.H. Standard.
Reports and Notification: All results shall be delivered to the park using the appropriate Washington State guidelines of accreditation authority outlined by the Department of Health.
Electronic copies of reports and results of all tests shall be sent by electronic mail to the park contacts. Names and contact information will be provided at time of award.
Presence of Total Coliform in potable water must be verbally transmitted to a park contact person within 1 hour of detection. If no answer, leave message on contact phones and also contact Park Dispatch.

Quantities on Schedule: Quantities are estimates only. The Contractor shall submit one consolidated monthly invoice for actual samples processed.
Period of Performance: This order is being solicited as a base period plus 4 option periods. In response to the solicitation, contractor shall submit pricing for all five periods.
Base Period: Upon Award – April 30, 2018
Option 1: May 1, 2018 – April 30, 2019
Option 2: May 1, 2019 – April 30, 2020
Option 3: May 1, 2020 – April 30, 2021
Option 4: May 1, 2021 – April 30, 2022
Payment: Invoicing shall be one combined, monthly invoice submitted online via the IPP payment system. Payment will be made by electronic funds transfer generated by the U.S. Treasury.
Offer Evaluation/Option(s): The National Park Service shall evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the National Park Service to exercise the option(s). Option(s) may be exercised by the National Park Service if it is determined to be within the Government’s best interest to do so. If the option is to be exercised by the Government, the Contractor will be advised in writing 30 days in advance of the next option period.
