All products must be commercially available and comply with the Buy American Act. Each lumber type must demonstrate exceptional resistance to moisture, fading, insects, and splintering; require no waterproofing, staining, or protective maintenance beyond soap and water washing; and feature a UV pigment system that resists degradation from prolonged sun and weather exposure. The contractor must provide a warranty covering protection against rot, splintering, decay, and structural damage from termites or fungal decay under normal use.
Delivery shall be arranged to the NPSA warehouse in the village of Utulai (located behind the Moris gas station and Pacific Energy fuel tanks), with the contractor required to contact the Contracting Officer's Representative ten days prior to delivery. Delivery must occur Monday through Thursday between 8:00 a.m. and 4:00 p.m., with NPSA staff available for unloading. The contractor must submit one Operation & Maintenance Manual containing original equipment manufacturer technical literature, operator/safety instructions, and as-built drawings, along with an original Bill of Sale and Manufacturer's Statement of Origin. The Contracting Officer's Representative will inspect items at delivery; the Government reserves the right to reject non-conforming items, requiring the contractor to replace defective items at no cost. Invoices must be approved by the Contracting Officer's Representative or Park Point of Contact prior to submission to the Invoice Processing Platform (IPP) for payment.

OVERVIEW
National Park of American Samoa NPSA intends to purchase commercially available Plastic Lumber. NPSA requires the Plastic Lumber to build three modern traditional Samoan huts. The reason for using this material is due to the tropical weather and exposure to sea breeze. This material will last longer than using any wood or metal post and the other parts will be easier to replace.

B. OTHER REQUIREMENTS
Documentation, Manuals, and Technical Literature The documentation below shall be furnished:
• One (1) Operation & Maintenance Manual that includes, but is not limited to, the original equipment manufacturers (OEM) technical literature for all supplied equipment, operator/safety instructions, as-built drawings, and as-built electrical system drawings.

C. DELIVERY INFORMATION
Delivery Location
• The contractor shall arrange for delivery to the NPSA warehouse. Located in the village of Utulai.
• This location does not have an address. The NPSA warehouse is behind the Moris gas station and
Pacific Energy fuel tanks.
• The contractor shall contact the designated Contracting Officer’s Representative 10 days prior to delivery to coordinate delivery logistics.
Delivery Logistics
• NPSA staff will be available to help unload items into warehouse.
Delivery Term
• Delivery shall be made Monday through Thursday between the hours of 8am to 4pm.

Special Inspections / Invasive Species Inspection

D. INSPECTION AND ACCEPTANCE
Inspection
• The Contracting Officer’s Representative will inspect the items delivered at the time of delivery.
Acceptance
• The Government reserves the right to reject all items that do not adhere to these specifications. Any item identified through timely inspection that does not conform to these specifications may be rejected by the Government. The Contractor shall replace all non-conforming items at no cost to the Government. The Government reserves the right to seek consideration from the Contractor for failures to satisfy the requirements established by these specifications.
• The Government reserves the right to reject defective items identified through timely inspection.
Defects in materials and workmanship include, but are not limited to weld cracks, paint flaking, bubbling, fading, corrosion, and other deficiencies that may require rework or redress.
E. PAYMENT
Payment Made through the Invoice Processing Platform (IPP)
• See the IPP clause within the solicitation or contact award for payment guidance.
• Prior to submitting an invoice to IPP, all invoices shall be submitted to the Contracting Officer’s
Representative or Park Point of Contact for review and, if acceptable, approval.
