The acquisition includes specific quantities of decking lumber in various dimensions (2"X6" and 2"X4" in lengths from 8' to 16'), framing lumber (4"X6" in 12' and 16' lengths), joist lumber (2"X8" in 8' and 10' lengths), blocking/bracing lumber, and platform lumber, totaling approximately 1,516 pieces. Hardware requirements total 316 stainless steel flat-head deck screws (25,750 screws), Simpson Strong Timber screws (1,300 screws), 264 double-shear face-mount joist hangers, and 72 gang plates. Delivery must occur Monday through Thursday between 6:00 AM and 4:00 PM HDT to the HAVO rain shed at 1 Crater Rim Drive, Hawaii Volcanoes National Park. The Contractor must provide all unloading equipment and personnel, coordinate with the Contracting Officer's Representative ten days prior to delivery, and submit to invasive species inspection per HAVO procedures. The Government reserves the right to reject non-conforming items, and the Contractor shall replace defective materials at no cost. All invoices require approval by the Contracting Officer's Representative before submission to the Invoice Processing Platform.

Specifications for:

Lumber Materials for Pu’uloa Petroglyph Boardwalk

For Delivery to Hawaii Volcanoes National Park

OVERVIEW

Hawaii Volcanoes National Park (HAVO) intends to purchase commercially available boardwalk materials including decking lumber, structural lumber, fasteners, and hardware. HAVO requires the boardwalk materials to support the repair, rehabilitation, and long-term maintenance of the elevated pedestrian boardwalk system at the Puʻuloa Petroglyph site. The boardwalk protects significant cultural and archaeological resources by directing visitor traffic over fragile lava fields and petroglyph features while providing safe and public access.

The materials must therefore ensure structural integrity, durability, and minimal environmental impact within a federally protected cultural landscape exposed to high ultraviolet radiation, volcanic gases, wind, heavy rainfall, and corrosive coastal air.

The required items must meet the following salient characteristics, which represent the Government’s minimum needs:

• Materials shall be durable in volcanic and marine environments and resistant to corrosion, UV degradation, moisture intrusion, fungal decay, and volcanic ash or gas exposure.

• Products shall be non-toxic and environmentally compatible; treatments and coatings must not leach harmful chemicals and must comply with National Park Service environmental standards.

• Fasteners and hardware shall be 316 stainless steel or equivalent corrosion-resistant material suitable for high-humidity and salt-air conditions.

• Materials must maintain dimensional stability and resist warping, splitting, shrinkage, or deformation under prolonged sun and moisture exposure.

• CAC is a wood preservative used in pressure-treated lumber to protect against rot, fungal decay, and termite damage. It is intended for outdoor structural applications, including above-ground and ground-contact use, where protection against moisture, decay, and insects is required.

These characteristics are essential to protecting significant cultural resources while ensuring visitor safety and long-term performance.

Safety Features

• Corrosion Resistance: Fasteners, connectors, and hardware shall be 316 stainless steel or equivalent corrosion-resistant material to prevent structural failure in high-moisture, salt-air, and volcanic environments.

• Dimensional Stability and Structural Integrity: Materials must resist splitting, excessive warping, and fastener withdrawal that could create trip hazards or structural instability.

• Code Compliance: All materials shall comply with applicable provisions of the International Building Code (IBC), OSHA safety requirements, and relevant ASTM standards for exterior structural applications.

• Load Capacity: Structural lumber, connectors, and hardware must support required pedestrian live loads as specified by current building codes.

Warranty

• The Contractor shall provide the Government with the standard commercial manufacturer’s warranty normally provided to commercial customers for the same or similar items. The warranty shall be in effect for a period consistent with customary commercial practice, commencing upon delivery and acceptance by the Government.

• The warranty shall include protection against, at a minimum:

o Excessive warping, twisting, cupping, or splitting beyond industry tolerances o Premature fungal decay or termite damage due to treatment failure o Failure of Chemical Adjuvant Coating (CAC) performance o Structural degradation resulting from manufacturing defects

B. OTHER REQUIREMENTS

Incidental Installation

• This acquisition is for materials only. Installation services are not required.

Documentation, Manuals, and Technical Literature The below documentation shall be furnished:

• Bill of lading.

D. DELIVERY INFORMATION

Delivery Location

• 1 Crater Rim Drive HNP, HI 96718

• Items to be delivered to the HAVO rain shed.

• Contact the designated Contracting Officer’s Representative 10 days prior to delivery to coordinate delivery logistics.

Delivery Logistics

• A park-operated forklift will NOT be available for unloading. The Contractor is responsible for providing all necessary equipment to offload delivered items. The Contractor must ensure that all personnel operating equipment for delivery are appropriately licensed and qualified, as applicable.

Delivery Term

• The Contractor shall contact the COR within 7 calendar days after contract award to coordinate delivery logistics, including exact delivery dates, locations, and any special site access requirements.

• Delivery shall be made Monday through Thursday between the hours of 6:00 AM HDT to 4:00 PM HDT.

Special Inspections / Invasive Species Inspection

• See the accompanying HAVO Invasive Species SOPs. All Contractor vehicles, to include subcontractor vehicles, shall be inspected for invasive species prior to entering the park. Inspections shall be coordinated with the NPS representative(s) identified by the HAVO Invasive Species SOPs no later than 7 days prior to the intended delivery date. Invasive species inspections may take approximately 1 hour to perform. If the delivery shipment is found to be contaminated with pests, to include little fire ants (LFAs), the shipment will be rejected. If rejected, the shipment must then be treated at the vendor’s expense prior to the rescheduling of a reinspection. If no pests are found, then the material will be accepted.

E. INSPECTION AND ACCEPTANCE

Inspection

• The Contracting Officer’s Representative will inspect the delivered items at the time of delivery.

Acceptance

• The Government reserves the right to reject all items that do not adhere to these specifications. Any item identified through timely inspection that does not conform to these specifications may be rejected by the Government. The Contractor shall replace all non-conforming items at no cost to the Government. The Government reserves the right to seek consideration from the Contractor for failures to satisfy the requirements established by these specifications.

• The Government reserves the right to reject defective items identified through timely inspection. Defects in materials and workmanship include, but are not limited to weld cracks, paint flaking, bubbling, fading, corrosion, and other deficiencies that may require rework or redress.

F. PAYMENT

Payment Made through the Invoice Processing Platform (IPP)

• See the IPP clause within the solicitation or contact award for payment guidance.

• Prior to submitting an invoice to IPP, all invoices shall be submitted to the Contracting Officer’s

Representative or Park Point of Contact for review and, if acceptable, approval.
