About this file

This Performance Work Statement (PWS) details non-hazardous waste disposal services for Kalaupapa National Historical Park on Molokai, Hawaii. The National Park Service requires air transportation of waste bales generated at the park, estimated at 15 tons annually, with a comprehensive waste management approach involving recycling (50%), composting (28%), and disposal (22%). The contractor must provide air cargo transportation from Kalaupapa Airport to an approved landfill or waste-to-energy facility, with specific requirements including packaging waste into 40-60 pound bales, transportation primarily on Tuesdays, and handling all necessary permits, documentation, and disposal logistics.

Key contract specifications include: waste bales to be transported within 48 hours of packaging, contractor must possess appropriate aircraft and cargo capabilities, and payment will be based on actual weights disposed of at the contractor's proposed unit price. The solicitation (140P8225Q0009) is issued by the Department of the Interior National Park Service, with a focus on maintaining the unique privacy and environmental conditions of the Kalaupapa Settlement, which remains home to Hansen's disease patients. The contractor must strictly adhere to local settlement rules and regulations, ensuring minimal disruption to the community while efficiently managing waste disposal requirements.

PERFORMANCE OF WORK STATEMENT (PWS)

FOR

NON-HAZARDOUS WASTE DISPOSAL VIA AIR TRANSPORT

FOR

KALAUPAPA NATIONAL HISTORICAL PARK

Kalaupapa, Molokai, Hawaii

6 June 2024

Prepared by National Park Services (NPS) Pacific Western Region (PWR) – Interior Region 12

1.0 DESCRIPTION OF SERVICES

Kalaupapa National Historical Park (KALA) is located an isolated setting midway along the north shore of the island of Molokai in the State of Hawaii. The peninsula is a comparatively flat plateau of lava about 2¼ miles wide, projecting out from a 2,000-foot sea cliff, which is accessible by a 3⅛ mile foot trail that traverses on the side of a steep cliff using a small 9-seater commercial aircraft or by a small ocean vessel. KALA is unique among units of the National Park System (NPS) system because the Park is still home to an active community of Hansen’s disease patients, whose right to privacy and respect are strictly upheld.

The NPS requires the disposal of non-hazardous solid waste generated in KALA. Waste generation estimates is 15 tons per year and may increase in the future. To reduce the environmental impacts of waste disposal, the NPS has implemented a comprehensive waste reduction program that includes three components: recycling, composting, and disposal. Based on the waste composition, it is estimated that 50% of the tonnage generated can be recycled, 28% composted and the remaining 22% to be disposed of. The NPS will collect, sort, process, and bale the waste to facilitate transportation and disposal. The above quantities are estimates based on the best currently available data and management practices and may change in the future.

1.0.1 BACKGROUND

All refuse generated in Kalaupapa would be separated at point of generation and collected separately utilizing separate containers for three types of materials: recyclable materials; “wet” or compostable materials and the remaining “dry” refuse materials.

After collection, all “dry” refuse would be sorted on the sorting conveyor line allowing for the removal of any “wet”, oversized and all incidental hazardous items that meet the Department of Transportation (DOT) definition of hazardous materials for air transportation (DOT Hazardous Materials Regulations, 49 CFR Parts 171-179). This definition includes several different hazardous materials, which could typically or infrequently be found in household and commercial refuse (including flammable liquids, flammable solids, drain cleaners, solvents, spray cans, pressurized tanks or cartridges, some types of batteries, poisons, and infectious substances.

The NPS will compact and bag all remaining non-hazardous dry refuse materials. The compactor utilized for this process would make 40-to-60-pound bales, approximately 24” L x 24” W x 18” H in size. To ensure complete containment of all dry refuse in the cube while handling and transporting, each cube will be double bagged in heavy-duty plastic bags. The estimated quantity is between 10 to 20 bales per week and could increase in the future.
