PERFORMANCE WORK STATEMENT (PWS)

FOR

CURATORIAL SERVICES

Hawaiʻi Volcanoes National Park Hawaiʻi Island, Hawaiʻi

1.0 DESCRIPTION OF SERVICES

The Contractor shall provide all management, tools, equipment, and labor necessary to complete the safe temporary relocation of all the musuem collections, archives, and library materials from the basement of the Kīlauea Visitor Center (KVC) located within Hawaiʻi Volcanoes National Park (HAVO). The termporary storage location shall meet all museum standards as outlined in the work statement and be returned to the Kīlauea Visitor Center basement exactly as they were oriented prior to removal upon completion of the construction. The Contractor shall accomplish the required services prior to the start of construction upon 90 days of the award of the contract and return the collections to the KVC within 90 days upon the completion of construction.

1.1 BACKGROUND

The historic Kīlauea Visitor Center (KVC) is located within Hawaiʻi Volcanoes Nationa Park (HAVO) and was built in 1941. It was the last large construction project undertaken by the Civilan Conservation Corps at HAVO before the program dissolved upon the onset of World War II. Originally built as the Observatory and Naturalist building for Thomas Jaggarʻs Hawaiian Volcano Observatory and briefly occupied by the Army under martial law during WWII, the building was eventually turned over to the park service in 1948 to serve as the primary visitor center. The facility was built in the Rustic Style of architecture and is a contributing structure to the Kīlauea Administration and Employee Housing Historic District. It is a sole remaining visitor center in the park of which there were previously three.

With only one Visitor Center left for visitor contact, the current configuration of the interior and exterior square footage of the KVC building and attached lanai does not accomodate the current visitation numbers and the facility is often overcrowded. To enable the space to function well for the amount of visitation, the building will undergo alterations to the interior and exterior spaces as well as the basement. The basement of the KVC houses a large portion of the HAVO Museum collections and the construction work will require the space to be vacated to accomodate for the installation of a fire supression system, waterproofing to fix water leaking issues, and the reconfiguration of the stairwell. This will require all of the museum collections, archives and library materials to be removed and temporarily stored in an alternative museum standard location until the construction is complete and the items can be returned.

1.2 SCOPE

The Contractor shall be responsible for providing all labor, materials, supplies, equipment, fuel, transportation to inventory, pack, and transport the entirety of the museum collections, archives and library currently in the KVC basement to an off-site storage facility that meets federal museum standards. The volume of the entire collection in storage in the KVC basement is estimated to be approximately 6,000 cubic feet of materials and is currently occupying approximately 1,696 square feet of space. The Contractor shall be responsible for providing all labor, materials, supplies, equipment, fuel, transportation to inventory, pack, and transport the entirety of the museum collections, archives and library from the Contractor supplied storage facility to the KVC basement in the exact configuration that it is currently stored in.

The collection consists of an estimated cataloged and uncatologed objects and items. Items include rare books, archives (paper), archeology, ethnology, historical, fine art (83 paintings), furniture, maps, museum files, historic photos, slides, rolled maps. The material types include paper, metal, wood, feathers, leather, textiles, stone, tree bark, glass, ceramic, hair, shell and bone.

The Contractor must coordinate with the National Park Service and/or current contractor for collection and workspace access, and inventory, and pack and/or crate the collection from the current storage location in the KVC basement and relocate all items into the Contractor’s facility to be unpacked an inventoried for storage.

The Contractor shall be responsible for the safe-handling and transportation of the collection to a secure, Contractor-furnished, museum quality, off-site storage facility within 90 calendar days of contract award. The storage facility will have 24/7/365 monitoring and security and the facility will meet the minimum requirements for temperature and humidity control, integrated pest management, etc. (reference Off-Site Storage Facility Requirements in CLIN 20 description under “Specific Tasks” section below). The items will be stored such that the park staff can access the items, if necessary.

If exercising option CLIN 70: Upon completion of the KVC rehabilitation, the Government will notify the Contractor that the construction is complete. The Contractor may arrange for a site visit to KVC basement to return of objects by contacting the NPS Project Manager at least 10 business days in advance. Within 7 calendar days of the KVC completion notification the Contractor shall provide the return move schedule to the Park for review and approval. Within 30 calendar days of the notification the Contractor shall return all specified items to the site. After a 15-30-day period allowing temperature and relative humidity to equilibrate to KVC basement conditions, the Contractor will unpack and relocate items to the areas inside the KVC basement in the exact locations they were removed. Within 90 calendar days, the Contractor shall complete the move and have all items relocated to the specified areas, unpacked, and returned in their original location as directed by the NPS curator.

In addition, the Contractor will create a move inventory and park staff will verify the inventory accuracy for all the items that leave the current storage site. The inventory will be utilized to account for all the items stored at the off-site facility and upon return to the park site. The move inventory will be compatible with Microsoft Excel.

POST AWARD REQUIREMENTS

Upon award of the contract, the Contractor and Government personnel shall attend a kick-off meeting onsite to inspect the Contractor’s storage facility. The Prime Contractor will attend the site visit and will bring key personnel to ensure a thorough understanding of the project.

· The Government will provide the agenda for the kick-off meeting and the Prime Contractor shall take the meeting minutes, including list the attendees, findings, recommendations, and photos, if beneficial.

· During the kick-off meeting, the Contractor shall confirm all logistical and curatorial aspects of the project.

· the order of inventory, re-packing and removal of objects will be determined during the kick-off meeting.

It is anticipated that the kick-off meeting will require 2 days onsite at the Contractor’s facility.

Prior to any movement of the collection, the contractor shall create a relocation plan. The government staff will review and accept the relocation plan.

1.2.1 Task 1: Move and Store KVC basement museum collections, archives, and library.

The Contractor shall pack (with approved materials) all museum collections, archives, and library material in the KVC basement and move all items to an off-site storage facility that meets the NPS Museum Standards. Once the construction at the KVC is complete all items will be moved back into the KVC basement in the exact locations that they were previously located. All guidelines listed below must be followed.

LOGISTICS FOR MOVING COLLECTIONS OUT AND RETURNING COLLECTIONS TO THE KVC BASEMENT

1. There is no loading dock or elevator at the KVC basement. Movement of items in or out will require the use of an interior and exterior stairway and standard doorways (entries/exits).

1. Contractor is responsible to protect doors and walls of the historic buildings against any impact and abrasion.

1. Water and electricity service will be available to the Contractor onsite.

1. Restroom facilities will be available for the Contractor/Vendor staff.

1. Use of power saws and sanders or creation of dust and debris from other similar activities will not be permitted inside the historic structures.

1. All doors to the buildings shall remain closed and locked unless trucks are being loaded. The Contractor shall monitor the truck(s) and doors for security. At no time shall objects be left unattended.

1. Heavy equipment such as a forklift (if necessary) and pallet jack will not be allowed within the building interiors. They can only be used outside on the ground. Any such equipment, if needed, shall be Contractor furnished.

1. There is limited space on site allotted for storage of Contractor disposal containers for used packing supplies. The Contractor must limit the amount of disposal containers placed inside park facilities. The volume and combustibility can create hazards for the structure and shall be avoided.

CONTRACTOR STAFF

1. All work shall be performed in a safe and professional manner. Work areas inside the site and within the assigned staging area shall be kept neat and tidy as determined by the Government at its sole discretion.

1. All Contractor staff shall wear Contractor-furnished identification badges and sign in and out at the beginning and end of each day with the park staff.

1. No smoking, food or beverage consumption is allowed inside the site buildings, or in the Contractor-supplied storage facility.

REQUIREMENTS FOR THE CONTRACTOR MOVING VEHICLES

1. The Contractor shall provide trucks with air-ride suspension, climate control, rear lift gate, and constant communication ability with their main office through GPS tracking or other secure method.

1. The Contractor shall complete each move to/from the Contractor-provided storage facility by truck transport within one workday. The museum collection, or any part thereof, shall, at no time, be stored in vehicles overnight.

1. Contractor trucks used to transport collection objects shall be hard sided and clean with no residue of foodstuffs, chemicals, hazardous materials, stains from previous use.

1. Contractor vehicles shall not leak and there shall be no possibility that water can get inside the truck during inclement weather.

1. Each Contractor vehicle shall have dual drivers with knowledge and experience with specialized museum object handling experience.

1. The Contractor vehicles that will transport the museum collections shall carry fire suppression (fire extinguishers) equipment and staff trained in its use to be immediately available in case of emergencies.

1. The collection shall be secured in the Contractor trucks with appropriate Contractor-provided locks and security seals for the cargo area during transport. At any time the collection, or any part thereof, is loaded in a truck, and doors of the vehicle are not locked, at least one member of the Contractor staff shall be present to monitor all access to the vehicle.

1. The Contractor staff shall seal each box upon completion of any packing and are not authorized to open any box unless requested by the CO, or designee.

1. Other than for compliance with transportation regulations, fueling or comfort breaks, vehicles shall not make stops during the park to storage facility transport.

1. Objects shall be transported by the Contractor directly to/from the storage facility with no interruption of climate or security protection.

In preparation for all moves, the National Park Service staff will:

1. Provide an inventory of the collection generated through the NPS catalog database. The inventory will include, NPS catalog number, object name, and measurements and intended object location.

1. Provide daily COR or an onsite inspector during all phases of any move.

1. The Contracting Officer shall provide a list of individuals authorized to access the collection during storage. This list shall be updated bi-annually, or as needed.

CLIN 10 (Base): Move Collection from Current Storage location to Contractor’s Facility The Contractor must coordinate with the National Park Service and/or the current prime contractor for collection and workspace access, and to inventory and pack the collection from the current storage location in the KVC basement to the Contractor’s facility.

Requirements for the Inventory and Labeling System:

1. When each object, box or crate is packed, it shall have an easily visible identification label that denotes the National Park Service’s catalog numbers (per the inventory provided by the NPS Project Manager upon contract award) and the original room in the KVC basement from which the object(s) were removed. This information shall correspond to the information on the Government supplied object spreadsheet(s).

1. The labeling system shall provide Contractor and Government staff with the ability to know the locations of the objects and efficiently access or retrieve objects based on their recorded location and box or object labels.

1. A copy of the Microsoft Excel™ or compatible spreadsheet(s) with the new storage location for each object in the Contractor provided storage facility indicated shall be provided to the Contracting Officer (CO) in electronic and hard copy within 15 days of the final placement of the objects into storage.

1. The Contractor inventory shall identify all stored objects and their specific locations in the storage facility. If required, this system will facilitate the early return or access to specific objects.

1. All boxes, crates or soft packed objects going to the Contractor provided storage facility shall include the designated labeling and have the locations updated on the Microsoft Excel™ or compatible spreadsheets.

Requirements for The Crating Services:

1. The Contractor shall provide a detailed Pack/Move Approach for approval in advance to the CO. The crates built for the items going into storage shall be solid wood crates with stainless steel hardware, or molded polyethylene crates with compression closures or comparable with approval in advance by the CO.

1. Some specialty slat crates may be used with approval in advance by the CO on an object- by-object basis. Such crates shall have chemically inert, durable plastic sheeting as an exterior or interior lining for dust protection.

1. Screws or bolts with bolt plates/washers shall be used to close all crates. Very fragile objects may require hand securing the screws or bolts on a crate to minimize the impact of the use of powered screw drivers.

1. All crating materials currently in place should be retained, unless damaged. If replacement materials are used, wrapping, packing and labeling material in contact with the surface of any object (inner packing skin) shall be an archival quality material. For the purposes of this work, archival-quality/conservation-quality are defined as materials listed by the manufacturer as permanent, durable, chemically stable, and therefore, have a stronger resistance to adverse environmental conditions. All crating shall be done on site to provide easy access to objects allowing accuracy and flexibility in the crates’ construction. Archival or archival quality materials include but are not limited to polyethylene foam, acid-free and/or lignin- free paper products.

Requirements for The Soft-Pack Collection Objects:

All soft packaging currently in use should be retained where possible. If repacking and/or replacement of materials are necessary, the following are required:

1. All objects shall have three layers of protection when boxed. These include the archival layer that is against the object, the cushioning layer that absorbs shock and vibration and the outer shell which is designed to protect the inner layers and object.

1. The archival inner layer shall include soft, archival material. The archival inner layer shall include soft, non-abrasive, archival material. Acceptable materials for the archival inner layer include chemically stable, unbuffered, acid-free materials such as acid-free tissue, polyethylene foam sheeting such as Volara®, closed-cell polyethylene foam planks such as Ethafoam®, acid-free tissue, high-density polyethylene fiber sheeting such as Tyvek®, de- sized muslin, rip-stop nylon, or approved equal.

1. The cushioning layer can include large and small bubble-wrap, corrugated materials, paper wadding or peanuts if they are contained in plastic bags. None of these materials may come into direct contact with the museum objects.

1. The outer protective shell can consist of dual-wall or tri-wall cardboard, object handling frames, wooden crates, cardboard boxes, MDO board, marine–grade plywood, polyethylene crates, and metal boxes.

1. Other soft packing materials can include masking and strapping tape, low tack glass tape, stretch wrap, cotton twill tape and archival quality hot melt adhesive.

1. In advance of the move, the Contractor shall submit a list of all proposed wrap and packing materials and their specific proposed application to the CO for approval.

1. Collection objects which will remain unboxed (i.e., chairs, beds, tables, and similar furniture) shall receive protection during transport. These items shall have padding of moving blankets or other appropriate protective covering and be secured to pallets as needed for ease of transport and storage.

1. All objects within the collection are historically significant and shall receive careful packing and handling during the move. Some pieces may require extra careful attention because of current known weakness and vulnerability.

1. Shelves in bookcases and other furniture that are loose shall be removed during packing and transit, adequately identified regarding location and then returned to their location during the period of storage.

Requirements for the Moving of Collection to Storage:

1. The Contractor shall unload all transported items at their storage facility and efficiently arrange the items in a space dedicated to the KVC collections on Contractor-provided museum storage equipment to minimize the amount of space needed.

1. Unpacking or uncrating services are not required at the storage facility.

CLIN 20 (Base): Full Collection Storage (~1,704,300 items)

Off-Site Storage Facility Requirements:

The off-site facility shall be located within 200 miles (driving distance) from the Park.

1. Off-site storage shall be in an art-storage facility with 24-hour security, museum-quality environmental control, fire detection and suppression, and limited access.

1. The facility must be able to separate the park collections from the collections of other clients.

1. Storage of all boxed, crated, or soft-packed materials will be on shelving, pallets, or in cabinets that are raised off the floor sufficiently to prevent any damage from unexpected water infiltration.

1. There shall be no natural light in any storage area. Temperature and relative humidity shall be monitored, and records provided to the park curatorial staff on request. The vendor shall have an active Integrated Pest Management Program in place and will immediately inform park curatorial personnel if any pests that can damage museum collections are found in the storage area.

1. The storage facility shall meet all of the standards identified in the NPS Museum Handbook. Any exceptions may only be granted in writing by the NPS Project Manager or COR and CO.

1. All necessary intrusion detection, locks, surveillance, etc., shall be Contractor-supplied/provided.

1. The Contractor shall provide appropriate museum-quality storage equipment to minimize the amount of space needed. Equipment shall include, but not be limited to pallets and dollies for oversized furniture; pallet racks for crated objects and oversized objects; and general- purpose steel shelving for smaller boxes and objects. For the purposes of this work, museum-quality storage equipment may include but not limited to high-quality steel storage racks with solvent-free powder-coatings and chemically-inert plastic pallets.

1. In advance of the move (CLIN 10), the Contractor shall submit a list of all proposed storage furniture and their specific proposed application to the CO for approval.

1. Contractor shall own or contract for the long-term lease of the storage facility, which shall be a stand-alone building situated in a light industrial or mixed commercial location to limit the amount of dust, debris, and air pollution.

1. The proposed storage facility shall provide dedicated space for the park collection in a quality building of sound and substantial construction in compliance with all of the Government’s minimum requirements set forth below.

9. The museum quality storage area provided by the Contractor shall be used solely for storage of HAVO museum objects. Any office, supply, or other storage functions shall be separate from the space provided for the HAVO Museum Collection.

9. Flammable liquids and materials shall not be housed in the structure.

9. Storage facility shall be outside any areas designated as a 100-year flood zone or next to a body of water that could overflow its boundaries

9. The area/space where the HAVO collection is stored shall have no windows to the building exterior.

9. The museum storage space where HAVO collection is stored shall have a minimum number of doors to enhance security and environmental controls.

9. The museum storage space where the HAVO collection is stored shall have only the needed water pipes that are part of the required fire suppression system in the interior of the space.

9. Any floor drainpipe in the museum storage space where the HAVO collection is stored shall have adequate back-flow valves in place.

9. No fuel pipes shall be installed in the museum storage space where the HAVO collection is stored.

9. The museum storage space where the HAVO collection is stored shall be free of water, gas, or electric meters, electrical panels, and utility valves that require monitoring and servicing.

9. The museum storage space layout where the HAVO collection is stored shall be sufficient for safe movement of objects in, out or between storage units without hindrances.

9. Any storage fixture, pallet rack lower shelf, crated objects or oversized furniture shall be raised off the floor a minimum of 4” above the surface as a precaution against flooding and to facilitate cleaning and inspection of floors for pests.

9. All open shelving shall be stabilized to prevent it from tipping or collapsing.

9. The room lighting shall be activated by a manual on/off switch. In the museum storage space, fluorescent ceiling lights shall have reduced UV emission bulbs or sleeves.

9. Dust covers of polyethylene plastic, cotton muslin, rip stop nylon or other approved material shall be used to cover any object not contained in a box, crate, or storage wrap.

9. The Contractor shall submit for approval a proposed procedure and schedule of housekeeping which will occur in the storage space where the HAVO collection is stored. Housekeeping and inspection of museum storage spaces shall be performed according to an established and approved schedule.

9. There shall be no smoking, eating, or drinking in museum storage spaces.

1. The HAVO curatorial staff shall be provided access to visit and inspect the museum storage facility and contents with 48-hour advance notification. Routine and noninvasive visits/inspections on the part of park staff with 48-hour notice shall be allowed at no cost to the Government. Non-routine visits requiring Contractor staff assistance, unboxing, and/or removal of collection objects will be subject to a negotiated hourly charge and added to the contract by modification.

1. The Contractor supplied storage facility shall be within a 10-minute response time of local police and fire departments.

1. The Contractor shall provide regular and recurring consultation with the local fire and police departments regarding access and proper response.

1. The Contractor supplied storage facility fire detection equipment shall be up-to-date and fully functional at all times, as well as regularly inspected per local fire regulations, including smoke/heat detectors and addressable manual pull stations.

1. The Contractor supplied storage facility shall have an appropriate number and type of fire extinguishers in place and that are professionally inspected and tested to meet code requirements on a quarterly (or more frequent) basis.

1. The Contractor supplied storage facility shall be protected by an automatic fire suppression system or an equivalent level of safety that is installed, fully operational, and regularly inspected.

1. The Contractor provided storage space shall be climate-controlled at all times. Temperature ranges are permissible between 50° F and 70° F and must not fluctuate more than ± 5° F in any 24-hour period. The permissible relative humidity range is between 30% RH and 50% RH and must not deviate more than 5% in any 24-hour period.

1. The Contractor shall provide ongoing monitoring of the temperature and relative humidity at all times. A minimum of two devices shall monitor the temperature and relative humidity levels in the space where the Scotty’s Castle collection is stored at all times. The readings from the previous month’s monitoring shall be submitted to the CO by the 10th day of each month.

1. The Contractor provided storage space shall have appropriate IPM (Integrated Pest Management) monitoring equipment that includes the regular monitoring for rodents, insects, mold, and other environmental threats.

1. The Contractor provided storage space shall be monitored by water detection devices that are hard wired into the building security system.

1. Contractor personnel shall be available to answer any and all emergencies in person. Within two hours of any emergency (including, but not limited to theft, fire, flood, security breach, or other), the Contractor shall notify the CO.

1. The Contractor provided storage areas shall have restricted access. The facility shall be fenced or walled, with a secured, locked gate. The storage facility shall be protected 24 hours a day/7 days a week by a recognized professional security company, using a UL/AA rated system reporting to a central station that alerts qualified company personnel as well as local police immediately.

1. The Contractor provided storage facility shall be alarmed and contain magnetic door contacts and motion sensor detection.

1. The Contractor shall provide all lifting and access equipment for placing the objects in storage and to reduce unnecessary handling.

CLIN 30a: Full Collection Storage (~1,704,300 items) Storage of the approximately 1,704,300 HAVO Museum collection items to the specifications outlined in

CLIN 20.

CLIN 70: Return HAVO Collection to the KVC basement

1. The return of all objects to the KVC basement (approximately 1,704,300 items approximaltey 6,000 cubic feet) shall be accomplished in a phased approach at the convenience of the Government and may occur over the course of up to 3 months as approved by the CO.

1. A minimum of two (2) business days must be allotted between delivery trips to allow Government staff to inventory and verify locations of the previous delivery.

1. Return delivery to the site shall be organized by room. The Government-provided spreadsheet(s) with updates by the Contractor and object labeling in storage will facilitate the organization of the return move.

1. The COR, in partnership with the Contractor, will schedule in advance which room or rooms will be delivered with each return delivery trip.

1. Large furniture pieces and rugs will be returned first and placed by Contractor as directed by the NPS Project Manager or COR.

1. After the objects have been moved from the contractor’s facility, they must be left in packaging in HAVO for 15-30 days to allow equilibration with the KVC environmental conditions. This equalizing must occur prior to unpacking.

1. All soft-wrapped, palletized, and crated objects shall be removed from their packing materials by the Contractor staff and placed at the location specified by the COR. Contractor is responsible for removal and proper disposal of all packing materials from the site, unless determined otherwise by the CO.

1. In the event of damage to a collection object that is discovered when it is unpacked, the Contractor shall alert the CO to the damage and take no further action until photo documentation has taken place. The contractor will be responsible for the conservation of the object to repair damage. The choice of the conservation lab chosen to conduct repairs will be at the discretion of NPS staff curators.

1. In the event of stolen/lost collection objects, the Contractor will be responsible for the cost of the items based on assessment/valuation information from antique dealers, auctions, market research, etc.

ADDITIONAL TERMS, CONDITIONS & REQUIREMENTS:

1. All on-site work within the park will be performed between the hours of 8:00 AM and 4:30 PM, in the presence of the COR or an approved alternate.

1. Weekend, holiday, or extended shifts shall be requested via email to the CO a minimum of 48 hours prior to scheduling.

1. The Contractor shall comply with all local, state, and federal rules and regulations.

1. Logistical and contact information for the collection move will be provided following contract award and will be facilitated by the COR.

1. The Contractor shall provide containers for collection and disposal of recycling materials and trash resulting from the work and shall dispose of properly. If dumpsters are needed, the COR will approve the dumpster locations.

1. All recyclable waste shall be monitored and recycling reports by weight shall be submitted to the CO.

1. The Park will designate appropriate locations for the staging area for use by the Contractor. In addition, the Park will designate appropriate locations to stage moving vehicles. The vehicles will be monitored for security at all times that collection objects are located within them. The Contractor should provide an adequate number of vehicles to maintain workflow.

1. The Contractor shall erect safety zones around the staging area when undertaking any exterior work, such as the use of power tools when constructing crates. Doors shall remain locked and secured when not in use.

1. Moving shall not be conducted during a period of inclement weather, including rain, hail, snow, high wind, and severe dust storm, extreme high or low temperature due to high damage potential. Objects shall not be exposed to any forms of precipitation during this move. If, within forty-eight hours of a scheduled move, there is a forecast of any severe weather system, the move shall be rescheduled at no additional cost to the Government. Wrapping, packing and/or crating inside the site facilities may continue during periods of inclement weather.

1. The Contractor and all subcontractors shall not advertise/publicize/cite their involvement with any phase of the project; including, but not limited to, websites, handouts, flyers, brochures, newsletters, reports, traditional media and social media and networking sites.

1. All phases of work shall be performed in accordance with standards and guidelines for handling, packing, shipping and storing museum collections as outlined in the National Park Service (NPS) Museum Handbook. See Chapters 6 and 7 available at: http://www.nps.gov/museum/publications/MHI/mushbkI.html.

1.3 PERMITS, LICENSE & INSURANCE

The Contractor shall be responsible for obtaining and holding all necessary permits, licenses and insurance required to accomplish these services, including final disposition. The contractor shall be responsible for complying with all Federal, State and Local requirements for waste disposal and any other service activities made under this effort. The contractor shall be responsible to ensure sub-contractors possess the appropriate licensing for the sub-contracted service activities provided.

1.4 CONTRACTOR PROVIDED EQUIPMENT AND SUPPLIES

6. All necessary supplies required for transporting the objects in the vehicle, including, but not limited to pads, blankets, straps, bars, wrapping, packing, crating, fill material for protecting items in boxes, and all neccesary supplies to secure objects in the vehicles and other devices (see CLIN10).

6. Any necessary heavy equipment such as a forklift and pallet jack.

6. Any necessary loading/unloading equipment such as ramps, dollies, carts, hand trucks and lifts, etc.

6. Any necessary hand tools required for fabricating/adjusting boxes and crates.

2.0CONTRACT PERFORMANCE
2.1SERVICE SUMMARY (SS)

The contract service requirements are summarized in the performance objectives below. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS provides information on contract requirements, the expected level of Contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.

2.2CONTRACTOR WORK SCHEDULE
2.2.1Schedule Submission & Approval

The Contractor shall submit a schedule for all services described in this PWS and Appendices to the COR for approval 30 calendar days prior to the scheduled performance start date. The Contractor shall not deviate from the approved schedule without prior approval from the CO. Permanent changes to the schedule shall be submitted 10 days before implementation and must receive CO approval before the Government will allow the proposed changes. The schedule must be submitted electronically using a file format compatible with Government software.

2.3 PROGRESS MEETINGS

The CO, COR, other government personnel, as appropriate, and the Contractor shall periodically meet to discuss the Contractor’s performance. The following issues shall be discussed: opportunities to improve the contract, required contract modification(s), unsatisfactory inspections and trends against each performance objective observed, positive performance and steps taken by the contractor to prevent unsatisfactory occurrences in the future. The Contractor shall provide a summary of unsatisfactory inspections and customer complaints and shall provide insight into any identified trends, root cause analysis, and performance improvement plan.

2.3.1 Progress Meeting Minutes

The CO will develop meeting minutes and distribute those minutes to the Government team and the Contractor. Should the Contractor not concur with the minutes, the Contractor shall provide a written notification to the CO identifying areas of non-concurrence for resolution.

2.4 CONTRACTOR’S QUALITY CONTROL

The Contractor shall develop and maintain a quality program to ensure the services described by this PWS are performed in accordance with commonly accepted commercial practices. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. At a minimum the contractor shall develop quality control procedures addressing the areas identified in paragraph 2.0, Service Summary.

2.4.1 Contractor’s Quality Control Plan (QCP)

The Contractor shall develop and maintain a Quality Control Plan that, at a minimum, communicates: (1) What will be monitored; (2) How monitoring will take place; (3) When monitoring will take place; (4) Who will conduct monitoring; and, (5) How monitoring efforts and results will be documented.

2.4.2 Contractor’s Quality Control Checklist(s)

The Contractor shall develop and maintain one or more Quality Control Checklists that align with the Contractor’s QCP and capture, at a minimum, the following: (1) Tasks; (2) Validation of acceptability of tasks; (3) Inspector name; (4) Inspection method; (5) Inspection date; and, (6) Inspection time.

2.5 QUALITY ASSURANCE

The Government shall inspect and evaluate the Contractor’s performance to ensure services are received in accordance with requirements set forth in this PWS. The CO will appoint a primary and alternate representative for management of the day-to-day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the Contractor after contact award. The contractor shall provide work schedules to the Contracting Officer’s Representative (COR) in accordance with paragraph 2.2 of this PWS. The COR may inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS.

2.6 GOVERNMENT REMEDIES

The Contracting Officer (CO) will follow FAR 52.212-4 Contract Terms and Conditions-Commercial Items, for the contractor’s failure to perform satisfactory services or failure to correct non-conforming services.

3.0CONTRACTOR PERSONNEL
3.1CONTRACT MANAGER

The contractor shall establish a contract manager or alternate(s) that can be contacted during work hours. The contract manager or alternate shall be available during normal duty hours to discuss contract related matters. The contractor shall provide the CO the telephone number(s) where performance validation results and complaints can be reported. This information will be kept updated by the contractor whenever personnel changes occur. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to the daily operation of this contract.

3.2 CONTRACTOR PERSONNEL APPEARANCE

Contractor personnel shall present a neat appearance. contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection. All contractor personnel shall always be fully clothed while performing the services of this contract. "Fully Clothed" is deemed to mean that a shirt (or T-shirt), trousers, closed-toe shoes and personal protective equipment, if required, shall always be worn. Tact, diplomacy, and courtesy shall always be used during contact with the community.

3.3 EMPLOYEE RESTRICTIONS

The Contracting Officer is authorized to restrict employment under the contract of any contractor employee or prospective contractor employee who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.

4.0GENERAL INFORMATION

The Contractor shall perform the required services during regular park business hours, Monday-Friday, from 7:30 a.m. to 4:00 p.m HST. No work will be performed on weekends.

5.0INSTALLATION ACCESS
5.1WORK RESTRICTIONS & RESOURCE PROTECTION

The NPS is the steward of unique resources found within the national parks. The NPS is committed to protecting natural, cultural, historical, archaeological, and other resources found within the parks and the adjacent lands.

Provide pertinent guidance related to work restrictions and resource protection. Consider (1) preservation of natural features, (2) invasive species prevention, (3) threatened and endangered species, (4) archaeological resources, (5) soundscape/noise, and (6) air quality. Consider adding additional detail paragraphs (i.e. 5.1.1, 5.1.2, etc.) that address specific considerations related to the preceding areas of concern. Contact the contracting office for comprehensive examples if these types of concerns exist for a contemplated project.

5.1.1 Preservation of Natural Features

N/A

5.1.2 Invasive Species Prevention

A. General: The introduction of non-native species including invasive weeds and plants; invasive pests such coqui frogs and frog eggs, little fire ants (LFA), and insects including termites; other vertebrae species such as rats, mice, and reptiles; and diseases such as Rapid ‘Ōhi‘a Death (ROD) spread through contaminated soil can threaten the park’s rare and endangered plants and animals or can create new populations of non-native species not traditionally found in the park. Ensure all vehicles, equipment, machinery, cutting tools, base yards, staging areas, materials, material packaging, material deliveries, material storage, and personal protective equipment (PPE) are clean and free of invasive weeds and plants, invasive pests, and ROD spread through soil.

B. Vehicles, Equipment, & Machinery: In order to prevent the spread of invasive species, the Contractor shall comply with the following:

1. Vehicles, equipment, and machinery must be thoroughly pressure washed and visibly free of dirt, mud, plant debris, frogs and frog eggs, insects including termites, other vertebrate species such as rats, mice, and reptiles, other debris. A hot water wash is preferred. Areas of particular concern include bumpers, grills, hood compartments, areas under the battery, wheel wells, undercarriage, cabs and truck beds.

2. The interior and exterior of vehicles, equipment and machinery must be free of rubbish and food. The interiors of vehicles and the cabs of machinery must be vacuumed clean. Floor mats must be sanitized with a solution of >70% isopropyl alcohol.

3. All vehicles, equipment, and machinery shall park on pavement and not under trees (where possible).

4. All vehicles, equipment, and machinery will be subject to inspection by NPS personnel.

5. All vehicles, equipment, and machinery that do not pass inspection will be turned away.

6. All vehicles, equipment, and machinery leaving the park for any reason must be cleaned prior to re-entry into the park and may require re-inspection at the park’s discretion. Treatment is the responsibility of the Contractor.

5.2 INSTALLATION SECURITY AND ACCESS REQUIREMENTS

All access into the KVC building shall be facilitated by NPS personell. No Contractor will be allowed within the basement space without NPS personell present. Curatorial staff shall be on site with moving contractors at all times when moving musuem collections out of the KVC basement, into the temporary storage facility and back into the KVC basement.

5.3 SAFETY REQUIREMENTS AND REPORTS

The Contractor shall perform work in a safe manner as required by the Occupational Safety and Health Administration’s (OSHA) requirements. The Contractor shall immediately provide a verbal report to the CO and COR for each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact.

5.4 DAMAGES TO GOVERNMENT BUILDINGS, EQUIPMENT OR VEGETATION

Damages to government buildings, equipment, or vegetation are addressed in FAR 52.237-2, Protection of Government Buildings, Equipment and Vegetation. The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor’s failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.

5.5SPECIAL PANDEMIC PROCEDURES.
6.0APPENDICES

The Government will make all of the below listed documents, forms, references and report formats directly addressed within this Performance-Based Work Statement available. Supplements or amendments to the below listed materials from any organizational level may be issued during the life of the contract. When notified by the CO, the Contractor shall immediately implement those changes in publications, which result in a decrease, or no change in the contract price. Prior to implementing any such revision, supplement, or amendment that will result in an increase in contract price, the Contractor shall submit to the CO a price proposal and obtain prior approval. Price proposals shall be submitted within 15 calendar days from the date the Contractor receives notice of the revision, supplement, or amendment giving rise to the increase in cost of performance. Changes in the contract price due to supplements and amendments shall be considered under the FAR 52.212-4, Contract Terms and Conditions – Commercial Items clause. Failure of the Contractor to submit a price proposal within 15 calendar days from the date of receipt of any change, shall entitle the Government to performance in accordance with such change, at no increase in contract price.
