The contractor shall install six new outboard engines across the R/V Malie, R/V Poge, and M/V Moana, including two 150HP engines each for the first two vessels and two 300HP engines for the third vessel. The installations must be completed within 120 days of award at the contractor's facility in Tutuila, American Samoa and include sea trials to confirm operational status. Upon completion, the contractor will transport the vessels back to the National Park of American Samoa and remove the existing engines. The related federal contract opportunity is solicitation number 140P8223Q0038 for boat engine replacements issued by the National Park Service Department of the Interior.

STATEMENT OF WORK
Replacement engines for NPSA vessels R/V Malie, R/V Poge, and M/V Moana at National Park of American Samoa, American Samoa
1.0 BACKGROUND
American Samoa is a US-affiliated territory in the tropical South Pacific consisting of five main islands ranging in elevation from sea level atolls to Mount Lata at 964 m on the island of Ta‘ū. The National Park of American Samoa (NPSA) consists of units on three of these islands and protects both unique paleotropical rainforests and Indo-Pacific coral reefs. Over 4,000 acres (~30%) of the park’s 13,500 acres are underwater. The Park also preserves the fa'asamoa-the customs, beliefs, and traditions of the 3,000-year-old Samoan culture.
The enabling legislation (Public Law 100-571) established the National Park of American Samoa " ... to preserve and protect... archaeological and cultural resources of American Samoa, and of associated reefs...". The park broadly interprets this purpose to preserve and protect the Samoan culture and their link to the marine resources. To understand and access these remote marine resources across all three islands, the park utilizes three vessels (Research Vessel Malie – 24’, R/V Poge – 24’, and Motor Vessel Moana – 33’) stationed on the main island of Tutuila. These USCG certified vessels can operate in open-ocean conditions and are outfitted to handle a variety of marine related activities such as research (e.g., scuba diving, instrument deployment, water sampling, etc.) and search and rescue operations.
NPSA must replace the Evinrude outboard engines on all three of these vessels because there is no longer a service center in the territory. In addition, Evinrude recently stopped manufacturing new engines, slowed production of replacement parts, and ceased new technician trainings. Consequently, the park must switch to another engine manufacturer that can be supported on-island such as Mercury.
This statement of work focuses on replacing the outboard engines on all 3 vessels. The Evinrude engines on R/V Malie are 13+ years old with over 1000 hours, the engines for R/V Poge are 13+ years old with over 1300 hours, and the engines for M/V Moana are 13+ years with over 500 hours. Consequently all 3 vessels need to have the outboard engines replaced to maintain the safety of our marine program. NPSA has expanded boating operations to all three islands spanning more than 70 miles between islands. These operations are conducted with a minimum of two vessels and therefore put more wear and tear on the engines. Engine functionality will be critical to keeping these trips safe and productive. NPSA is also reliant on self-rescue due to the lack of USCG response vessels in the area so having well-maintained vessels is a top priority.
2.0 SCOPE
The contractor shall install six new boat engines and the associated steering systems on the R/V Malie (2 x 150 HP engines), R/V Poge (2 x 150 HP), and M/V Moana (2 x 300 HP). These engines must have improved capabilities (e.g., fuel efficient, environmentally friendly, reliable) compared to the existing engines. The installations shall include all equipment, labor, and sea trial testing to ensure that the vessel is fully operational when it leaves the contractor or subcontractor facility. The contractor or subcontractor must be a certified service center for the installed engines and ensure that the engines can be maintained on Tutuila, American Samoa over the lifespan of the engines. In addition, selecting an engine manufacturer that allows
