Q: Task 1 is listed as pruning 150 trees of which 30 need to be trimmed in June each year. What are you thinking as to the cadence of the other 120 trees? I also noticed that the performance is meant to begin in July; I’m confused by the timing- does the work begin in June or in July?

A: Anticipated contract award date is in June or July of 2023. These 30 trees are located along the Kalaupapa pier, and the NPS needs them trimmed right before barge each year for safety of workers and equipment that gets staged along these areas during that event. The planned barge sail date for 2023 is on August 4th. If the contract is awarded after 2023 barge sail date, the 30 trees along the pier shall be trimmed in June of 2024.

Q: Please describe the transportation from the barge in Molokai to KAPA (the park) for equipment and for people

A: The barge docks right up to the Kalaupapa pier (early Saturday Morning) which is near the (south) center of the Park (KALA). YB unloads everything off the barge and stages them along the streets near the pier or directed by the NPS if it is a roll-off dump container to a specific location within the Park.

YB has a 10-ton lift capacity in Kalaupapa, so green wastes need to be restricted to that weight limit if loading in roll-off containers without a roll-off truck. The NPS does not have any roll-off or hook and lift truck and the NPS largest lift is limited to 7.5 tons. If deciding to send in roll-off dump containers without a roll-off truck as a method of disposing green waste, please be sure to reserve a YB platform when securing your reservation with the NPS for barge manifesting. The Contractor will be responsible for providing all lashings required to secure container to the platform.

If sending vehicles or equipment that can be driven on or off the barge, it will need to be delivered on a specific loading date at YB Pier 39/40 in Honolulu. From there the barge will sail to Kalaupapa. YB will unload the barge and stage all vehicles and equipment in an area along the pier. When the Contractor is given the approval, they can retrieve vehicle or equipment and drive to the staging site. Once the vehicle or equipment is loaded and ready for sailing back to Kalaupapa, they would drive back to the pier staging area and check in vehicle and equipment with the NPS clerk.

The NPS has one dump vehicle (2-door) or 4-door) available and a John Deere 210C backhoe for the Contractor to use (to approved drivers/operators; contractor to provide liability insurance) while performing work under the scope of this contract, (not available for after work hours use). Depending on how many contractors are on-site, the NPS can also help to provide transportation from the airport and/or DOH Lodging to KALA work site.

Q: Please share more about the accommodations on the island? How are arrangements made for the state lodgings?

A: In Kalaupapa Settlement, the only lodging accommodations offered for visitors are offered through the Department of Health (DOH). Current rates are $20 per person per night and is secured and paid directly to the DOH office after the Contractor's visitor's permits is approved for a site visit. It is a first-come first serve basis and located near the Kalaupapa pier. It is a mixture of a house unit with multiple beds and a kitchen or shared rooms (with other members of your party) and a shared kitchen and restroom like a dormitory. They provide bed linens and a bath towel. Contractors are responsible for providing their own meals and specialty drinks as there is no restaurant or stores available for visitors to use. There is a small number of appliances and kitchen essentials. There are ice machines available at no charge that is shared by the entire community.

Q: Please describe how the green waste is typically disposed of. Noting that the barge is available once per year, how are large amounts of green waste (20 tons) typically removed from the site

A: Typically, green waste is staged in Kalaupapa in an approved NPS location. Contractors shall ship in an appropriate number of roll-off dump containers secured to a YB platform (lashings for securing Contractor provided container to a YB platform shall also be provided by the Contractor). The platform provides the roll-off dump container with fork pockets that allows YB to mobilize the roll-off dump container on the pier, barge and on-site in Kalaupapa using their forklifts as there are no roll-off trucks available in Kalaupapa.

On barge day, YB delivers roll-off dump container to the green waste staging area. The Contractor loads all green waste into roll-off dump containers. Once the container is full, YB will retrieve the roll-off dump container and place it back on the barge sailing back to Honolulu.

The Contractor has from the time the containers are staged for loading (in the morning) until YB starts to reload for the return barge sailing (in the afternoon). If the Contractor misses the return barge sailing the Container and waste will remain in Kalaupapa until the following year’s barge.

The Contractor shall retrieve all containers from YB Pier 39/40 on Monday morning following the barge sailing and must dispose at appropriate facilities.
