About this file
This document is a Questions and Answers (Q&A) amendment for a federal solicitation to refurbish bronze elements at Perry's Victory and International Peace Memorial. The solicitation (140P6425Q0088) seeks a contractor to restore bronze handrails, doors, plaques, and other bronze elements, with a total of 179 linear feet of handrails and 10 bronze and 2 aluminum plaques to be refinished. Key project details include a 120-day performance period with an anticipated award date in early August 2025, and the work is limited to internal bronze railings and external bronze elements only. The project is a 100% small business set-aside with NAICS code 541990 and a small business size standard of $19.5M.
The Q&A document provides extensive clarifications about the project scope, including permission to remove doors and plaques for off-site repairs, requirements for temporary door enclosures, and specifics about site access (limited water and power outlets available). Notable requirements include repairing all cracks, potentially including extensive door cracking, with the possibility of future metal recladding if repairs prove insufficient. The National Park Service will allow work to continue during winter if the ferry service remains operational and may extend the performance period if ferry service interrupts the project. No bid, performance, or payment bonds are required, and no conservator oversight is specified.
