About this file

This document is a Justification & Approval for Other Than Full and Open Competition form for a simplified acquisition. Isle Royale National Park requires a temporary licensed mariner to fill the Chief Engineer position aboard the RANGER III passenger vessel, which is critical for vessel operation per US Coast Guard Certificate of Inspection. The anticipated cost is approximately $900 per week. The requiring activity conducted market research and identified several small businesses capable of meeting the requirement, with the Contract Officer determining that adequate competition could be achieved by soliciting as a total small business set-aside. The procurement is being pursued under urgent and compelling circumstances that would injure the government if standard solicitation timelines were followed, and the Contracting Officer (Jarrod Brown) certified on 3/31/2025 that the anticipated price will be determined fair and reasonable using FAR Part 13.106-3(a) price analysis techniques.
