About this file
This document is a Questions and Answers (Q&A) addendum for Solicitation #140P6425B0002, a Box Culvert Replacement Project for the National Park Service's Pictured Rocks National Lakeshore. The Q&A addresses technical specifications for the project, specifically clarifying details about the box culvert structure and hot mix asphalt (HMA) requirements. Key clarifications include confirming the culvert will have a closed concrete bottom with a flow elevation approximately 12" below finished grade, and providing guidance on HMA mix type, thickness, and asphalt cement grade based on Average Daily Traffic (ADT) and regional specifications. The Q&A helps potential bidders understand precise construction requirements and resolve potential ambiguities in the original solicitation documents.

QUESTIONS:
Question # Question Answer/Response
1. In regards to this solicitation for a box culvert on Sand
Point Road, we've seen conflicting information on whether this is an open bottom or closed bottom box culvert. The plans seem to detail a closed while the solicitation calls out a natural bottom. Just looking for clarification.
The box culvert structure is a closed (concrete) bottom as per the construction drawings and should be bid to reflect as such. The reference in the specifications and solicitation of a 'natural bottom' reflects the culvert box flow elevation approximately 12" below finished grade at the outfall of the culvert. This will allow natural flow and deposition of sediment post-construction replicate a naturalized bottom over the concrete in restoring the connectivity between the wetland and the lake.
2. The plans indicate that the HMA is 3” thick, but do not specify the type of mix or the asphalt cement to be utilized. I would assume it is HMA 4EML with either 58-24 or 58-28 AC.
Per Specification Section 32 12 16,
