Perimeter Fence Project - James A. Garfield National Historic Site

Questions and Answers listed below:

1) Question #1: Are proposals due by 12:00 PM Eastern time?

Answer #1: Yes, proposals are due by 12:00 PM Eastern time, unless changed through an amendment.

Offerors are responsible for submitting proposals so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Offerors should consider and account for potential delays in transmissions between when an electronic submission is submitted and when an electronic submission is received. Late proposals will not be accepted.

2) Question #2: Can I use past performance of my subcontractor to reference his past performance on like projects. My bid proposal would be me as General Contractor and I would use a Subcontractor that specializes in fencing projects.

Answer #2: The NPS will evaluate the past performance of subcontractors that will perform major aspects of the work pursuant to FAR 15.305(a)(2)(iii).

3) Question #3: The large double gate is steel with wood pickets. The steel looks to only need cleaned and painted, while the wood obviously needs replaced. Are we to replace the gates in their entirety or the wood only on this gate and refurbish the existing steel?

Answer #3: As noted in the solicitation, the contractor is to remove and replace the wooden pickets and repaint the metal framework. The steel fence should be reused and the contractor is to replace only the wood pickets. The contractor is responsible to paint the white portion of the metal swing gate; portion to remain as-is (meaning reuse the metal swing gate, get rid of any rust, and paint the metal white to match. The contractor is responsible for applying new pickets to the reused metal swing gate. Please see the solicitation specification 32 31 00 Section 3.5 B for more information.
