About this file

This document outlines specifications for a federal contract to supply aggregate materials for road projects in Badlands National Park. The contractor will deliver approximately 23,000 tons of 1-inch minus red limestone base course aggregate to two locations within the park by belly dump trucks. The material must meet South Dakota Department of Transportation specifications, and the contractor must provide independent lab test results for every 2,500 tons verifying compliance. Delivery is required Monday through Thursday between 7:00 AM and 4:00 PM Mountain Time from early June 2021 through 60 calendar days, accounting for weather delays. The contractor must also submit weigh tickets and a proposed delivery schedule with their quote for evaluation. The related federal contract opportunity is solicitation number 140P6321Q0014 from the Department of the Interior National Park Service Midwest Region to provide gravel for the Sage Creek Rim Road and Old NE Road in Badlands National Park.

SUPPLY AGGREGATE FOR ROAD PROJECT

Supply 23,000 tons of 1-inch minus, red limestone base course delivered to Badlands National Park. Red limestone base course will consist of 1-inch minus that meets South Dakota State Department of Transportation specifications for aggregate (SDDOT website may be referred to for this and all references in this document). The red limestone base course will be delivered using the spread dump concept to 2 locations within Badlands National Park. NPS staff grade will grade the roads:

Location Quantity Distance Sage Creek Rim Road, exit 110 off Interstate 90, Wall, South Dakota.

21,000 Tons 6.47 miles; mile marker 1 through mile marker 7

Old North East Rd 2,000 Tons 1.83 miles

MATERIAL REQUIRMENTS

The contractor shall provide materials compliant with SDDOT “Standard Specifications for Roads and Bridges”, 2015 Edition, Section 882 as updated supplemented and corrected. Standard Specifications - South Dakota Department of Transportation (sd.gov)

QUALITY ASSURANCE TESTING

The contractor must furnish test results from an independent certified testing laboratory to Badlands National Park. One gradation and plasticity index will be required for every 2,500 tons of aggregate and must be tested promptly to verify compliance with the specifications. Any retesting required for whatever reason will be borne by the contractor. Testing is not required to determine L.A. abrasion loss or fractured faces.

Test results shall include the sample date, name of sampler, tonnage produced up to the sample date, the testing date, and name of the tester, gradation results and the plasticity index. Testing shall be in accordance with the South Dakota Department of Transportation Materials Manual tests SD 202 and SD 207.

Badlands National Park may reject materials not meeting the specifications or reduce the payment for materials not meeting the specifications but that are reasonably acceptable or require additional material as compensation. Badlands National Park may also perform testing at its own expense for compliance.

SCALES AND WEIGHT TICKETS

The contractor will be responsible for performing and documenting weight measurements at a certified scale and provide weight tickets for each truck delivering material at site.

MATERIAL REQUIRMENTS

This work shall include all labor, equipment and incidentals to furnish aggregate materials to be spread dumped on roadway, while park crews are grading the road. Work shall be completed in accordance with the requirements of (SDDOT) “Standard Specifications for Roads and Bridges”, 2004 Edition, Section 882 as updated, supplemented, and corrected (See Table 1).

DELIVERIES

Material will only be delivered and accepted Monday-Thursday from 7:00 AM – 4:00 PM MT. Truck driver must submit ticket stub from scale indicating truck number or license, TARE, and GROSS vehicle weight as proof of delivery per load to the grader operator. The Park will designate turnaround spots. Delivery of material is expected to be approximately 1,000 tons per day. Contractor will be responsible for all haul road agreements with the applicable state or county. Any required road haul agreement or permit is solely on the responsibility of the contractor. These will need to be obtained through the https://dot.sd.gov/doing-business/contractors/standard-specifications https://dot.sd.gov/doing-business/contractors/standard-specifications

Pennington County Highway Department or Jackson County Highway Department depending on delivery route taken.

Supply should be made by belly dump capable trucks, in a single or double combination. The road is a low-maintenance road made up of mostly silts and clay materials. Areas need to remain dry otherwise trucks will get stuck causing other issues. Delivery of materials will not be expected during days of precipitation and up to 24 hours afterwards. Close coordination with the government representative is necessary to avoid unnecessary trips.

The designated government representative shall identify the specific dump locations along the roadway for each truck load.

The contractor shall deliver material using the spread dump concept in which the gravel is spread uniformly on the roadway.

If material is not uniformly spread, operations may be delayed while the government prepares the roadway in order to allow safe and proper entry and exit of vehicles. The contractor shall be denied any request for equitable adjustment arising from this cause.

DELIVERY SCHEDULE:

The delivery schedule is negotiable prior to award. The NPS anticipates deliveries to commence in early June, 2021or promptly after award. A contract period of 60 calendar days is anticipated and includes weather delays based on normal weather patterns. Offerors must submit a proposed delivery schedule with their quote. The proposed schedule should be based on the offerors capabilities and must include:

• Size/configuration of trucks to be used

• Daily schedule through completion

The proposed schedule will be used to evaluate offers. See the provision titled, “Evaluation of Offers.”

882.1 GENERAL REQUIREMENTS

Aggregates for granular bases and surfacing shall conform to the requirements of Table 1, red limestone base course.

TABLE 1

FOOT NOTES: 1. The fraction passing the No. 200 (75 𝜇𝜇𝜇𝜇) sieve shall not be greater than 2/3 of the fraction passing the No. 40 (425 𝜇𝜇𝜇𝜇) sieve. In no case shall the upper limit specified for the No. 200 (75 𝜇𝜇𝜇𝜇) sieve be exceeded. 2.

Requirements include quarried ledge rock.
