About this file
This is Amendment 0002 to solicitation 140P6225Q0001 issued by the Department of Interior, National Park Service Midwest Region for ADA concrete curb ramps at Lincoln Home National Historic Site. The amendment revises Section M (Evaluation Factors for Award) by removing the requirements for past performance and technical capability, replacing them with a prior experience requirement.
The award will be made using simplified acquisition procedures under FAR Part 13, based on best value considering price and prior experience. Offerors must demonstrate experience with concrete work, specifically sidewalks and poured surfaces. Price reasonableness will be determined through competition, comparison to previous purchases, independent government estimate, and other factors. The period of performance is February 3, 2025 to April 3, 2025. The government intends to evaluate and award without discussions but reserves the right to conduct exchanges if necessary.

Award will be made in accordance with Simplified
Acquisition evaluation procedures as set forth by
FAR Part 13 will be applied in the comparative evaluation of quotations to the offeror that provides the best value and most advantageous to the government based on price and prior experience. Prior experience and price will be evaluated by comparing quotes using an efficient and minimally burdensome process. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR
13.106-1(a)(2)). The government reserves the right to consider any offer submitted in response to the solicitation, regardless of date/time prior to making a final award decision.
1. Price: a detailed breakdown of offeror's price may be requested by the CO during evaluation
2. Prior Experience: Provide a list of previous projects similar in scope to the work being solicited in this RFQ. Prior experience is primarily used to demonstrate that your company is familiar with concrete work, specifically sidewalks and other poured surfaces.
Price Reasonableness. A contract may not be awarded if the offeror's price results in a cost to the government which is determined by the government not to be fair and reasonable. In determining the reasonableness and fairness of the offeror's price, the contracting officer shall use competition and comparison of offers submitted or review prices found reasonable on previous purchases, the contracting officer's personal knowledge of the products being purchased, and services being performed, comparison to an independent Government estimate, or any other reasonable basis. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced.
Offerors are cautioned to distribute costs appropriately. The contracting officer will determine whether the final negotiated price is fair and reasonable and constitutes a fair market price.
The Government intends to evaluate quotations and award a contract without exchanges with offerors.

Therefore, the offeror's initial quotation should contain the offeror's best terms from a cost or price and technical standpoint. The
Government reserves the right to conduct exchanges if the Contracting Officer later determines them to be necessary. The Contracting
Officer will also review the contractor's past performance prior to making a final award decision.
The Government reserves the right to select a quote that provides benefit to the Government that exceeds the minimum but is not required to do so.
A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified constitutes an offer by the government.
The contractor and Contracting Officer will both sign the final award to bind both parties.
Before the offer's specified expiration time, the
Government may accept an offer (or part of an offer), whether there are exchanges or negotiations after its receipt, unless a written notice of withdrawal is received before award.
