Statement of Work for Chillers 1, 2 & 3 Repairs at the Gateway Arch National Park

1.0 Project Description / Summary:

This project will service chillers 1 & 2 interior epoxy coating, repair of chiller 1, compressor 2, repair of chiller 2, compressor 1 & HMI, and the repair of chiller 3 circuit 1 leak, all which control the climate in Gateway Arch National Park Visitor Center.

2.0 Objectives:

The National Park Service is looking for a qualified, licensed, and bonded contractor to perform the tasks required in section 5.0 to complete this project in a timely manner.

3.0 Background:

The chillers were installed in 2018 with the structural renovations at the Gateway Arch National Park Visitor Center. The Arch is currently open to the public and the chillers are necessary to ensure the health and comfort of the visitor at the park.

4.0 Specific Work / Tasks: Chiller 1 & 2 Interior Epoxy Coating

a. Site visit to review existing conditions, confirm scope and develop installation plans with sequence of work.

b. Contractor to provide materials and labor for removal of all rust, surface preparation and application of the epoxy protective system to rehabilitate the two (chiller 1 & 2) 350-ton Daikin condenser tube sheet faces, end caps, and pour new gaskets (if applicable).

c. Contractor to remove all existing debris, rust, and fouling off the surfaces to be coated. Exposing the bare, clean metal, free from any corrosion, rust, or scale.

d. Contractor to repair all areas where corrosion and deterioration have occurred, and then apply epoxy, ensuring full coverage of the surface, and the proper thickness of the overall coating.

e. Contractor to perform a post-curing process of the epoxy by heating up the chillers to allow the atoms in the epoxy to improve cross-linking density.

f. Contractor will install a sacrificial anode after epoxy coatings applied.

g. Contractor to pour new caskets for all four end caps.

h. The Park will be isolating the chillers from service, draining, and removing covers.

i. The Park will be responsible for de-watering the tubes prior to the contractor arriving on site.

j. The Park is responsible for reassembling the chillers upon completion of the restoration.

k. The Park is responsible for getting the chillers back into operation.

4.1 Specific Work / Tasks: Chiller 1 Compressor 2 Sensor Replacement

a. Site visit to review existing conditions, confirm scope and develop installation plans with sequence of work.

b. Contractor to provide OEM materials and labor to replace the Compressor 2 suction and discharge sensors on the Daiken Chiller

2. Charge the unit with R134a refrigerant to the required operating level in accordance with the manufacturer specifications.

c. Contractor to Tag out/lock out unit prior to work.

d. Contractor to test the chiller for any leaks in the systems and repair any found, prior to charging the system with R34a refrigerant.

e. Charge the unit with R134a refrigerant to the required operating level in accordance with the manufacturer specifications.

f. Contractor will provide the RAR form documentation required per EPA guide.

g. Contractor will perform an operational test after all repairs have been made to ensure Chiller works properly.

h. Contractor is responsible to clean their work area each day and at the end of the job.

4.2 Specific Work / Tasks: Chiller 2 Compressor 1

a. Site visit to review existing conditions, confirm scope and develop installation plans with sequence of work.

b. Contractor to provide OEM materials and labor to replace the Compressor 1 Inlet Guide Vane & Serial

Card, & HMI on the Daiken Chiller 2. Charge the unit with R134a refrigerant to the required operating level in accordance with the manufacturer specifications.

c. Contractor will Tag out/lock out unit prior to work.

d. Contractor will test the chiller for any leaks in the systems and repair any found, prior to charging the system with R34a refrigerant.

e. Contractor will provide the RAR form documentation required per EPA guide.

f. Contractor will perform an operational test after all repairs have been made to ensure Chiller works properly.

g. Contractor is responsible to clean their work area each day and at the end of the job.

4.3 Specific Work / Tasks: Chiller 3 Circuit 1 Leak

a. Site visit to review existing conditions, confirm scope and develop installation plans with sequence of work.

b. Contractor to provide materials and labor to repair the leak from the seal on top of the chiller circuit 1 oil separator and to charge the chiller ckt#1with R134a refrigerant to the required operating level in accordance with the manufacturer specifications.

c. Contractor will test circuit 1 for any other leaks in the system and repair any found, prior to charging the system with R34a refrigerant.

d. Contractor will provide the RAR form documentation required per EPA guide.

e. Contractor will perform an operational test after repairs have been made to ensure Chiller works properly.

f. Contractor is responsible to clean their work area each day and at the end of the job.

5.0 Special Conditions / Requirements:

a. Proper disposal of debris and other waste materials will be done in accordance with all Federal, State, and Local regulations.

b. Contractor will supply all required parts and material to complete the job.

c. Furnish all required permits, license, and drawings from all agencies. Contractor shall prepare, obtain, and pay for all required permits prior to proceeding with installation work.

d. Contractor to meet all building codes and safety regulations required by local, state, and federal agencies, OSHA, Davis Beacon Act, and/ all National Park Service policies, and requirements.

e. Contractor is responsible to verify all measurements, and compatibility of OEM component replacements.

f. Contractor is responsible for determining specific work practices to be utilized for all tasks.

g. Contractor will ensure one chiller remains operational at all times.

h. All work including work practices is subject to inspection and approval by the Contracting Officer Representative (COR) or park representative. Work or work practices are subject to inspection by regulatory personnel.

i. Contractor shall be responsible to repair any utilities, equipment supports, piping, conduits or wiring damaged during contract activities/construction and shall make all necessary repairs at Contractor expense.

j. Contractor to use CM 16E Transmittal form for all transmittals. (RFI, installation plans, cutsheets, etc.)

6.0 Place Of Performance:

a. Gateway Arch National Park 11 North Fourth Street, St Louis, Missouri 63102-1880

7.0 Performance Period / Schedule Requirements:

a. All work must be completed within 30 days of notice to proceed.

b. Work hours will be scheduled between 6:00 a.m. and 3:30 p.m. Monday through

Friday. No Weekends or Federal Holidays.

Warranty:

a. Contractor shall warrant all material and installation workmanship for up to five years against any pinhole corrosion or defects
