About this file
This document contains questions and answers regarding the federal contract opportunity for repair and rehabilitation work at the West Overlook of Pea Ridge National Military Park.
The solicitation calls for the removal and replacement of parking lot pavement, curb and gutter, sidewalk, and storm sewer. It also requires repair of the natural stone retaining wall, including repointing the entire wall and removing and replacing a failing section. Questions from potential offerors covered allowable waste disposal methods, use of shoring systems, need for engineering drawings, potential contract modifications if existing conditions differ, ADA signage requirements, concrete and asphalt dimensions, presence of tiebacks in the retaining wall, road condition assessments, and concrete mix designs. The National Park Service provided clarification on these issues directly relevant to the products and services required to complete the repair and reconstruction work at the overlook.

Questions and Answers v2 (5/19/23) Pea Ridge National Military Park – Elkhorn West Overlook (140P6223B0002)
Q1: Does the demoed asphalt and concrete require a dump receipt, or can it be put in a solid waste area for fill on private property?
A. Refer to Specification Section 01 74 19 - 2, Waste Management Plan which is a required submittal.
Waste and recycling receipts are required.
Q2. Would it be sufficient to install a raking shoring system to maintain the wall's structural integrity during the demolition and construction phases?
A. This is Contractor’s means & methods.
Q3. Will the contractor be required to provide structural design drawings from an engineer for the shoring system that will be used to support the stone retaining wall?
A. Contractor’s means & methods. The Contractor can provide drawings for review.
Q4. In the event that some stones or wall parts collapse during demolition despite the installation of a shoring system and other necessary precautions, will the NPS provide a contract modification for remediation of the additional affected areas?
A. Modifications will be considered on a case-by-case basis.
Q5. Does the NPS require storing the milled asphalt material in a designated area for future use, or is the contractor responsible for removing it properly?
A. The contractor is responsible for removing it from the property.
Q6. Will NPS require ADA-accessible and handicap parking signs to be installed in the parking lot area?
A. Refer to sheet C4 showing accessible symbol locations to be painted in designated accessible parking spaces. Free-standing ABAAS (Architecture Barrier Act Accessibility Standard) – compliant signs demarking the spaces will also be required. Thank you for identifying this missing item.
Q7. Will the NPS please provide information on the current thickness of the sidewalk concrete that needs to be removed?
A. Construction and/or as-built drawings of the existing wall were not available, therefore this is unknown.
Q8. Does the retaining wall have a Deadman tie-back system installed? Please provide further clarification to ensure the wall remains intact during the removal and excavation.
A. Construction and/or as-built drawings of the existing wall was not available, therefore this is unknown.
Q9. Would it be possible to extend bid due date by at least two weeks after the final RFI response?
A. Contractors should check SAM.gov regularly for any Amendments issued that would extend the bid due date.
Q10. Regarding potential road damage during the renovation of the overlook, there is a concern about the possible impact on the roadway entrances and Military Park Road to and from the project, given the necessity for heavy loads of materials and trucks during construction. Could NPS please provide information on this road's current allowable load limit to ensure that we adhere to the appropriate weight restrictions and minimize potential damage?
A. 2018 Federal Highways "Bridge Inspection Reports" & "Road Inventory and Condition Assessment of
Paved Routes" Per the bridge inspection, Lee Creek Bridge per FHWA is considered as "Meets or
Exceeds Design Load". The park wide Road Condition Summary Report shows all routes of the tour road to be in Good or Excellent condition based on the Data Collection Vehicle (DCV).
UPDATE 5/19: FHWA data from the last highway/road surface audit, there's no mention of weight limits for the Tour Road. However, from past projects at PERI, contractors were limited to the State of
Arkansas weight limits for hauling. Given that, the Winton Springs bridge serves as the max capacity weight limit for the park. Per the most recent Bridge Inspection performed by Federal Highways, and after a discussion with our Law Enforcement Officer, it looks like the normal operating capacity of the bridge for a Type 3 (Concrete Truck) vehicle is 27 tons. The maximum weight capacity for the bridge is
47 tons.
Q11. Military Park Road is really narrow, and the asphalt appears to be very thin. There is concern that the road will crumble if the road cracks, what would be the most appropriate and reasonable solution?
Will the government issue a change order for repairs to the road if derelict road becomes damaged during the course of the requested construction?
The SOW calls for the awarded contractor to document existing conditions of the project area. This would include the route to and from the construction area. Historically access to project areas using the park Tour Road has been granted allowing construction vehicles to utilize the tour road counter-clockwise or "backwards" of normal park traffic flow. Doing so allows contractors to avoid bridge and weight limit concerns. We (contractor and NPS) can monitor road conditions during the course of the project. Should an issue come up that goes beyond existing site conditions as documented at the start of the project, it can be addressed with the Contracting Officer immediately and work to find a solution.
Q12. Has NPS considered including the necessary repairs to the Military Park Road in an effort to reduce liability for potential damages could occur during the course of the requested construction?
A. No, See Question 10.
Q13. Will the NPS clarify the depth of the storm pipe that needs to be removed? Drawing C3 outlines the removal of 78 linear feet of storm pipe, but it does not specify its depth. Knowing the approximate depth would enable us to provide an accurate price for the work.
A. 35 feet has an approximate average depth of 2.1 feet (rim to invert) and 43 feet of the pipe has a minimum depth of 2.8 feet and maximum depth of 6.4 feet.
Q14. On the site plan, drawing C4 specifies a 25'-15" diameter RCP line running from manhole M-30 to
M-20. However, the description for manhole M-30 states 18" pipes connected from the south and northwest. Please confirm the correct pipe size to use for RCP piping.
A. The correct pipe size is 15” pipe.
Q15. Could the NPS please confirm whether a geotechnical report has been prepared for this project? If so, would it be possible to obtain a copy of the repo
A. A geotechnical report was not prepared as part of the design for this project.
Q16. Is steel reinforcement required for slabs? If so what type or spacing?
A. Sidewalk shall include 6 x 6” welded wire fabric. See detail on sheet C
Q17. Is steel reinforcement required for curbs? If so what type or spacing?
A. See curb detail on sheet C6. Only dowels are required at expansion joints.
Q18. What is the PSI of the concrete?
A. 3,500 PSI at 14 days
Q19. Is steel reinforcement required for slabs? If so what type or spacing?
A. See Question 16.
Q20. What size of HDPE Storm Pipe is required?
A. See sheet C4 for pipe sizes
Q21. What is the cement design mix needed?
A. 6 sacks of cement per cubic yard. See section 501.03 of the Standard Specifications for Highway
Construction- Arkansas State Highway and Transportation Department- latest edition.
