Q1: I want to confirm that WICR will provide and install the STAS system. I don’t see anything in the SOW that addresses this being part of the work the contractor needs to perform.

A1: Yes. WICR will provide and install the STAS system after the completion of the contract. The contractor is responsible for providing a support frame compatible with a STAS system. Information on the STAS system can be found at https://www.picturehangingsystems.com/picture-rail-systems/gallery-systems. See photos on pages 3-5 for images of STAS system.

Q2: Is it possible to release the Turner Battalion flag from the stretcher it is mounted on now before shipping or is the preference that it remain on the stretcher for shipping?

A2: The flag should remain on the stretcher. It is the responsibility of contractor to unmount it and remount it at their conservation lab.

Q3: Will the park staff have padding around the flags’ frames when the art handlers arrive to pick them up?

A3: The scope of work (SOW) states under the bullet “Packing/Transportation/shipping of flags before and after treatment and mounting:” that “It is the contractor’s responsibility to arrange shipping via fine art shipper from and to Wilson’s Creek National Battlefield.” This language was included in the SOW because typically, fine art shippers require that they both pack and ship. Consistent with the statement in the SOW the contractor is responsible for arranging shipping via a fine art shipper and that responsibility includes any packing the contractor or the fine art shipper deems necessary to safely transport the artifacts from Wilson’s Creek to the conservator lab and back after conservation treatment is completed.

Q4: The Clarkson Flag’s canton is different on each side. Would the park like to have a window in the mount that would expose visually the reverse side of the canton?

A4: No. We prefer to make the execution of the framing straight forward and provide as much support as possible for the artifact. We would like a high-quality digital photo of the reverse side so we can print an image and display that alongside the flag when it is on temporary exhibit.

Q5: Are all 3 flags to be mounted on solid supports or is Velcro desired?

A5: The scope of work states “Flags shall be mounted fully supported and with loss compensation. They are to be protected within a completely archival quality frame with acrylic glazing so that they can be displayed on the designated wall within the Park’s exhibit space.” A solid frame is required, and no Velcro should be used for mounting purposes.

Q6:: For shipping the flags, do I need to be on-site for packing and project end delivery or are specialists from the fine art shippers acceptable?

A6: Specialists from the fine art shipper is acceptable.
