This is a 100% Total Small Business Set Aside and the North American Industry Classification System

(NAICS) code is 324110 Petroleum Refineries. The small business size standard is 1,500 employees.

General Description of Requirement: The purpose of this contract is to provide gas and diesel to operate vehicles and equipment within Ozark National Scenic Riverways. The fuel requirements are cyclic, so fuel requirements increase/decrease at certain times of the year. This contract services three maintenance yards in the geographic region of the park. The requirement is for road, low-sulfur diesel fuel and 10 ethanol blended unleaded gasoline. The estimated annual amounts are as follows:

Location Amount (USG)

Type of Contract: Indefinite Delivery Indefinite Quantity (IDIQ)-Requirements Contract.

Ordering procedures for delivery/task orders: Delivery/task orders (DO/TO) will be issued within the terms and conditions of the contract based on the pre-priced contract line items in the awarded price schedule, and with the order limitations clause in the contract. The order will be signed by the Contracting officer and issued to the contractor utilizing an Optional Form 347, Order for Supplies or Services award form that contains the specifics of the delivery. The DO/TO becomes binding when the Contracting Officer signs the Order.

Instructions for Bid Schedule:

The contractor will return pages 1-7 of the solicitation using the CLIN pages as the bid schedule

Base Year Delivery/Task Order: The contract statement of work applies to all delivery/task orders. This is subject to change based on award date of the Base IDIQ.

Price Schedule – Task Order: The contractor must include pricing for all three districts and operating dates (Use pages 2-7 of the RFQ). Operating dates may be reduced based on award date of contract. The Government and the contractor will finalize details before issuing of the task order. The quoted price is the MARGIN PRICE.

The margin price includes all transportation costs, fee, state taxes, etc. This does not include the federal tax. The federal tax will be added to your margin and the per gallon rack price (given for the date of delivery). The definition of Rack Price: the price of gasoline or diesel, loaded onto a truck at the distribution terminal, ready for delivery to end users or retail stations. The rack price embeds all of the costs of supplying fuel from the terminal, including terminal fees, final blending with ethanol (if done), cost of additive packages. The government uses the following source, specific to the Mid-West region for the evaluation of rack prices:

https://www.eia.gov/dnav/pet/pet_pri_gnd_dcus_r20_w.htm

The government uses the following formula for computation of final per gallon pricing:

Rack Price + Margin Price + Federal Excise Tax

For the duration of the contract the only firm price is the Margin Price. Rack pricing changes and the federal excise tax may change from FY to FY

Disclaimer: it is the responsibility of the contractor to ensure that formulas and pricing are correct and edited if needed to ensure correct project pricing.

It is the Contractors responsibility to liaison with the Park Contracting Officers Representative (COR) upon receipt of an order and prior to delivery for establishment of pricing.

Award Selection Process:

Per FAR Part 13.106-2(b) evaluation will be conducted by comparative evaluation of offerors and by evaluation of experience. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).

1) The Government will evaluate offers for award purposes by adding the total price for all options/ordering periods to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

2) Provide information from three-relevant projects/contracts from the last 5-years (Company letter acceptable)
