About this file
This document is an amendment to a solicitation for road grading services. The amendment provides responses to contractor questions, updates the performance period to 90 calendar days, and modifies the scope of work. Under the contract, the contractor will grade approximately 2.3 miles of gravel roads within Buffalo National River, applying specified depths of clay base and gravel materials to road surfaces. One road is 1.1 miles in length and the other is 0.8 miles. The contractor will haul and roll all materials into place. The National Park Service Midwest Region is the contracting agency. The response due date is not extended by this amendment.

Question: Does Steel Creek Road have a typo on the road length?
Answer: 1.1 miles is the actual. The scope says
1.0. Change the miles to 1.1 miles for Steel
Creek Road.
Question: Why are we pulling ditches along Steel
Creek because most of the road has no ditches?
Answer: Ditch pulling is meant for Kyles Road where adequate ditches are present.
Question: Is the desired thickness of material based on lose or compacted material?
Answer: Compacted Material.
Question: Contractors would like to have an anticipated start date. If start date is going to be around November 15, then when will contractor be expected to mobilize?
Answer: The start date will not be as late as 15
November. It is impossible to have an anticipated start date at this point of the procurement process. However, the Notice to Proceed will be issued prior to 30 September.
Question: Would it be prudent to extend the bid due date?
Answer: No. There not a reason for a bid extension.
Question: Please expand on 11.3 cost of re-inspection?
Answer: The SOW paragraph in full:
B. If the work is not determined to be substantially complete following the final inspection, the Contracting Officer will notify
Contractor in writing. Contractor shall request a new final inspection after completing the work.
Re-inspection costs may be charged against the

Contractor any additional cost of inspection or test when work is not ready at the time specified by the Contractor for inspection or test, or when prior rejection makes reinspection or retest necessary. The Government shall perform all inspections and tests in a manner that will not unnecessarily delay the work. Special, full size, and performance tests shall be performed as described in the contract.
Question: Will the road be closed entrance to both sites so haul trucks can operate safely? It is absolutely necessary for Kyles Landing road to be closed before construction begins because of the inability for vehicles to pass.
Answer: The road for Kyles Landing can be closed starting the second week in Nov. to complete the work. We can close portions of Steel Creek if needed to minimize traffic flow.
Question: After looking at blacktop on entrance road to Steel Creek, there is considerable questions about if the road can hold up to the amount of truck traffic required to deliver rock.
Please address this issue in accordance with item 3.6 in scope of work?
Answer: The contractor will not be held responsible for the asphalt entrance road at
Steel Creek.
Question: Please list approved quarries and clay pits?
Answer: APAC is the only gravel quarry in this area. Brasel Pit in the Jasper area also can be used for Clay. This information is provided for informational purposes and in no way limits the contractor from seeking other businesses that could be approved.
Question: If the project is going to be after the park is closed, will there be any need for flaggers for traffic control or will signs be adequate.?
Answer: Yes. Flaggers will be needed at least on one end due to visitors regularly ignoring closed signs.
Question: Please advise on 3.9 required photos.
Will cell phone pictures be sufficient?
