About this file
This is a Questions and Answers document for solicitation 140P6026Q0046, a roof replacement project at two historic structures (601 Frank Wallace House and 605 George Wallace House) managed by the National Park Service Midwest Region within the Department of the Interior.
The project requires complete roof replacement on both structures using Class 3 or Class 4 Impact Resistant asphalt shingles matching existing colors (gray for 601 Frank Wallace and green for 605 George Wallace), with color samples subject to one round of government approval. Scope includes removal and reinstallation of gutters that impede roof replacement, repair of fascia and soffit with uniform repainting of all fascia areas, replacement of beadboard under eaves as needed, repair of damaged flashing and unsound decking, and maintenance of existing lightning protection without requiring certification. No work is required on EPDM flat roof sections, electrical weatherheads, or wood railings. The solicitation is designated as a Total Small Business Set-Aside with no limitations on subcontracting; prevailing wage requirements apply per General Decision Number MO20260082 for Jackson County, Missouri. Payment protection requires either a Performance Bond or Irrevocable Letter of Credit at 100% of contract price (acceptable through the SBA Surety Bond Guarantee program), with the bond submitted within 10 days of award. Additionally, contractors must submit a Historic Preservation Treatment Plan to the National Park Service/Department of Interior (serving as the Architect/Historic Jurisdiction) at the preconstruction conference using a provided template. Contractors are permitted to request additional site visits for roof inspection and accurate pricing purposes.

140P6026Q0046 – HSTR – GW and FW Roof Replacement Questions/Answer
1. 07-3113 Asphalt Shingles 2.1C calls for Class 4 3 tab Algae Resistant. This product doesn't exist. BOD shingle Atlas Pinnacle High Performance is not a 3 tab shingle.
2. Contractor questioned the availability of a class 4-3tab shingles which is called out in the solicitation. Said there are only class 3-3 tab shingles existing.
Answer: Class 3 Impact Resistance or Class 4 is acceptable.
3. Is replacing the electrical weatherhead on 605 50 be repaired?
Answer: No work is to be done on the electrical weather head.
4. Are there any specific specifications for the small flat roof on building 605? It is currently EPDM.
Answer: No work is to be done on the EPDM roof.
5. The contractor reported that the roof at 601 W Truman Rd is in poor condition due to age and wear and may require replacement, with fascia repairs also recommended. The roof at 605 W Truman Rd was reported to be in generally good condition with no significant concerns observed. Can you confirm whether the intent of the project is to replace the roofs on both homes regardless of their current condition, or if the contractor is expected to evaluate and replace only those areas determined to be deficient?
Answer: Both roofs are to be replaced.
6. Due to the rain and related safety concerns, my estimator was not comfortable accessing the roof during the visit, although one person in the group was able to climb onto it. Would it be possible to arrange an additional site visit so we can safely inspect the roof and prepare an accurate quote for the government?
Answer: Yes – see amendment for second Site Visit time and date.
7. Regarding the structure requiring fascia repair, should all gutters be replaced, or only the gutter sections that must be removed in order to complete the fascia repairs?
Answer: All gutters that impede replacement of roof to be removed and reinstalled.
8. For the fascia and soffit areas that are repaired or replaced, does the government want only the repaired sections to be primed and painted, or would it be preferred that all fascia be painted so the finished appearance is uniform and consistent rather than showing a contrast between faded existing surfaces and newly painted repairs?
Answer: Repaint all fascia areas to be consistent with repaired sections.
9. The SF-18 face page indicates "THIS RFQ IS NOT A SMALL BUSINESS SET-ASIDE," however FAR 52.219-6 (Notice of Total Small Business Set-Aside) is incorporated by reference in Section I. Please confirm whether this acquisition is a Total Small Business Set-Aside or unrestricted. If it is a Total SB Set-Aside, please also confirm whether FAR 52.219-14 (Limitations on Subcontracting) applies and, if so, whether it is evaluated as a specialty trade (25% prime performance threshold).
Answer: The box on the SF18 is marked YES, this is a Small Business Set-Aside. The limitations on subcontracting does not apply to this requirement.
10. Attachment 3 (Wage Determination, 7 pages, May 2026) was provided but is unreadable in the downloaded PDF due to a font encoding issue. Please provide either (a) the General Decision Number for this project so we may retrieve it directly from SAM.gov, or (b) a corrected PDF as an amendment. We require the prevailing wage classifications for Roofer and related trades in Jackson County, MO to price the work.
Answer: Please view all project documents on SAM.gov. When viewing on third party websites, the documents may not come through clearly. General Decision Number MO20260082 5/18/2026 is the wage determination.
11. Section I incorporates both FAR 52.228-13 (Alternative Payment Protections, requiring Payment Bond OR Irrevocable Letter of Credit at 100% of contract price) and FAR 52.228-15 (Performance and Payment Bonds — Construction) by reference. Please clarify: (a) Is a separate Performance Bond required in addition to the payment protection, or does FAR 52.228-13 substitute for both obligations? (b) Is the SBA Surety Bond Guarantee (SBG) program an acceptable bonding mechanism for this contract?
Answer: a. No separate Performance Bond is required. The solicitation implements FAR 52.228‑13, which requires the contractor to submit one payment protection—either a Payment Bond or an Irrevocable Letter of Credit for 100% of the contract price. The solicitation does not require a separate Performance Bond in addition to this. (b) Yes. A Payment Bond issued through the SBA Surety Bond Guarantee (SBG) program is acceptable, as long as the resulting payment bond meets the requirements of FAR 52.228‑13 (100% of contract price, submitted within 10 days of award, and valid through the performance period plus one year)
12. Division 01, Item 9.1.C.9 requires a Historic Preservation Treatment Plan submitted to the AHJ prior to or at the preconstruction conference. Please confirm: (a) Is NPS the AHJ for this submittal? (b) Does NPS have a standard template or format requirements for this plan for a roofing project on an NHL structure? (c) Should this plan be submitted prior to Notice to Proceed or at the preconstruction conference?
Answer: NPS/ DOI is the AHJ. HPTP should be submitted at Pre Construction meeting at the latest. Template has been provided – see attached.
13. Spec Section 07 31 13, Part 2.5.B.1 states lightning protection is to be "removed and reinstalled by a certified installer." Please clarify: (a) Does lightning protection exist on both structures or only one? (b) What certification is required (e.g., NFPA 780, UL-listed Master Label, or state-licensed)? (c) Is this scope included in the lump sum CLIN or treated separately?

14. Spec Section 07 31 13, 2.2.A.7 requires shingles to match existing three-tab color with COR approval. Please advise: (a) Will NPS provide historic color documentation to guide the match, or is the contractor responsible for all color research? (b) How many rounds of sample submission should be anticipated? (c) Does NPS have a preference among the approved manufacturers (Atlas, CertainTeed, GAF, Owens Corning, Tamko)?
Answer: General color match is all that is required – 601 Frank Wallace House: gray and 605 George Wallace: green. One round of color match sample is anticipated – no preference for manufacturer. Existing Roof Info: 605 GW: Ownes Corning Duration, Chateau Green; 601 FW: Owens Corning, Estate Gray.
