About this file
This document is a Justification & Approval for Other Than Full and Open Competition for Simplified Acquisitions. SACN (likely a federal agency or park) is seeking sole source permission for a vendor specializing in fire system and fire extinguisher inspections. The vendor has been responsible for inspecting fire systems, fire extinguishers, and components at the site for 3-5 years and is the only company in the local area that performs both types of inspections. A Dynamic Small Business Search confirmed no other vendors under the NAICS code offer these combined services in the local area.
The procurement request (PR Number 44033225) is dated 10 December 2025, with the document last updated on 6/2/2016. The justification highlights the vendor's familiarity with the current fire system, park layout, and infrastructure, as well as their consistent performance in inspections and repairs. The document includes certifications from the Contracting Officer's Representative (David Balzola) and Contracting Officer (Jarrod Brown), who confirm that only one source is available and that the anticipated price will be determined fair and reasonable through standard price analysis techniques.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR
Part 2) UP TO SAT (See FAR 13.106-1)
Date: 10 December 2025 PR Number: 44033225
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
SACN is seeking sole source permission for vendor. The vendor is familiar with the fire system and components already in use at SACN since the vendor has been responsible for inspecting the fire system, fire extinguishers and components for several years now, including fire system repairs for several years and is the only vendor in the local area that does both fires system inspections and fire extinguisher inspections.
2. Sole Source Justification rationale (Check one and explain below):
______ Only one responsible source.
______ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
__X_ Other _____________________________________________________
Explain:
The vendor has been inspecting SACN fire systems and fire extinguishers over the last 3-5 years and is familiar with our current fire system and fire related components, park layout and infrastructure. The vendor has always provided adequate work, communication, and knowledge with inspections and the needed repairs based on failures noted during the inspection and testing process. The vendor is also the only company in the local area that does both fire system inspections and fire extinguisher inspections, so this allows us to have both done by the same vendor instead of two separate vendors.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
A Dynamic Small Business Search was completed which revealed no vendors under the NAICS who also do Fire System and Fire Extinguisher Inspections in the local area. Market Research on previous purchases for this service at the park revealed the same information.

4. If this is a determination for sole source, the contracting officer certifies:
a. Only one source is available, or urgent and compelling circumstances exist.
b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
