Contractor’s Questions – NPS Response

1. Is low pressure, Pressure washing allowed?

Yes

2. Is the use of Chemicals allowed?

Yes, see link in section 1.3.1:

Specifically, the Contractor must follow the guidance from the U.S. General Services Administration, “General Cleaning of Exterior Limestone”: https://www.gsa.gov/real-estate/historic-preservation/historic-preservation-policy-tools/preservation-tools-resources/technical-procedures/general-cleaning-of-exterior-limestone

3. Is water soaking the only acceptable method of cleaning No. Power washing and multi-step chemical cleaning is also acceptable. Contractor should assess current condition at the site to determine what is the gentlest and most effective treatment method. Refer to GSA preservation procedures link above.

4. Is a waste management plan required, as stated on Pg 11; 9.1 C (7) Yes, refer to Section 3.6 A. 1-4

5. Is a wastewater management plan required?

No, but Contractor must include how they plan to manage wastewater generated from limestone cleanup activities. See Section 3.6 A.1

6. Is a wastewater capture/disposal plan required?

No, but Contractor must include how they plan to capture/dispose of wastewater generated from limestone cleanup activities and must submit proof of offsite disposal/recycle removals to COR. See Section 3.6 A.1-4. Contractor shall avoid wastewater entering surface water body or sewage collection system.

7. The scope of work does not define a cleaning process. We understand that a mockup will likely need to be performed, but prior to bidding can a proposed cleaning method be provided to all bidders?

Contractor should assess current condition at the site to determine what is the best and gentlest treatment method. Refer to GSA preservation procedures link above.

8. There are multiple methods and depending on desired method cost would vary greatly. Method 1: Water soaking, Method 2: Multi-Step chemical cleaning. For bidding purposes please indicate which will be required or provide an alternate to include the cost for an alternate method.

9. Is the only scope for the exterior just cleaning the limestone? No brick cleaning, stone patching, repointing etc.

Yes, only limestone cleaning and no repairs.

10. Would the NPS consider a proposal using the cleaner D2? The problem with timed water cleaning method is water infiltration around existing window and door openings, in addition to other potential breaches within the brickwork. I have had excellent results with the use of D2. I've attached an MSDS sheet for it.
