BRVB – Conservation Service – 140P6023Q0002
1. We do not see the "Price Schedule" included in the documents posted. Are we to fill out a pricing excel sheet as we have done in the past? If so, could you please provide that?
Pricing should be submitted via your own Excel spreadsheet.
2. On page 5 (Factor 3: Price - item e), what is meant by "Partial payments may be made up to
80% of the contact award amount"?
As verified work is completed it can be invoiced.
3. Are the Delivery Dates listed on page 3 (i.e. 30 days, 60 days, 180 days), business days or calendar days?
Calendar days
4. On page 1 of the SOW document, item B says, "The Contractor will be required to sign a receipt for property upon receipt of the media." Will you be sending a written inventory of each item listed in each shipment?
We will include a written and digital inventory of each item included in the shipment.
5. Will you provide an inventory of each item listing its name?
Yes
6. Will you provide naming conventions for the files that will be created?
Yes
7. Is this the complete list of items that need to be transferred?
Yes
Audio Cassette Tapes: 320
Microcassette Audio (MC 60): 15
Hi8 Video Cassette Tapes: 80
8. Do you know the lengths (total running time) of each item? If not, do you know the average length of each item in each category?
No
9. Are the Hi8 tapes regular Hi8 or are they Digital8?
Regular Hi8
10. Are there any film items in the collection that will need to be digitized? (On page 1 in the
"I. PURPOSE" section, film is mentioned).
These are the items that need to be digitized:
Audio Cassette Tapes: 320
Microcassette Audio (MC 60): 15
Hi8 Video Cassette Tapes: 80
11. Are you able to provide pictures of the items so that we can discern any specifications of length or format noted on any labels?
No
12. What would constitute an item needing 're-work' as referenced in item VI on Page 3?
Any item that failed to convert to a digital format would constitute an item needing ‘re-work’.
13. How are timecode breaks on the tapes to be handled? Should we create new timecode for entire tape?
Not aware that the tapes have time codes on them as recorded. These are archival transfers, so we don’t want extra metadata added.
14. Do you go by native frame rate of the user bits from the recording? What if the frame rate changes multiple times per tape? Capture entire tape as 29.97fps?
Do not know if frame rates changes.
15. Is FedEx an acceptable method of shipment for tracking purposes?
Yes
16. Can we ship the hard drives to you but retain the tapes (in case there are issues) and then send the tapes back separately afterwards?
Yes
17. You mention that you will provide the hard drives. Will you be providing just one set of hard drives for the files to be copied to or are you going to also send a redundant set of drives to be copied as well?
Just one drive
18. For the Past Performance Questionnaire, the clients are to fill out the questionnaire and send it back to us to include in our proposal? Or does the offeror just provide the client contact information? We see that there is a Past Performance Information Retrieval System; should the client post it to that system so that we do not see the review? Please explain exactly what we need to provide for the proposal.
Offeror to complete their client review as per the attachment.
19. Please confirm that these are all the documents/information we need to provide:
- Cover sheet and labeled sections
- UEI number and CAGE code
- Completed copy of the representations and certifications at FAR 52.212-3
- Technical Questionnaire
- 3-5 Past Performance Questionnaires
- Pricing via offeror Excel spreadsheet
- SF-18
Yes, all 7 components are required.
First, we would like to confirm whether it will be possible for our professional staff to pick up the analog media in person, or if an alternate courier service (not UPS or FedEx) can be used. We prefer the former option due to our professional knowledge of shipping sensitive media.
We are open to other options of shipping/handling the media.
Additionally, we would like to propose including a repair fee for analog media restoration in our bid. This fee would cover any necessary repairs in the unlikely event that the some of the media is already in poor condition before our receiving and handling. Please let us know if you have any questions or concerns about this proposal.
We are not interested in a repair fee for poor media from the original cassette or Hi8 tape.
Finally, we would appreciate more information about the Hi8 video cassette tape modes, specifically the average longest length of all tapes, including the Microcassette audio tapes and Audio Cassette tapes, if this information is available.
This information is not available.
Attachment A04_SOW, Section VII states that the COR is responsible for monitoring the Contractor's technical progress, including surveillance. Could you please clarify if you are asking for live or recorded surveillance video of work being performed for the COR to monitor.
Live or recorded surveillance video of work being performed is not required.
1) What is the total running time for you 320 Audio Cassette Tapes, 15 Microcassette Audio (MC60s), and 80 Hi8 Video Cassette Tapes?
This information is not available
2) In addition to digitizing your content, will you also require color correction and audio sweetening to improve the overall quality and experience?
No.
3) Will you require any captions in English or other languages for the video material? (If so, please confirm which specific languages are required.)
4) Has an Independent Government Cost Estimate (IGCE) been conducted for this project? If so, what budget (or budget range) was determined as a result of that or what budget range do you have for this project?
Not available
5) Is there an incumbent for this project? If so, please identify the company and previous contract.
6) If no existing incumbent, what companies has this office of the BRVB worked with in the past on similar projects?
Not available
7) Given that answers to vendor questions won’t be answered until on or before 16th January, can you extend the deadline for response to 20th January to provide vendors time to incorporate the updated information into their responses?
The quote submission deadline is being extended to Wednesday, January 18, 2023, 12:00 CST
