NATIONAL PARK SERVICE

PREPARE NHL NOMINATION FOR VILLA LOUIS, MWRO

VENDOR QUESTIONS AND ANSWERS

Q1) Can the provided dates for the Quarterly Updates be adjusted to fit the schedule proposed by the contractor?

ANSWER: Yes, the dates can be adjusted to fit the schedule proposed by the contractor, however, Quarterly Updates should be submitted on a regular basis approximately every 3 months.

Q2) Is there a required number of maps, and if so, what is that number?

ANSWER: No, there is not a required number of maps. Maps should at a minimum include a USGS map that shows the property location, a map of the vicinity that shows the property location, a map that shows the boundaries of the NHL district, a site map that shows resources associated with Villa Louis, a site map or diagram that can be used to illustrate a Key to Photographs, which shows the locations where photographs were taken.

Q3) Is there a required number of images, and if so, what is that number?

ANSWER: No, there is not a required number of images. Photographs provided with the nomination must be sufficient to illustrate Villa Louis, its contributing and non-contributing resources, cultural landscape and setting. Multiple resources can be captured in the same image.

Q4) The SOW states “additional research is needed in several areas of significance associated with Villa Louis and Prairie du Chien because the current NHL documentation is inadequate and incomplete.” Can the government elaborate on these “areas of significance”? Furthermore, does the Government have a list of libraries, repositories, or research collections they prefer the contractor consult?

ANSWER: The Scope of Work, in Section III. Statement of Work, mentions some additional areas of significance that may be considered in the revised nomination. The area of significance must be represented by extant resources. The Scope of Work states;

Research shall take into consideration additional areas of significance that may be associated with Villa Louis and represented by extant resources. These contexts may include, but are not limited to the following:

Pre-contact American Indian cultures, specifically the Hopewell culture;

Discussion of known archeological resources within the site boundaries;.

American Indian history relevant to the Prairie du Chien area;

Euro-American and American Indian trade with respect to fur trade in the area;

Post-fur trade era history of land use and development;

Changing U.S. federal policies and establishment of military forts in the area;

American Indian removal from the area;

Euro-American settlement and immigration;

African American settlement, interactions with white Euro-American communities, segregation.

No, the government does not have a list of libraries, repositories, or research collections that they prefer the contractor consult.

Q5 Will the NPS require a hard copy of each submittal?

ANSWER: No.

Q6 Can you please provide an estimate of the number of structures that may be part the revised NHL boundary?

ANSWER: The government does not have an estimate of the number of structures that may be part of the revised NHL boundary. This project is needed to determine the number of resources that are located within the appropriate NHL boundary. These resources may include buildings, structures, objects, sites, and cultural landscapes.

End of questions and answers.

Q7 Given the GREAT potential for archaeology on the Villa Louis site, is any formal archaeology permitted? An example would be bucket test sampling, test pits, etc. Should all archaeology for this NHL be limited to nondestructive techniques such as Lidar, geo scanning, research review of prior archaeology, etc.

Answer: No formal archeology of any kind is required for the completion of this project and none will be allowed. Research review of prior archeology may be completed if needed to identify and discuss known historic resources associated with Villa Louis. The property is owned by the State of Wisconsin.

The National Park Service has no authority to allow any physical, potentially destructive, investigations at Villa Louis and will not do so. The completion of a new, revised National Historic Landmark nomination for Villa Louis shall rely on documentary research, rather than physical investigation.
