Responses to Questions for RFP 140P5523R0003

Site Visit was January 19, 2023

Questions were due January 26, 2023

Question 1: The SOW states the following “The road and RV sites and spurs shall be constructed with a six-inch graded aggregate base. Please define 6” aggerate base i.e., 21B, 21A, 56 Stone. What stone (crusher run, #57, etc.) is preferred to be used in the graded aggregate base?

Answer 1: See page 3 of the SOW. GAB is defined as Graded Aggregate Base; a crushed stone base material used in construction that is sometimes referred to as crusher run. GAB is a combination of course and fine stone material ranging in size from sand to approximately 1.5-inch stone. North Carolina uses the term ABC or Aggregate Base Course which is equal to GAB.

6 inch is the thickness of the material after it has been spread and compacted.

Question 2: Please confirm that geotextile fabric is NOT required under road surfaces or RV pads.

Answer 2: Geotextile fabric is NOT required under road surfaces or RV pads. That is not in the SOW.

Question 3: Will the Government require a Professional Engineered stamped drawing to be submitted for the approval of the septic field?

Answer 3: No. The Government is not requiring stamped drawings, ONLY approval from Hyde County is required for the septic field.

Question 4: Are As-builts a requirement for closeout documents of this project.

Answer 4: Yes. See REVISED SOW. As-builts are required.

Question 5: Are CAD drawings or reference monuments available to provide reference for site layout?

Answer 5: An electronic copy of the CAD drawing will be provided to the awardee.

Question 6: Please confirm the Prime Contractor and Key Prime Contractor personnel and Key Subcontractors with a letter of commitment can be utilized for Past Performance requirements of this solicitation.

Answer 6: Yes. FAR 15.305 The evaluation should take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition.

FAR 9.1 prime contractors are responsible for determining the responsibility of their prospective subcontractors (but see 9.405 and 9.405-2 regarding debarred, ineligible, or suspended firms). Determinations of prospective subcontractor responsibility may affect the Government's determination of the prospective prime contractor's responsibility. A prospective contractor may be required to provide written evidence of a proposed subcontractor's responsibility.

Question 7: The Statement of Work states “The contractor shall work with Hyde County Environmental Health Specialist to acquire county a Hyde County environmental permit prior to beginning the installation of the septic system. Location, placement, flow rates, tank size, length of drain field, and pump size for the new septic system shall be constructed according to North Carolina Codes: 15a NCAC 18A.1950, 15a NCAC 02T.0105, 15a NCAC 02T.0114.

NC Code requirements for 15a NCAC 02T.0114 states “campgrounds with water and sewer hookups 100 gal/campsite”.

This appears to be a conflict with the code and Statement of Work. Please advise.

Answer 7: See page 4; Section 2.5 Septic System of the SOW. Hyde County recommends 1500-gallon tank for the effluent.

Question 8: In Section 2.5 Septic System, the SOW states “Contractor will be required to obtain permit and complete required inspections for septic and drain field system through Hyde County Environmental. The system will require an appropriately sized septic tank (1500 gal).

Is this the needed size or is this a recommendation? Sites 4-10 being connected to this is only going to require a 600-Gal

Tank with code requirements. Please advise.

Answer 8: See page 4, Section 2.5 of the SOW. The government requires a 1500-gallon tank for the effluent.

Question 9: Section 2.6 Disposal, the SOW states “The contractor shall dispose of one existing septic system shown in

EXHIBIT A Ocracoke Administrative RV Site Plan, Existing Infrastructure.

Where is tank located? Exhibit A only shows site of drain field per Key.

What size is the current tank?

Contractor shall have the tank pumped and free from sewage before removal and disposal. Can this be crushed in place and used as fill or is full removal required?

Answer 9: Exact location of the tank is unknown; it is anticipated to be located near the terminus of the existing septic lines adjacent to the drain field. It is believed to be a 1000-gallon tank. Contractor shall have the tank pumped and free from sewage before removal and disposal which shall be removed from site not crushed and used for fill.

Question 10: Section 2.2 Roads and RV Sites, the SOW states “The construct the roads and RV sites found in EXHIBIT
